Achievement of LEGT VPA in Lao PDR 2010 TWO Ministers of MA and MOIC submitted Letter of intention on LEGT VPA to EU Baseline study on timber flow study in Laos completed Vice Minister of MA, MOIC and MoNRE submitted Letter of Intention to prepare LEGT VPA Negotiation GIZ project Support to the Lao-EU LEGT (ProLEGT) established. LEGT VPA Standing office established under Department of orest Inspection The 1 st Video conference between Lao PDR and EU. 3 pilot provinces of LEGT were approved (Sayaboury, Khammoaun, Attapeu) Prime Minister Office approved the start of LEGT VPA Negotiation between Laos and EU (Decision No. 986/PMO). The 1 st National Steering Committee (NSC) Meeting was held in October 2015, in Luanprabang Province Chief of Negotiation Team from Laos and EU prepare for the 1 st faceto-face Negotiation on LEGT VPA, April The 2 nd National Steering Committee (NSC) Meeting was held in July 2016, in Luanprabang Province. Appointed the Head of LEGT VPA Standing Office, July The 3 rd Video conference between Lao PDR and EU, October LEGT VPA Standing Office submitted 5 draft TLDs and Product Scope to EU in December 2016 for the 1 st ace-to-ace Negotiation in March. The Negotiation Team and Technical Working Group Meeting with EI was held in January, on Scoping of LEGT VPA assessments and Guidance for first VPA negotiation with EU. 2. Highlight of the 3 rd Video Conference Lao PDR: GOL includes LEGT VPA process in the national policies (as a significant pillar of Economic development it is not covered only timber, but also the full range of wood processing sector). There are several challenges on forestry sector management, it needs the effectively resolution and development. The implementation of the Prime Minister s Oder No.15/PM is highly effective. Relevant development plan includes promoting on Plantation and modernizing/developing on wood processing sector to ensure that timber will be consumed productively. 2
3 2. Highlight of the 3 rd Video Conference EU: Lao PDR contains readiness for VPA, and LEGT VPA is in consistent with PMO No. 15/PM. LEGT VPA process is complicated for mutual comprehension, it would take years for implementation to achieve the VPA. EU requires country parties who joint LEGT VPA shall accomplish LEGT VPA assessments in order to create Baseline study for relevant implementations and further monitoring mutually. EU provides concept note to Lao PDR for review and recommendation. Technical Working Group Meeting with EI was held in January, on Scoping of LEGT VPA assessments and Guidance for first VPA negotiation with EU. Consultation between Lao PDR and EI was held, and the scoping of LEGT VPA assessments was developed, and prepared for next assessments. 3.
