4 2 1 entellitrak Basics 1.1 Log In In order to log into USPTO Accommodation Point, the user must first be assigned a username and password by a USPTO Accommodation Point administrator. After launching a web browser such as Internet Explorer or Firefox and entering the proper URL in the address field, users with valid USPTO Accommodation Point usernames and passwords should follow the login instructions below. 1. Type the username and press [Tab]. The username is displayed in the Username field and the cursor moves to the Password field. 2. Type the password. The password is displayed as bullets for security purposes. Note: Usernames ARE NOT case sensitive. 3. Press [Enter] or click the Sign On button with the mouse.

5 entellitrak Basics: Log In 3 Unsuccessful logins (due to mistyped username or password) will generate an error message and give the user an opportunity to attempt another login. The Invalid Username or Password message is displayed when either the username or password is incorrect.

6 4 The system allows three (3) login attempts with an incorrect username or password. If all three (3) attempts are unsuccessful, the account is locked and the Account Locked message is displayed. A USPTO Accommodation Point administrator must be contacted to unlock the account.

7 entellitrak Basics: Log Out 5 After successfully logging into the USPTO Accommodation Point application the Home screen is displayed. 1.2 Log Out 1. Users log out of USPTO RA by clicking the Sign Out link that appears in the upper right corner of the screen.

8 6 USPTO Accommodation Point initiates an inactivity clock when a user logs onto the system. If 30 minutes of inactivity occur, the user is automatically logged off the system. Periods of inactivity include those times between saving data, clicking a navigation tab, or refreshing the screen by clicking on the refresh icon on the screen. Typing in a text box is considered inactivity by the system since no information is being sent to the server until the save button is clicked. Note: USPTO Accommodation Point licensing is based on concurrent usage. If the browser is closed without clicking the Sign Out link the session will not end until the account is timed-out because of inactivity. As a best practice always sign out to free up licenses for other users. 1.3 Navigating Users can navigate throughout USPTO Accommodation Point by using the tabs at the top of the screen. To enter a new screen, click the appropriate tab. Every time a user enters a new screen, a link will be added to the Breadcrumb Trail. The Breadcrumb Trail is a series of links separated by right pointing arrows, which display a visual record of exactly where the user is within the system. The Breadcrumb Trail is in the left-hand corner of the blue information bar at the top of the screen just under the tabs. USPTO Accommodation Point allows the user to return to a previous screen by clicking on any of these links. 1. To navigate using the Breadcrumb Trail, click on the section of the path to be viewed. For example, in the screen shot below the user is looking at the Safety Investigations page that is in the Tracking Inbox. Click on the link containing the name of the page that needs to be viewed.

9 entellitrak Basics: My Account 7 Users should navigate in USPTO Accommodation Point by using the tabs, buttons and links provided by the application rather than the browsers back button. This will ensure that the information they see will be pulled from the USPTO Accommodation Point server and will reflect real time data. If a user accidently clicks the browsers back button they will be receive a page has expired message. Click the Refresh button next to the address bar or press the F5 button on your keyboard, to return to USPTO Accommodation Point. 1.4 My Account USPTO Accommodation Point allows users to manage their accounts from the My Account link in the top right of the screen. All users will have access to My Accounts. 1. Click the My Account link. The system displays the My Account screen. The My Account screen is separated into three tabs: Profile, Password and Preferences. The Profile tab allows the user to view any personal information about their name, or address. Contact a system administrator if changes need to be made.

10 8 The account name can never be changed. If a user has questions regarding their account name they should contact their systems administrator. The Password tab allows the user to change their password at any time. 2. Type in the new password, confirm the password, and click the Save button. The text gives the criteria for the password. Note: The systems administrator has the right to set passwords to expire. The user may be prompted by the system to change their password. 1.5 Dashboard/Home screen The first screen you are directed to after logging in is the Dashboard. It contains queues that you will be using on a daily basis. The Dashboard is located under the Home tab. It provides access to all the requests assigned to you or your group. Some roles will have queues available to them on the dashboard. Use the following steps to use a dashboard queue. 1. Click on the desired queue.

12 10 2 efiler Role 2.1 Register Use the following steps to register an account. 1. Click on the Go Register link. All fields with the icon are required fields. 1. In the desired fields enter or select the applicable information. 2. Once all desired information has been input click the Next button.

