If your current dedicated term agreement has not expired, you will need to replace the dedicated Service on or before the expiration date of your current term agreement. If you are currently on a month-tomonth arrangement, you will need to replace the dedicated Service on or before June 30, N N General (A) (B) International Toll Free Service is a reverse billed inward calling service that allows the Subscriber to pay for incoming calls which originates from an International location and terminates to a predetermined Switched or Dedicated destination at the Subscriber s location, in the United States, without charge to the calling party. Supported Dialing Plans:.1 Toll Free origination from Canada adheres to the North American Number Plan Association (NANPA). The calling party can originate a toll free call from Canada by dialing 1+ the 888, 877, 866, and 800 toll free NPA prefixes. See Section of this Guidebook for Canada Toll Free..2 International Freephone Service (IFS) allows an IFS customer to receive International Toll Free Service from foreign countries listed in Section of this Guidebook. IFS supports one country of origination for IAOS (International Area of Service) per IFS number. With IFS, there is a separate and unique toll-free number for each country from which ITFS is ordered. IFS has no standard numbering format, it varies from country to country; and.3 Universal International Freephone Number (UIFN) allows the customer to have a single International Toll-Free number that can be used from any of the countries that offer UIFN service. UIFN supports multiple (2+) countries of origination for IAOS (International Area of Service). UIFN numbers are assigned and registered by the Telecommunications Standardization Bureau of the ITU (International Telecommunications Union). UIFN has a standard 11 digit numbering format of: cc (Country Code) 800-XXXX-XXXX, cc is the two to four digit International Access Code. 4 SBC Long Distance, LLC Original Page Availability (continued) (B) Terminating Access Canada Toll Free (A) (B) International Toll Free Service (ITFS) is originated pursuant to Section (A) of this Guidebook and can terminate via Switched or Dedicated access to the Customer s location in the United States (excludes U.S. Territories)..1 International Switched Toll Free Service (ISTFS) ISTFS is available to Customers who utilize Switched Access to reach the long distance network and whose terminating location has a ten (10) digit voice-grade telephone number, in any State in the United States, (excluding U.S. Territories)..2 International Dedicated Toll Free Service (IDTFS) IDTFS calls can be terminated to SBC Long Distance dedicated access facilities to the customer s location in the 48 contiguous states, (excluding U.S. territories)..3 International Toll Free Service (ITFS) ITFS is available to only Business Customers who subscribe to a High Volume Calling Plan (HVCP), with the exception of Canada Toll Free (see section in this Guidebook) and Subscribers must use SBC Long Distance Direct billing. For HVCP reference, see Section 3.7 in this Guidebook. Inbound service from Canada is available to Customers with both small business Optional Price Plans and Medium to Large Business (MLB) High Volume Call Plans (HVCP) pursuant to the Toll Free Services section described in Section 3.6 of this Guidebook. Canada Toll Free is also available to Residential Customers pursuant to the Toll Free Services section described in Section 3.6 of this guidebook.

5 SBC Long Distance, LLC Original Page Rules and Regulations (A) (B) (C) (D) General If any of the rules and regulations contained in Section 7.5 of this Guidebook, conflict with the rules and regulations contained in Section 2 of this Guidebook, the rules and regulations contained in Section 7.5 of this Guidebook will apply in lieu of the rules and regulations contained in Section 2 of this Guidebook. Limitations on Service ITFS is furnished upon the condition that the Customer contracts for adequate facilities to permit the use of this Service without injurious effect upon the Company or any service rendered by Third Party Vendors on behalf of the Company. Limitations on Liability.1 The Company may terminate or refuse to furnish ITFS to any Applicant or Customer, without incurring any liability, if the use of the Service would interfere with or impair any Service offered by the Company..2 When the failures listed below are due solely to the negligence of the Company, the Company's liability, if any, will be limited to the lesser of (a) the actual monetary damages incurred and proved by the Customer as the direct result of such failure or failures or (b) the sum of $1, a any claim arising out of any and all failings by the Company in connection with the provision of ITFS to the Customer, including but not limited to:.b ITFS is not made available on the date committed to the Customer or cannot otherwise be made available after acceptance of the Customer's order; or.c ITFS is provided with a number or numbers other than the one(s) committed to by the Company to the Customer; Area of Service Selection The Customer may select the International Area of Service where the international toll free calls may be originated. The eligible countries include those listed in Section

