Sub: - Perpetual Audit of consumer account pending audit notes/reports, special drive for review /settlement thereof. As per record of this office 851 Nos. commercial audit Notes and 1421 audit reports are lying pending against various sub-divisions of HPSEBL. The most disturbing issue is that many notes / reports are lying pending since 1980s. Non settlement of notes / reports of commercial nature involving recovery of dues from consumers is really a matter of serious concern. This not only results in revenue loss to the Company but also record pertaining to these notes / reports has to be maintained year after year. Pendency of such notes / reports also affects badly the credit rating of the Company which in turn tarnishes the image of the organization. The importance of getting these notes / reports settled has been pointed out not only in various meetings taken by me but also through quarterly reviews being issued by this office. It has been observed that despite repeated reminders and meetings no serious efforts appear to have been made for the settlement of the pending notes 1 reports. Even no

3 . ~ efforts appear to have been made to stop repetition of similar nature of observations being pointed out in notes I reports in the past. The failure on the part of field officers for not getting pending notes / reports of commercial audit has been viewed seriously and it has been decided that before taking any departmental action in this regard one last opportunity may be afforded to the field units to prepare the reply of all the old outstanding notes / reports of commercial audit and should be got settled by 31 s1 of December 2017 positively. For this purpose audit parties are being deputed to each sub-division in the month of December 2017 specially to verify compliance. The audit parties shall be given a maximum period of 3 days for a sub division for verification of compliance depending upon the number of pending notes / reports. In case there are less number of pending notes / reports, lesser period shall be given for verification of compliance. After verification of compliance, reply should be forwarded to the Accounts Officer, (Commercial), F&A Wing HPSEBL, Shimla for taking further necessary action. All the field officers are advised to go through the notes / reports properly and prepare the consolidated annotated reply of all such notes / reports relating to their subdivisions within prescribed period duly commented upon by the Sr. Xen as well as the SE concerned prior to the visit of audit party. It may be noted that the reply to the note / report shall be based on facts either for verification of compliance or stating the reasons due to which compliance cannot be made. In case of any note / report where it is not possible to make complia[1ce then the further course of action for the settlement of note / report shall be suggested. It may be ensured that the record for verification of compliance should be ready in all manners being last opportunity. This being a special campaign for the settlement of old paras, full co-operation is expected from all the field offices. Therefore, it is made clear to all the field offices that failure on their part in preparing of annotated replies and getting the compliance verified will be viewed seriously and disciplinary action will be initiated against the all the concerned. Further it is also

4 ~ requested that proper arrangements of the boarding and lodging of the special audit parties in the HPSEBL rest houses/guest houses shall be ensured for which the prescribed charges shall be borne by the visiting audit parties themselves. They are also requested to impart suitable instructions to all the concerned to get the pending notes / reports settled within the prescribed period. 2. All the commercial audit parties. They shall ensure that compliance is verified within the prescribed period after taking into account all the facts and figures. In case of recovery of revenue, receipt may be checked and its number and date mentioned in their recommendations for settlement of note / report.