All fields with the icon are required fields. 2. In the desired fields enter or select the applicable information. 3. Once all desired information has been entered click the Save button.

18 16 Note: The checkbox at the bottom of the RA Request screen is a signature box and can only be marked by the efiler. The efiler is the individual whose information is in the Requestor Information section of the form. The RA Request can be saved without checking the signature box, but it will not get submitted for processing and assigned to a Specialist until the checkbox is marked and has been saved. Once the RA Request is saved and submitted, it will become readonly for the efiler and they will no longer be able to make any additional changes. 4. Click the Collapse All link to collapse all the information panels. Clicking on an individual information panel will expand that panel. 2.3 Document Child Tab Use the following steps to create a new document record. 1. Hover over the Document child tab and then click the New Document link.

Note: The Events Elapsed Time and Audit child tabs are only for viewing information tracked by the system and users do not have access to create new records for these child tabs. 1. 29 Specialist Role: Creating the Events Creating the Events Each Request will be processed through a series of Events until the full cycle is completed and the Request is closed. The following table depicts the Events, order created, Event Category and role creating the Event. The below Events created by the Specialist throughout the RA Request process WILL NOT generate a document and they WILL NOT send s with attachments. Hover over the Events child tab and then click the New Events link. All fields with the icon are required fields. 1. Select the appropriate Event Category for the Event that needs to be created. The Event Type field will filter based on the selection made in the Event Category field. 2. Select the appropriate Event Type for the Event that needs to be created. 3. Clicking on the calendar icon opens a separate calendar window allowing you to select the appropriate date. Or you can type the date in the mm/dd/yyyy format.

Note: Once the Event Notify Deciding Official File Completed for Initial Review has been created, this is when the Deciding Official role would come into play to do their review. Once their review is completed, they will create an Event that will send a message to the Specialist letting them know they have completed their review. Once the Specialist has been notified the review is completed, they would then go on to the next step to create the Event for the Draft RA Decision/Assistance Memo. 4.5 Accommodation Details Child Tab Use the following steps to create a new accommodation details record. An accommodation details record must be created for the information to appear on a decision document.

The Events listed in this section WILL generate documents and/or WILL send s with attachments. Note: Before creating this next Event, the Specialist should make any necessary updates to the Accommodation Details child tab to ensure information from that tab will be included on the RA Decision / Assistance Memo document when it is generated Draft RA Decision/Assistance Memo 1. Hover over the Events child tab and then click the New Events link. All fields with the icon are required fields.

36 34 2. Select Preparing Decision in the Event Category field. The Event Type field will filter based on the selection made in the Event Category field. 3. Select Draft RA Decision/Assistance Memo in the Event Type field. 4. Clicking on the calendar icon opens a separate calendar window allowing you to select the appropriate date. Or you can type the date in the mm/dd/yyyy format. 5. Select the date on the calendar by clicking on the appropriate date. Clicking the or will move the month in the desired direction. Clicking the or will move the year in the desired direction. 6. Select the desired document template and the template window will be displayed. Note: This Event WILL NOT send an message. When the Save & Generate Document button is pressed, it will only generate the document needed for the next Event to be created.

Select Initiate OGL Legal Sufficiency Review/DO Copied on Draft in the Event Type field. 4. Clicking on the calendar icon opens a separate calendar window allowing you to select the appropriate date. Or you can type the date in the mm/dd/yyyy format. 5. Select the date on the calendar by clicking on the appropriate date. Clicking the or will move the month in the desired direction. Clicking the or will move the year in the desired direction. Note: This Event WILL send an message. When the Save button is pressed, it will save any information added in the Message window and then send the message with the selected attachment.

Select the Yes radio button for the Send field. 7. If necessary, update the information in the Message window. 8. Select the Attachment to be sent with the message. 9. Once all desired information has been entered click the Save button. 4.9 Reconsideration Use the following steps to process a reconsideration request. A request must be denied to begin a reconsideration. 1. Hover over the Events child tab and then click the New Events link.

Select Reconsideration in the Event Category field and then Employee Requests Reconsideration of Denial in the Event Type field. 3. Once all desired information has been entered click the Save button.

Hover over the Events child tab and then click the New Events link. All fields with the icon are required fields. 2. Select Reassignment in the Event Category field and then select the desired event type. 3. Once all desired information has been entered click the Save button.

