4 Task 4 the specifics 4) Support and monitor work leading to the adoption of an e- invoice standard data model. The EU forum should discuss the co-existence of various e-invoice standard data models, their convergence towards the standard model recommended in the Commission Communication (UN / CEFACT CIIv2), and potential implementation guidelines. To allow an adequate discussion in the EU Forum, given the highlights above, the discussion material should be prepared properly, together with relevant stakeholders in development, adoption and implementation as they will need to do the follow up. Ex ante verification Such interactions, in addition to scarce resources, call for a specific timeline for Task 4 in order to optimally contribute to The Objective

6 Basic Starting Points / Assumptions Communities (like MS s, industry domains, ) have their own (autonomous) responsibilities There cannot be an overall central European governance Within communities, business drives will cause a grow towards The Objective ( predominant, e-invoice ) autonomously Acceptance and/or implementation of a standard is a business decision; only if justified by a valid Business Case Mandating a single format can cause large expenses to communities already using a format/standard that works. 7 Approach followed by Task 4 as documented in Work Plan and endorsed in last Forum meeting (26/9/ 12) Acceptance and endorsement by design involve relevant stakeholders during the development of the recommendations Verify and clarify the Basic Starting Points, driving forces, suggested steps and their relationships Based on the outcome of the above: Recommend an approach for short term result ( Interoperability ) with focus on creating interoperability between different formats and standards already in use by the different business communities Develop recommendations how to realise and maintain Develop recommendations for longer term; take into account technology changes / Supply Chain redesign Note: Business is leading so piggy back on running initiatives and activities (Standards, Projects, Developments, ) CEN all rights reserved

10 Embedding in standardisation An expansion in two dimensions can be observed: There are more and more developments a.o. resulting from business requests, both for European Standards and CEN Workshop agreements There are more and more developments resulting from the political layer This necessitates an initiative to optimise the mushrooming activities, optimise harmonisation and minimise potential overlap. And a challenge for marketing of standardization (create awareness and highlight benefits) The CEN ebusiness Coordination Group

12 The CEN ebusiness Coordination Group The ebcg was created by and reports to CEN/BT as an advisory body for all matters associated with ebusiness It shall not produce any standardization deliverables itself but will issue strategic advice and recommendations to CEN/BT It acts as a focal point for ebusiness standardization, thereby enhancing the coordination of the involved CEN/TCs and Workshops and this in particular in the context of matching business needs with regulatory initiatives and developments The Terms of Reference have been agreed; ebcg now needs to start its activities, building on the already proven performance

14 The Task 4 Deliverable under development The Task 4 deliverable / document is under development. Currently approx. 100 pages. Don t judge a book by the cover the chapter/section arrangement is now used to collect and structure; it has not yet reached a state enabling an effective discussion outside the group of members of Task 4 At a later stage the deliverable will be reformatted, to provide: A summary A list of recommendations ex-ante verified A (set of) annex(es) documenting the context and rationales Phasing (assuming adequate participation): First Draft, 12/ 12 Review 1/ 13 Revised version 3/ 13 Follow-up...