6 SBC Long Distance, LLC Original Page Rules and Regulations (continued) (E) (F) Use of Service Nothing herein, or in any other provision of this Guidebook, or in any marketing materials issued by the Company shall give any person any ownership, interest, or proprietary right in any code or ITFS Number issued by the Company to its Customers. Termination of ITFS By Company If Service is terminated by the Company for violation of this Guidebook, the Company reserves the right to retain control of all ITFS Numbers disconnected. Disposition of disconnected numbers will depend on reason for disconnection (e.g., foreign country mandated or numbers ported-out to another carrier) Optional Features - Switched (A) Call Routing Call Routing features allow subscribers to direct calls to more than one terminating location based on the following parameters:.1 Origin Dependent Routing Origin Dependent Routing (ODR) enables customers to direct incoming calls based on the country of origin. ODR is dependent on a pseudo country code value delivered as the ANI. Pseudo Country Code values map to specific countries of origin.optional Features Switched.2 Time Dependent Routing Time Dependent Routing enables customers to direct incoming calls to two or more locations based on the time of day, day of week, or day of year. When Time Dependent Routing is used, the Time Zone must be included (i.e. Central, Pacific, etc.)..a Time of Day Routing.i Enables customers to define routing of calls during certain time of day ranges, to the nearest 15 minute increment i All 24 hours in the day must be accounted for when using this feature The specified range may span consecutive days. For example, a Time of Day range may span from 5:00 P.M. on one date to 7:59 A.M. the next day. This feature will frequently be used in combination with Day of Week routing.

Calls that arrive on those dates are directed based on the customer s previously defined logic. i.iv Only allows entering the month and date selected by the customer, i.e., the year is not populated Routing of calls from one year to the next on specified day(s) will continue until modified by the Customer. If routing is based on holidays that change dates from year to year, customer needs to be advised to provide annual updates.v During all dates not selected, calls are routed based on the customer s previously defined default logic.vi Percent Allocation Up to 40 days may be defined for this feature.1 Allows customers the ability to distribute incoming calls based on a percentage of calls being allocated to each terminating location. The percentage of call received at each location must; (1) be defined in whole numbers; (2) be allocated in 5% increments and; (3) always total 100% of calls..2 Example: a customers may choose to have 50% of their calls routed to telephone number 1, 30% routed to elephone number 2, and 20% routed to telephone number 3. Distribution is done randomly based on a mathematical formula; therefore, distribution will not be exact.

When customers order this feature, they must provide a unique identifier for each alternate routing profile. This identifier is required when the alternate routing plan is activated and can be up to 12 alpha and/or numeric characters (no symbols are allowed)..2 Customers may activate a previously built alternate route or move a routing back to the original route by calling the SBC Long Distance RespOrg at , Monday through Sunday 24 hours per day..a Alternate Call Routing Applications.i Planned temporary closure of one or more customer locations i Rerouting of calls in the event of a natural disaster or emergency Call Overload on Primary Toll Free Number.b Alternate Call Routing Benefits.i Normally can be invoked within 15 minutes after request is made to the SBC Long Distance Resp Org. No loss of service or revenue even in cases of emergencies.c Alternate Call Routing Limitations.i Alternate Routing profile must be established in advance Toll Free Services Reporting Alternate Routing is a "one for one" arrangement. Multiple TF numbers are not considered part of one plan. Each TF number must have its own plan..1 Web tool access is available to Customers subscribing to any High Volume Calling Plan and any Business Optional Calling Plans for call detail reports at the Toll Free Service number level, where available..2 Call detail information provided via the Toll Free Service reporting tool is not comparable to billing detail and will differ from billing record information.

9 SBC Long Distance, LLC Original Page Optional Features - Dedicated (A) (B) (C) (D) Busy/No Answer Overflow.1 This feature allows calls made to a busy or out of service trunk group to automatically reroute to another dedicated trunk group,with some restriction as to the location of the overflow trunk group. Busy/No Answer Overflow maximizes the number of toll free calls that complete to the subscriber..2 It is possible to Overflow multiple toll free numbers individually within a single trunk group to different 10-digit numbers. Or, a single 10-digit Overflow number can be defined for the entire trunk group. The overflow number(s) must be at the same location as the original terminating trunk group, or at another location served by the same terminating switch. Real-time ANI Delivery See Section 3.6.3of this Guidebook Dialed Number Identifications Service (DNIS) Dialed Number Identification Service, commonly referred to as DNIS, allows the subscriber to terminate multiple toll free numbers within a single trunk group on a DAL, without losing the identities of each toll free number. DNIS provides the ability to identify the called toll free number. This creates efficiency for the subscriber. DNIS makes it possible to treat each toll free number with its own unique purpose. Call Routing Call Routing features allow subscribers to direct calls to more than one terminating location based on the following parameters:.1 Origin Dependent Routing Origin Dependent Routing (ODR) enables customers to direct incoming calls based on the country of origin.
