2 About JTC 1 Joint TC of ISO and IEC in the field of Information Technology 33 P-members and 62 O-members Organized in 22 SCs and 2 JTC 1 WGs About 5000 active participants developing 580+ standards; over 3000 published 2

3 New SC 42 on Artificial Intelligence Title: Artificial Intelligence Scope: Standardization in the area of Artificial Intelligence 1. Serve as the focus and proponent for JTC 1's standardization program on Artificial Intelligence 2. Provide guidance to JTC 1, IEC, and ISO committees developing Artificial Intelligence applications Chair: Wael Diab Secretary: Heather Benko First meeting next week in Beijing 3

4 Editing: top concerns Source documents provided by editors go through a conversion to XML with PDF and Word documents produced from XML. ISO/CS editors make changes to the generated Word document and return that to JTC 1 project editors; errors are time consuming, difficult to find. The conversion loses some information from the source documents which editors use to produce the next version, so most editors identify and apply any edits by ISO editors to their own source documents Errors may be introduced by conversions and by editors - examples: White space removed when blank characters have meaning eg.. xy Source code blocks reformatted Decimal points replaced with commas in mathematical expressions and code fragments Automatically updating cross references and automatic numbering are removed/replaced with plain text Text has been modified in a way which changes meaning Editors find that revisions of existing standards have changes introduced to text that hasn t been modified in the revision 4

5 Editing: observations and a way forward It appears that the XML conversion process is not mature We appreciate that it is being improved, but several JTC 1 SCs have requested that their documents not be converted for now Editors want to maintain control of their documents with edits required by ITTF submitted to them for implementation With part 2 of the ISO/IEC directives being newly applied to many JTC 1 texts, problems are being introduced that suggest further review of part 2 may be warranted JTC 1 Tools and Project Editors Forum led by Jim Melton is addressing these issues with ISO CS 5

6 Tools Both ISO and IEC are updating their entire suite of tools; all of us will be impacted Examples: document editing, web conferencing Desire for common tools, but no guarantee. Opportunity for US stakeholders to provide feedback on ISO plans via INCITS EB and ANSI In scope for the tools and project editors forum led by Jim Melton Planning on additional discussions at JTC 1 6

7 Update need for large and complex standards JTC 1 identified a need to provide updated information to users of standards that is not supported by the current policy on corrigenda Initial proposal reviewed at March 2018 JTC 1 Advisory Group (JAG) Provide supplemental information for a standard at a specific website SC to be able to update the information as desired Content may include guides to interpreting standards, marketing information Ad hoc led by David Keaton is refining a proposal to submit to ISO/IEC 7

8 Patent Policy Concern JTC 1 SC 29 expressed concern over lack of information included in a option 3 declaration (unwilling to license) SC 29 requested that ISO and IEC adopt the ITU-T requirement for information about patents JTC 1 Plenary approved a recommendation endorsing the SC 29 request ISO Patent Policy Group and ISO TMB have approved alignment of the ISO/IEC declaration form with ITU-T form SMB action on the proposal expected in June 8

9 Marketing Opportunity ISO CS and IEC CO are available to market and publicize JTC 1 activities IEC CO has provided specific guidance for content Range of practices in JTC 1 SCs Some issue press releases Some have press officers Overall: challenge in getting content from SCs/WGs JTC 1 Press Committee chaired by Volker Jacumeit provides a focus 9

10 Emerging technologies JTC 1 Emerging Technologies and Innovations group (JETI) scans the environment and identifies opportunities for JTC 1 to consider Played an important role in JTC 1 s decision to form a SC on Artificial Intelligence Currently tracking a long list of technology opportunities Seeking additional participants and an editor for a report on emerging technologies JETI convenor: Seungyun Lee 10

11 Discussion on JTC 1 future plans Emphasis on importance of working cooperatively with other ISO and IEC TCs (enhanced liaison) JAG Group on Standards and Regulations to gather input on good practice and existing approaches on the relationship between standards and government regulation and procurement Continue to improve JTC 1 s use of system integration (to be driven by JAG SIF) Learn more about the needs of application and service software developers, considering in particular open source (to be driven by JETI) 11

12 Two Plenaries Beginning in 2019, JTC 1 will hold two plenaries per year Expected to enable faster decision making Additional plenary expected to replace two face to face JTC 1 advisory group meetings Target plenary dates: early May and early November U.S. will host the May and India the November 2019 plenary meetings Transition planning at JAG Discussion at March 2018 JAG Expect recommendations from August 2018 JAG 12