48 Implementation Use the following steps to process an implementation request. A request must have a decision of grant RA request to proceed with an implementation. Users with the RA Manager, Alternate RA Manager, Specialist and Business Unit Implementation Lead roles may carry out the steps provided in this section. The Specialist role will be used for demonstration purposes. All other roles should use the same functionlaity. 1. Hover over the Events child tab and then click the New Events link. All fields with the icon are required fields.

49 Specialist Role: Implementation Once a granted or partially granted event has been created the implementation events will then be available. Select Implementation in the Event Category field and then select the desired event type. 3. Once all desired information has been entered click the Save button. 4. Click the Accommodation Details tab.

52 50 5 Business Unit Deciding Official Role 5.1 Access a Request by searching 1. Enter the desired search criteria and then click the Search button. 2. Click on the desired request. If the user has access to view the information, the request screen will appear.

Clicking on an individual information panel will expand that panel. 5.2 Document Child Tab Use the following steps to view the documents that have been generated by the system or uploaded into the system. The same functionality should be used for the Accommodation Details and Supervisor s Statement child tabs. Note: The Business Unit Deciding Official has the ability to create, read and update for the Event tab only. This role has read-only access to all the other tabs for the RA Request. 1. Click the Document child tab. All fields with the icon are required fields.

55 Business Unit Deciding Official Role: Document Child Tab Choose the Document record you wish to view and click on the line somewhere to the left of the document icon. 3. If you click on the document icon, you will open the document itself. Note: The document can be opened directly from the listing screen or you can open the document form and view the information in the form and open the document from there as well. 4. Once in the form, you can view the information entered for the document as well as click on the document icon to open the document. All fields with the icon are required fields.

If the document form is opened to view the information entered and the document was created by an Event, there will also be a link the user can click on that will redirect their screen to the Event that created the document being viewed. 5.3 Events Child Tab The following sections outline the different Events the Deciding Official can create and the steps they can use to create a new event. The Deciding Official will have the ability to create the following Event Types at different stages of processing the RA Request: Deciding Official Initial Feedback Complete To choose this Event Type, choose Interaction with the Deciding Official for the Event Category. o o This action would be used when the Deciding Official has received notification the file has been completed for their review. Once their review has been completed, the Deciding Official would create this Event and provide their feedback in the Message window on the Event. Deciding Official Signs Decision or Assistance Memo To choose this Event Type, choose Preparing Decision for the Event Category.

57 Business Unit Deciding Official Role: Events Child Tab 55 o o This action would be used when the Deciding Official has received notification the draft decision has been posted in the system along with the draft decision attached to the message. The Deciding Official would wait for notification stating the Legal Reviewer has completed their review before creating this Event. Deciding Official Signs Reconsideration Decision or Assistance Memo To choose this Event Type, choose Preparing Recon Decision for the Event Category. o o This action would be used when the Deciding Official has received notification the draft recon decision has been posted in the system along with the draft recon decision attached to the message. The Deciding Official would wait for notification stating the Legal Reviewer has completed their review before creating this Event Deciding Official Initial Feedback Completed 1. Hover over the Events child tab and then click the New Events link. All fields with the icon are required fields. 2. Select Interaction with Deciding Official in the Event Category field. The Event Type field will filter based on the selection made in the Event Category field. 3. Select Deciding Official Initial Feedback Completed in the Event Type field. 4. Clicking on the calendar icon opens a separate calendar window allowing you to select the appropriate date. Or you can type the date in the mm/dd/yyyy format.

Select the Yes radio button for the Send field. Note: The screen displayed immediately below is what will initially be seen by the user when the New Event link is selected. Once the Event Type is selected, the screen will change and the Deciding Official will see one of the Event screens shown on the following pages. 7. Once all desired information has been entered click the Save button.

When selecting Event Type Deciding Official Signs Decision or Assistance Memo or Deciding Official Signs Reconsideration Decision or Assistance Memo and Type of Change selected is No Changes and Approve is No, the below screen is what will be seen 9. Once all desired information has been entered click the Save button. Note: Before the Deciding Official would be able to create this next Event, the Specialist will have actions to create the DRAFT RA Decision/Assistance Memo and send it to all the necessary individuals. The Legal Reviewer will also have an action to do a Legal Sufficiency Review prior to the Deciding Official moving to the next step. The Deciding Official will receive an notification once the necessary actions have been initiated by the Specialist and the Legal Reviewer Deciding Official Signs Decision or Assistance Memo Use the following steps to create events with an Event Category of Preparing Decision. 1. Hover over the Events child tab and then click the New Events link. All fields with the icon are required fields.

