3 Digital Accessibility. THE IMPACT There are an estimated 69% of the World population using Users of mobile phones mobile phones. The access to internet through this devices is increasing. Every person who is buying a mobile phone is buying an device universally designed. Every smart phone operative system have assistive technologies that help users to enhance and customize his Device ownership by adults with disabilities Devise Type Basic Phone 27% 13% Smartphone 57% 72% Tablet 35% 50% experience. According to 2016 User Survey on Technology and Persons with Disabilities 72% of the users have a smart phone versus 57% in Smart phones are having an impact on the independence living of persons with disabilities
4 Mobile Web: An Opportunity for Web Accessibility Similarly to many new economies, Caribbean communications infrastructures are leapfrogging legacy infrastructure with high mobile levels of adoption and the vast majority of Internet connections done via mobile Universal Access strategies should thus prioritize the implementation of W3C Mobile Web Best Practices (MWBP) with responsive web design This is particularly critical for government web sites that have an objective of serving all citizens While Web Content Accessibility Guidelines (WCAG) address accessibility for Persons with Disabilities, they are very complementary of MWBP In Fact, MWBP and WCAG overlap to a very large extent, allowing governments to pursue one single integrated universal access strategy
5 Benefits of Integrating Mobile and Accessiblity Considerations About 80% overlap between MWBP and WCAG Mobile Web is a compelling business priority for government agencies: no effective e-government can be achieved without Mobile Web developments Once Mobile Web practices are implemented, incremental effort to achieve WCAG accessiblity compliance is limited and more easily achievable Allows to meet Universal Access objectives with one single integrated approach
6 Benefits of Accessiblity Features of Mobile Operating Systems Spoken feedback for persons with vision or reading disabilities Switch Access: For users with limited mobility, Switch Access is an alternative to using the touch screen. Voice commands Voice Access to open apps, navigate, and edit text hands-free. Braille: connection to a refreshable braille display via Bluetooth. Combined speech and braille experience, allowing a blind person to edit text and interact with commands. Screen display adjustments Display size and font size Magnification gestures Contrast and color options Captions with options (language, text, and style)
7 Digital Accessibility. A market opportunity An estimated investment of 2.8 billion in ICTs for 2019 where Latin America will have the biggest growth of expenditure in ICTs at a 4.3% growing rate. Research has shown that companies that invest in UX see a lower cost of customer acquisition, lower support cost, increased customer retention and increased market share. Research-based estimates suggest that every dollar invested in UX brings 100 dollars in return. That s an ROI of an impressive 9,900 percent. And that s just the beginning!
8 Two drivers Creation of capabilities Governments have been advancing in terms of regulations on web accessibility nevertheless there is a need for political buy-in to ensure top down and transversal push for the topic. The ITU s National Program Internet for all is a good practice that include not only the creation of capabilities but also political buy in. Also the International Association of Accessibility Professionals IAAP is a good way for pushing the professionalization on web accessibility. Awareness Most of the available platforms in the market to create digital content or to develop websites have accessibility functionalities. Moreover developers can find free online validators. This information need to be widespread. Persons with disability need to know about their right to access digital information and exercise their rights.

Creation of capabilities Training in development and designing accessible websites Website creators need to know the Web Content Accessibility Standards (WCAG) and their relation with SEO and market opportunity Training in accessible content creations All of us can create accessible contents. Training in procurement of accessible ICTs Public government procurement represents 20% of the GDP of an average country. It is through government procurement that an accessibility digital market can be created.
10 2. Awareness PwD should know their rights and how to exercise them. A11y is one of the 8 general principles like no discrimination, equal opportunity, full participation in society among others. But also Universities on the value of including digital accessibility in their syllabus. Companies on the added value of digital accessibility Digital marketing companies: on the relation between accessibility and SEO. Government: on their obligations towards digital inclusion.
11 National Web Accessibility Program INTERNET An initiative to promote digital inclusion at an international level
12 National Web Accessibility Program Accessibility to physical space in public offices and multinational enterprises has vastly advanced at an international level. 9 out of 10 internet sites are not accessible. There are no ramps to the digital space. The main reason of this digital gap lies on the fact that there is very poor knowledge on what web accessibility is. The result: Governments are not buying accessible sites, developpers and content creators do not know that web accessibility standards exist and that products and services have accesible features. The solution we propose is a worldwide campaign to create consciousness about digital accessibility. A campaign explainning its benefits, who are the leading players in this industry as well as the accessibility features and the assistive technologies that exist. The latter will be achieve through our National Web Accessibility Program.
