Transition Arrangements This qualification has been reviewed and replaced by the New Zealand Certificate in Bituminous Surfacing Construction (Level 4) with strands in Bituminous Mixes, Chipseal, and Slurry [Ref: 2686] and the New Zealand Certificate in Bituminous Product Manufacturing (Level 4) with strands in Binder Manufacturing Operation, Bituminous Mixes Operation, and Bitumen Spraying Operation [Ref: 2687]. The last date for entry into training programmes for the replaced qualification is 31 December 2015. The last date of assessment for the replaced qualification is 31 December 2018. People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However, there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled. For the purposes of this qualification people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the substitute standards see table below. The holder of this qualification is able to operate an asphalt paving machine unsupervised. The compulsory section recognises basic knowledge of safety with bituminous materials, knowledge of the compaction of hot mix asphalt, and skills relating to the operation of an asphalt paving machine. The elective section enables candidates to choose a standard covering relevant driver licensing. This qualification builds on the National Certificate in Pavement Surfacing (Application) (Level 2) with strands in Asphalt, and Chipseal [Ref: 0465], shares some standards with the National Certificate in Pavement Surfacing (Plant Operation) (Level 3) [Ref: 1428], and leads to the National Certificate in Pavement Surfacing (Single Site Supervision) (Level 4) with strands in Asphalt, and Chipseal, and an optional strand in Temporary Traffic Management [Ref: 1430]. Replacement Information This qualification and the National Certificate in Pavement Surfacing (Plant Operation) (Level 3) [Ref: 1428] replaced the National Certificate in Pavement Surfacing (Plant Operation) with strands in Asphalt Paving, and Chipseal [Ref: 0468]. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Summary of differences between this qualification and the replaced qualification: titles and credits of reviewed standards updated no strands from the replaced qualification included, but an elective section included standards 13519 and 13521 from replaced qualification, and standards 6400, 20455, 20456, 20447, 20867, and 20877 included in compulsory section standards 16701 and 16703 included in elective section expiring standards 1495 and 1736, and standards 5627, 6465, 8560, 13520, 16158, 16702 and 17315, not included in the qualification see exemption below (where applicable) credit total changed from 64 to 63.
