Recommendation: Review and adopt. 2 Page On October 00, GPP TSG-C meetings were held via conference call. This document is intended to summarize those proceedings OPENING PLENARY. CALL TO ORDER AND OPENING REMARKS: The meeting was called to order at :0 PM US east coast time on October 00 by TSG-C Chair, BK Yi (LGE). The Chair and Vice Chair both requested and were granted contribution numbers at the time that the meeting was started. KDDI registered a complaint that the Chair and Vice Chair did not comply with the TSG-C rules to have contribution numbers assigned and contributions uploaded for interim Plenaries by COB on the night before. However, KDDI did not request to have the late contributions excluded due to lack of accessibility and preview by the membership.. ATTENDANCE REGISTRATION AND ROLL CALL: A roll call of companies indicated that companies included on the list of quorum members were present (% participation). The Secretary noted that no proxy statements had been received.. INTRODUCTION AND NUMBERING OF CONTRIBUTIONS: Contributions were loaded onto the GPP LAN server and listed in the document register (C R).. AGENDA APPROVAL: The proposed agenda (C R) was presented. DECISION: The agenda was approved without objection as submitted (C R).. ASSIGNMENTS OF CONTRIBUTIONS TO AGENDA ITEMS: Contributions were assigned to agenda items as noted on the agenda.. NEW BUSINESS: TSG-C WI PROCESS DISCUSSION A contribution regarding TSG-C WI Process Guideline (C ) was presented by TSG-C Vice Chair, Dennis Gentzler (ALLTEL). The contributor indicated that this contribution had been prepared in light of contributions and discussions from the last face-to-face meeting. There was substantial discussion regarding this contribution. Three () areas of concern were noted: The contribution noted that a WI proposal must be addressed by the third meeting cycle after initial presentation to Plenary. The contributor noted his intent that it must be addressed within three () meeting cycles maximum including the initial meeting of presentation. 00 GPP TSG-C_MtgSum-000-Interim.lwp

3 Page Lucent indicated that the spirit of the WPD was that all WI proposals are approved and may not be rejected. The Chair indicated that this automatic adoption applied only to GPP WIs that are processed by TSG-S and he noted that TSG-C WI proposals can be rejected by the TSG-C Plenary. KDDI suggested that TSG-C must not be allowed to reject any WI proposal that represents the air interface development effort for a GPP approved WI. Due to lack of time, no other Old Business contributions were presented.. FUTURE MEETING SCHEDULE: - October 00-0 December January 00 Shanghai Purple Mountain Hotel in Shanghai, China Hyatt Regency Kauai in Kauai, HI, USA The Fairmont Hotel in Vancouver, BC, Canada. REMANDED ACTION FROM THE GPP SC: correspondence to the GPP SC exploder dated October 00 regarding cancellation of GPP SC conference call (C ) was presented from the GPP SC Chair as FYI for the TSG. Correspondence to all TSGs dated October 00 regarding ACTION ITEM: Referencing of OMA documents in GPP documents (C ) was presented from the GPP SC Chair. ACTION: This contribution was remanded to all WGs for review and action by the closing Plenary of the October 00 face-to-face meeting in Shanghai.. ASSIGNMENTS: Although not specifically reviewed during this conference call, the following action items were active when the meeting was adjourned The Vice Chair requested that TSG-C participants that have questions or concerns regarding the TSG-C WI Process Guideline (C ) should those questions and/or comments to him in advance of the Shanghai meeting.