The Event Type field will filter based on the selection made in the Event Category field. 3. Select Deciding Official Signs Decision or Assistance Memo in the Event Type field. 4. Clicking on the calendar icon opens a separate calendar window allowing you to select the appropriate date. Or you can type the date in the mm/dd/yyyy format. 5. Select the date on the calendar by clicking on the appropriate date. Clicking the or will move the month in the desired direction. Clicking the or will move the year in the desired direction. 6. Select the desired Type of Change. Valid values for Type of Change are No Changes and Redlined Edits.

62 60 If Redlined Edits is selected in the Type of Change field then select the desired template and make the necessary changes. Note: This Event WILL send an message if the Send field is set to a value of Yes, the Type of Change is No Changes and Approve is set to Yes. This message goes to the requestor and interested parties to let them know whether or not their accommodation has been granted. When the Save button is pressed, it will save any information added in the Message window and then send the message with the FINAL RA Decision/Assistance Memo attached. If the value Redlined Edits has been selected for the Type of Change field, this screen will have a Save & Generate Document button. When pressed, it will save the Event, generate a new DO Redlined Edits version of the Final Decision document and send the message if Yes is selected for the Send field. The new DO Redlined Edits document would be sent as an attachment in the message. Note: It is important to note, if the Deciding Official has selected Redlined Edits for the Type of Change field or has selected No for the Approve field, when the message is sent, it WILL NOT go to the requestor or interested parties. It will only go to the individuals tasked with processing the RA Request to completion. 65 Legal Reviewer Role: Preparing Decision Event Click the Collapse All link to collapse all the information panels. Clicking on an individual information panel will expand that panel. 6.2 Preparing Decision Event Use the following steps to create events with an Event Category of Preparing Decision. The Legal Reviewer will have the ability to create the following Event Type once the Specialist has created the Event to initiate the Legal Sufficiency Review: OGL Review Completed To choose this Event Type, choose Preparing Decision for the Event Category. o o o This action would be used when the Legal Reviewer has received notification the Draft Decision has been posted to the Accommodation Point System and is ready for OGL review. Once their review has been completed, the Legal Reviewer would create this Event and provide their feedback in the Message window on the Event. The Legal Reviewer will have the ability to create Redlined Edits for the decision, which would then be approved or rejected by the Deciding Official. 1. Hover over the Events child tab and then click the New Events link.

The Event Type field will filter based on the selection made in the Event Category field. 3. Select OGL Review Completed RA Request in the Event Type field. 4. Clicking on the calendar icon opens a separate calendar window allowing you to select the appropriate date. Or you can type the date in the mm/dd/yyyy format.

67 Legal Reviewer Role: Preparing Decision Event Select the date on the calendar by clicking on the appropriate date. Clicking the or will move the month in the desired direction. Clicking the or will move the year in the desired direction. 6. Select the Type of Change. Valid values for Type of Change are No Changes and Redlined Edits. If Redlined Edits is selected in the Type of Change field then select the desired template and make the necessary changes. Note: This Event WILL send an message if the Send field is set to a value of Yes. When the Save button is pressed, it will save any information added in the Message window and then send the message with the selected Attachment. If Redlined Edits is selected for the Type of Change field, this screen will have a Save & Generate Document button. When pressed, it will save the Event, generate a new OGL Redlined Edits version of the Final Decision document and send the message if Yes is selected for the Send field. The new DO Redlined Edits document would be sent as an attachment in the message. 7. Once all desired information has been entered click the Save button.

69 Reports: Preparing Decision Event 67 7 Reports Reports are available to users with the USPTO Admin, RA Manager, Alt RA Manager and Specialist roles. The Specialist role will be used for demonstration purposes. Other roles should use the same functionality. Use the following steps to run a report. 1. From the Home page click on the Reports tab. 2. Click on the link for the desired report. 3. Enter the desired report parameters and then click the Create Report button.
