International Oceanographic Data and Information Exchange - Ocean Data Portal (IODE ODP) Enabling science through seamless and open access to marine data
Credits This presentation was developed by: Mr. Tobias Spears, Project Manager, IODE Ocean Data Portal Dr. Sergey Belov, Head, IODE Ocean Data Portal Partnership Centre 2
Introduction Science is becoming increasingly collaborative Increasing demands for data Increasing ability to collect and generate data Increasing expectations of researchers (e.g. must think globally, providing access to data an emerging requirement for publication) Citing research accomplishments is an increasingly on-line activity 3
The Challenges Where to look for data (portals) How to find data (metadata) How to access data (infrastructure) How to integrate data (interoperability) How to contribute when resources are limited 4
The Solution Mix of standards, technology, people, and education Benefits are worth the investment, both to the data provider and the data user 5
IODE The International Oceanographic Data and Information Exchange (IODE) was established by in 1961 Strives to enhance marine research, exploitation, and development through exchange of data and information between member states Supports a variety of programs including standards development, technology, data access, capacity building (education) Adheres to the IOC data policy Free and open access to data and information 6
Ocean Data Portal Formally established in 2007 as a program under the IODE and supported by the Russian Federation Seeks to provide open and and seamless access to marine data collections in an enabling and globally distributed environment Facilitates discovery, evaluation, and access to data Provides benefits to both data providers and data users Focuses on standards, technology, people, and capacity planning Not simply an IT system 7
ODP Global Node Partner Data System (e.g. WMO Information System) Conceptual View Interoperability Arrangement Light Data Providers WWW Regional ODP Node (e.g. SNDM Argentina) Global View Regional View Light Data Providers Data User Regional View: Accessing the SNDM Argentina ODP region portal provides a view of data and information made accessible though the MinCyT ODP node. Global View: Accessing the ODP Global portal provides access to data from all ODP nodes. Interoperability Arrangement: The ODP Global node and portal include data from peer data systems through special interoperability arrangements 8
Benefits for Data Providers Scalable environment to support the capacity of the data provider s environment Promotes defacto standards Engaged with other IODE data systems Supported technology for data discovery, evaluation, and access Improved visibility of data and geospatial web services Improved interoperability with other major marine data systems 9
Benefits for Data Users One-stop shop for data and web services Increased visibility for one s research data Increased visibility of the researcher within the marine domain (Ocean Experts) 10
Standards ODP adopts international standards where possible: Metadata Content (for discovery): ISO and Dublin Core Metadata Interchange: ISO XML Data Content: Tabular (e.g. CSV), GIS-friendly (e.g. Shapefile, Raster) Interoperability: OGC services (e.g. Catalogue, Web Map, and Feature Services) Data Access: OGC and Data Download Services 11
Technology The ODP provides two primary implementation options: Light Data Provider Hosted on ODP Global or Regional infrastructure Zero client install Simplest path to contribute data Full Node Implementation (pre-configured Virtual Machines): Modular design Customizable client install only enable the required services Advanced path to provide data, portal, GIS services ODP actively develops specialized interoperability connections with other major data systems (e.g. WMO Information System) 12
People The ODP Partnership Centre was formally established in Sept and is based in Obninsk, Russia 4 dedicated and 4 part-time personnel investment by the Russian Federation - a significant in-kind contribution to the IODE Provides: ODP development and technical support Hosting global infrastructure and light data providers Training and capacity building 13
Capacity Building ODP supports capacity building through: On-site and on-line training sessions (in partnership with OceanTeacher Academy and its facilities) Training for node and data provider implementers Expert training to foster Train the Trainer within regions or domains of experts Collaboration with others through IODE OceanExpert and other social networking tools 14
Partners Member states of the IODE Major national, regional, and global marine data systems Other programs that may benefit from the work of the IODE and ODP 15
The origin of the Ocean Data Portal Unified State System of Information on the World Ocean ESIMO (Russia) Officially started in 1998 Data network launched in 2003 Received federal status in 2005 System will be concluded in this year 35 organizations around the country, 12 Ministries and agencies including Russian Academy of Science 16