13 WHY? Through digital inclusion we promote the socioeconomic development of persons with disabilities. The objectives of Connect 2020 Agenda for Global Telecommunication / ICT Development, include the need to create enabling environments ensuring accessible telecommunications and ICT for persons with disabilities in all countries by 2020; UN Convention on the Rights of Persons with disabilities, articles 9 and 30; The work done by ITU-D on digital inclusion and by the Members of ITU on question 7/1 related to access to telecommunications and ICT services by persons with disabilities and with specific needs and the resource Model ICT Accessibility Policy Report ; The impact of ICT on the socioeconomic development of persons with disabilities (PwD) and their integration to the digital economy.
14 FOR WHOM? With the increase in population ageing, accessibility will soon be of help to half of the world population persons live with a disability (WHO Report) persons aged 65 years or more (in 2016) persons aged 65 years or more estimated in 2050, disability is related to ageing ( Report An aging world )
15 HOW? With strategic allies with the strength required to drive accessibility and achieve a global change The International Telecommunications Union (ITU) is the United Nations agency specialized in information and communication technologies. ITU currently has a membership of 193 countries represented by their Ministries of Telecommunications/ICT s and sector regulators, as well as almost 800 private-sector entities and academic institutions. Countries benefiting from the support on the implementation of this national model on digital inclusion will be selected amongst the ones committed in the implementation of the topic at a governmental and national level. The International Association of Accessibility Professionals (IAAP) is a strong ally of this national program in order to ensure the body of knowledge through its webinars, network of experts and certifications.
16 WHAT? A 5 days Integral National Program to learn how to create an enabling environment to boost access to digital information, products and services to ALL. A program that promotes digital and socioeconomic inclusion. 1. Governmental commitment 2. Training in accessible digital content 3. Technical training to develop accessible web sites 4. Self-sustainable Model for the inclusion of persons with disabilities. 5. National leadership and model to follow
17 The program 1. Governmental buy in Conferences: targeted audience decisions makers (1/2 day): - Presentations on accessibility for information and communication technologies to relevant actors including Ministers (ICT, education, health, etc), telecommunications operators, university deans, civil society organizations, persons with disabilities representatives, industry, amongst others. - Following its mandate as a UN Agency, the ITU will empower the decision makers by offering accurate information on web accessibility, on how the global ecosystem of accessible ICT works, why is it important to consider it as part of the policy and public programs, and which are the tools and strategies that can lead to the socioeconomic and digital inclusion of persons with disabilities. Guidelines and best international practices will be presented. 1. Governmental commitment The final objective of this conference is to consolidate the governmental and national commitment on digital inclusion, particularly on web accessibility, to assure accessible digital information, products and services for all citizens without discrimination and promoting socioeconomic integration.
18 The program 2. Training in accessible digital content Designed for ministries content creators so they understand how to present accessible digital information (2 days). 2. Training in accessible digital content Targeted audience: - Training in the creation and remediation of accessible digital documents targets all persons who create digital content. - Governmental representatives, communications officers, university professors, NGO s, persons with disabilities representatives, will understand the requirements to create accessible digital content. Acknowledging the tendency of using open source technologies, the benefits of using licensed products, which include accessibility functionalities, will be exposed. Participants will learn how to use accessibility validators of Microsoft Office s Word, PowerPoint and Adobe s PDF documents, as well as the accessibility functionalities found in social networks such as Facebook and Twitter and in online services such as Google. The final objective of this training is that participants understand the importance of accessible digital content and get the tools and the information to become trainers in the topic.
19 The Program 3. Technical training Designed for IT developers from the ministries so they learn to develop and design accessible websites according with international standards (2 1/2 days). 3. Technical training to develop accessible web sites Targeted audience: - Technical training for developers and programmers to create accessible web sites according to the Web Content Accessibility Guidelines WCAG 2.0 levels A, AA and AAA. - Ministries heads of IT, technicians from Universities members of the ITU will be trained to develop accessible sites. Through this training, participants will be able to support the government with its commitment to develop public accessible web sites. Furthermore, the technicians will be able to develop accessible sites and train developers at a national level to promote digital inclusion. By empowering universities in web accessibility we are enabling a digital inclusion environment with the abilities to create accessible public sites and ensuring a proper knowledge transfer to reach private institutions as well.

