This PLAM is issued for informational purposes only, it does not amend or supersede the applicable regulation, if any doubt exists please refer directly to the applicable regulation. 1. Definitions: In this PLAM and associated appendices references to: - ATO means Approved Training Organisation Basic Regulation means EU Regulation 216/2008 as amended. AMC means Acceptable Means of Compliance GM means Guidance Material IAA means the Irish Aviation Authority NAA means the Competent Authority of the Member State of Examiner Certificate issue or pilot licence issue (as appropriate) other than the IAA. Regulation Aircrew means EU Regulation 1178/2011 as amended. Tests means Skill tests, Proficiency Checks or Assessments of Competence 2. Introduction: 2.1 Article 7 (5) of the Basic Regulation requires Persons responsible for assessing pilots' skill shall hold an appropriate certificate. Such certificate shall be issued when it is shown that the person concerned complies with the rules established to ensure compliance with the relevant essential requirements as laid down in Annex III. The Implementing Rules for the Initial Issue, Revalidation or Renewal of an Examiner Certificate are found in and Reg. (EU) 1178/2011 as amended. Guidance is also given in associated GM and AMC. 3. Requirement and Scope of this PLAM: 3.1 Since the implementation of the Aircrew Regulation in April 2013, the IAA has received an increasing number of inquiries about the requirements for the Issue of an Examiner Certificate in the Aeroplane (A) and Helicopter (H) categories of aircraft. Due to the widely different interpretations of the above requirements proposed by various ATOs throughout the Member States, this PLAM outlines the IAA s minimum requirements and procedures for Examiner candidates and ATOs providing training for Examiner Certificates (A) & (H). 3.2 This PLAM is intended as guidance to applicants for an Examiner (A) or (H) Certificate and a means of application for ATOs wishing to enter into an arrangement with the IAA for approval of an Examiner Standardisation course for holders of IAA licences. 3.3 The general prerequisites for Examiners and the requirements for the approval of Examiner Standardisation courses at ATOs proposing to provide such courses for IAA licence holders are detailed in Appendix 1 to this PLAM. 3.4 The application process for ATOs wishing to have their applicable Examiner Standardisation courses approved by the IAA is detailed at Appendix 2 to this PLAM. 4. PLAM 04/14 Appendix 1 REQUIREMENTS 1. Common Requirements for Examiners (FCL.1015) In general, Regulation, Reg. (EU) 1178/2011 SUBPART K sets out the following common requirements for Examiners: Holders of an Examiner Certificate shall: a) Hold an equivalent licence, rating or certificate to the ones for which they are authorised to conduct skill tests, proficiency checks or assessments of competence and the privilege to instruct for them; b) Be qualified to act as PIC on the aircraft during a skill test, proficiency check or assessment of competence when conducted on the aircraft. 2. Prerequisites for Examiners (FCL.1010) & (AMC1 FCL.1010) Applicants for an Examiner Certificate shall demonstrate: a) Relevant knowledge, background and appropriate experience related to the privileges of an Examiner; b) That they have not been subject to any sanctions, including the suspension, limitation or revocation of any of their licences, ratings or certificates issued in accordance with Part- FCL, for non-compliance with the Basic Regulation and its Implementing Rules during the last 3 years. c) When evaluating the applicant s background, the competent authority should evaluate the personality and character of the applicant, and his/her cooperation with the competent authority. The competent authority may also take into account whether the applicant has been convicted of any relevant criminal or other offenses, taking into account national law and principles of non-discrimination. 3. Examiner Standardisation (FCL.1015) a) Applicants for an Examiner Certificate shall undertake a Standardisation Course provided by the competent authority or by an ATO and approved by the competent authority. b) The standardisation course shall consist of theoretical and practical instruction and shall include, at least: 1) The conduct of 2 skill tests, proficiency checks or assessments of competences for the licences, ratings or certificates for which the applicant seeks the privilege to conduct tests and checks; 2) Instruction on the applicable requirements in the Aircrew Regulation and the applicable Air Operations requirements, the conduct of skill tests, proficiency checks and assessments of competence, and their documentation and reporting; 3) A briefing on the National Administrative Procedures, incl. the requirements for protection of personal data, liability, accident insurance and fees; 4) A briefing on the need to review and apply the items in (3) (above) when conducting skill tests, proficiency checks or assessments of competence of an applicant for which the competent authority is not the same that issued the Examiner's Certificate; and 5) An instruction on how to get access to these national procedures and requirements of other competent authorities when needed; Page 3 of 10

Examiners Assessment of Competence (FCL.1020) Applicants for an Examiner Certificate shall demonstrate their competence to an Inspector from the competent authority or a Senior Examiner specifically authorised to do so by the competent authority responsible for the Examiner s Certificate through the conduct of a skill test, proficiency check or assessment of competence in the Examiner role for which privileges are sought, including briefing, conduct of the skill test, proficiency check or assessment of competence, and assessment of the person to whom the test, check or assessment is given, debriefing and recording documentation. 5. Procedure for obtaining IAA approval of an Examiner Standardisation Course 5.1 The Aircrew Regulation (AMC1 FCL.1015 Examiner Standardisation) requires that when Examiner training courses are provided by an arrangement between the competent authority and an ATO, the arrangement should clearly state that the ATO is acting under the management system of the competent authority. 5.2 Procedure prior to course approval: a) ATOs proposing to provide an Examiner Standardisation course for holders of an IAA issued pilot licence should review the contents of this PLAM and the IAA s National Administrative Procedures at www.iaa.ie/flighexaminer b) When satisfied that the proposed course meets all the requirements of this PLAM and the National Administrative Procedures, the ATO HT or Course Tutor should fill in all the required details at APPENDIX 2 to this PLAM. c) The completed form, together with all relevant course material should be sent to the IAA FCL office by email to licensing@iaa.ie d) The email must have Examiner Standardisation Course Approval in the subject field. e) The approval of Examiner Standardisation courses may take at least 6 weeks. The IAA will either approve or reject the proposed course. f) When a course is approved, a letter of approval setting out the terms of the arrangement shall be sent to the ATO. g) Courses will be rejected if the IAA finds that the requirements set out in this PLAM are not satisfied. Other than minor comments, rejected courses shall not be analysed or de-briefed. 5.3 Fees a) Any application to the IAA for approval of an Examiner Standardisation course the IAA shall incur a fee amounting to a minimum of 1 hours work charged at the rate set out in the Irish Aviation Authority (fees) Order in force at the time, prior to commencing the approval. b) If further work is required, it will be charged on a pro rata basis, subject to the prior notification and agreement by the course provider to incur the increased costs. c) Fees may be paid to the IAA FCL office using form FEE PAYMENT FORM at Appendix 3 (Amount for one hours work can be found here); Page 4 of 10

PLAM 04/14 Appendix 1 REQUIREMENTS 5.4 Procedure after course approval is obtained: a) Prior to commencing a course, ATOs approved by the IAA to provide Examiner Standardisation Training must forward the Prerequisites For Examiners request form (obtained from the IAA Examiner Standardisation website) to licensing@iaa.ie. b) The email must have Prerequisites for Examiners request form in the email subject field. c) The IAA will check that there are no recorded sanctions against the Examiner candidate in the previous 3 years. d) When the candidate s records are reviewed and provided there are no recorded sanctions, the request form will be returned to the ATO. The course may then proceed with that candidate. e) In the event that the Authority has any concern about the pilot s records, the Examiner candidate shall be contacted directly. 5.5 Examiner Refresher Seminar (AMC1 FCL.1025) The examiner refresher seminar should follow the content of the examiner standardisation course, included in AMC1 FCL.1015, and take into account specific contents adequate to the category of examiner affected. The Process for approval of an Examiner Refresher Seminar shall be the same as for an initial course. 5.6 Assessment of Competence a) Applicants for an IAA issued Examiner Certificate shall be assessed by an IAA inspector or a Senior Examiner specifically tasked by the IAA according the IAA s National Administrative Procedures in force at the time of application. b) Examiner Assessments must be recorded using the IAA s Application & Assessment Report Form (Form Ref. Operational requirements and related AMCs and GM relevant to their duties; 4. National requirements relevant to their examination duties (incl. IAA requirements) 5. The fundamentals of human performance and limitations relevant to flight examination; 6. The fundamentals of evaluation relevant to applicant s performance; 7. The management system of ATOs; 8. MCC, human performance and limitations, as applicable to the category of aircraft; 9. Instruction on the conduct of applicable skill tests, proficiency checks and assessments of competence, and their documentation and reporting; 10. A briefing on the IAA s National Administrative Procedures, including the requirements for protection of personal data, liability, accident insurance and fees; 11. An instruction on how to get access to the National Procedures and requirements of other competent authorities when needed. PLAM 04/14 Appendix 2 IAA EXAMINER COURSE APPROVAL APPLICATION 4. PRACTICAL TRAINING Practical Training consisting of at least: 1. Demonstrate knowledge and management of the test for which the certificate is to be sought; 2. Demonstrate knowledge of the administrative procedures pertaining to that test or check. Initial Examiner Certificate: 1. 2. Outline the practical training which should include the examination of the test profile sought, consisting of the conduct of at least 2 test or check profiles in the role of Examiner; If Examiner privileges are to include the conduct of proficiency checks for the revalidation or renewal of an instrument rating, practical instruction should include the conduct of at least four instrument check profiles in the role of Examiner. Extension of Privileges: 1. For extension of an Examiner Certificate to a further Type or Class, further practical training on the new type may be required, consisting of the conduct of at least one test or check profile in the role of Examiner on the new Type or Class.