Self-sustainable Model for the inclusion of PwD Internet : A transparent national model that assures the dissemination of skills and the generation of resources to train PwD on how to use ICT to be able to surf the Internet and be benefited by the digital information, services and products found online in equal conditions. 4. Self-sustainable Model for the inclusion of persons with disabilities. National Tech University Leverage country knowledge and curriculum in web accessibility Ensures dissemination of skills at national level in: accessible digital content and in the design and development of accessible websites The funds generated by the national trainings will be shared between: the national training provider and a national fund to train PwD in the use of ICT to may navigate the Internet /accessible websites and benefit of information, products and services like all other citizens. Ensure that all involved Parties benefit from this program (from government to end users) TRAIN THE TRAINERS TRAIN THE ITU MEMBER STATE And ALL Government Representatives (Communication and IT Managers from all government) As well as a National Tech University (if possible ITU Academic Member) Internet NATIONAL DIGITAL TRAINING PROGRAM FOR PWD ON THE USE OF ACCESSIBLE WEBSITES 50% 50%
22 The program 5. Enabling accessible environments The implementation of the national model Internet will position the country as a role model in web accessibility 5. National leadership and model to follow The countries selected to execute the model will be an example for their region and will lead the efforts to replicate the policy in other countries. A data base will be created as global network of ambassadors in digital accessibility. This network will add value to the countries workforce in the ICT sector.
23 Strategic alliance to assure success! ITU: A global Network in the ICT sector: 193 country members, governmental officials Members of the private sector, associates and Academic Institutions (private sector, industry, operators, international and regional organizations) Specific objectives and resources to promote digital inclusion of PwD: Create governmental accessible sites in all countries priority of State Members to be settled in the Final Report of the World Telecommunications Development Conference WTDC-17 from study group on question 7/1 related to access to telecommunications and ICT services by persons with disabilities and with specific needs; Secure the governmental support from decision makers from every country as well as their commitment to create accessible public sites and create and implement policies and programs on digital accessibility ITU-D and the focal point of the ITU-D from the study group 7/1 which provides support to the member states. Training workshops on accessible digital content and web sites available in Arabic, Spanish, French, English and Russian and taught by ITU experts in web accessibility. Public and Private sector members of the ITU - Who want to become global leaders in digital accessibility Who want to promote and support the implementation of ICT accessibility their countries or regions Who have innovative accessibility solutions and accessibility features within the services and products they provide
24 National Program on Web Accessibility Internet assets: Leverage country government visibility as they will lead by example due to their involvement in developing and ensuring an inclusive society in their countries; Raise awareness among the Governments and stakeholders involved in ICT accessibility demonstrating that providing public accessible information (digital content and websites) to persons with disabilities (PwD) is a win-win: through enabling PwD to access information, they will also have access to study and work so while will improve their social and economic development the country will benefit from their participation in the overall economy. Develop national capacities (train-the-trainers) based on international standards in web accessibility in: Development of accessible digital content (Word, PDF, PP Excel) and documents remediation Design, develop and maintain accessible websites so that the countries can replicate these trainings and though a national pool of trainers in ICT accessibility will ensure that the that public (and further private) information and services will be available to all citizens including PwD. The country will be empowered with capacity to deliver National Training in Web accessibility topics. A self-sustainable model that will create funding for digital training of PwD in the use of accessible websites. Incentivize the development of a national digital ICT accessibility ecosystem that enable digital and social inclusion to ALL citizens.
25 Strategic ally The International Association of Accessibility Professionals (IAAP) is a not-for-profit membership-based organization for individuals and organizations that are focused on accessibility or are in the process of building their accessibility skills and strategies. The objective of this association is to help accessibility professionals develop and advance their careers and to help organizations integrate accessibility into their products and infrastructure. The IAAP will provide a place for accessibility professionals around the world to gather, share experiences and enrich their knowledge of accessibility.
