2008 Tune-up IRS VITA 2008.01 Image This model tune-up procedure is provided by the National Technology Committee as a starting point for each Technology Specialist in each sub-state to tailor to the specific processes and procedures for computer tune-ups and TaxWise deployment that are used in their sub-state. It applies to the IBM ThinkPad model R40 and R52 laptops provided to AARP Tax-Aide volunteers by the IRS Computer Loan Program (the depot ). A TCS may produce a state level AARP Tax-Aide Resource CD to accompany their tailored version of this document that contains some of the files used in this procedure so that every district TC does not have to find and download them themselves. Several of the steps below assume that the target computer is connected to the Internet via a broadband connection. If such a connection is not continuously available to you, or if you have several computers to tune up, you may want to download some of the large updates one time onto a flash drive and run them many times from there, rather than download them onto each computer that needs to be updated. When this option is available it will be described below as an alternative to the online update step. Some of these downloads may be included in your state level AARP Tax-Aide Resource CD. This Tune-up procedure takes 3 to 4 hours to complete over a high-speed internet connection. It may or may not be necessary, depending on the intended use of a particular computer for the coming tax season. We recommend the full tune-up if the computer will be used as a server in a TaxWise client/server network or as a transmitting computer. The tune-up may not be necessary for computers that will only be used as a workstation in a client/server network or stand-alone for preparing returns. While these computers can be used as the server in a TaxWise client/server network, we do not recommend that they be used in this way if a more appropriate computer is available. One reason is that the 256 MB of RAM in these computers is not enough to assure good performance as a LAN server. Another reason is that we would prefer that the network server be a computer over which the Technology Coordinator has full control. The TC does not have full control over the IRS laptops, since the BIOS Setup, SecureDoc encryption, and Symantec Anti-virus programs are protected by passwords that are not disclosed to AARP Tax-Aide volunteers. Whether or not you complete this tune-up, be aware that the security and anti-virus programs that the IRS has installed and configured on these machines will run scans upon Windows start-up that will make the computer appear to be broken (very sluggish or nonresponsive) for about 5-10 minutes after start up. Be patient during this start-up period and wait for the scans to complete before trying to get the computer to respond to the keyboard and mouse. National Technology Committee 11/04/2008 Page 1 of 5

1. The Numeric Lock shift may be turned on. The light above the keyboard that looks like an up arrow with a 1 in it should not be lit. If so, turn it off by pressing Shift + NumLk. The NumLk key is in the top row near the right end. 2. Log in to Windows using the user login from your IRS password letter. 3. Under START -> Settings -> Control Panel -> Security Center, a. Turn off automatic updates. This is important so that we can control the sequence of update events as we use Windows Update, below. b. Turn off the Windows firewall if the computer will be used in a TaxWise client/server network. Otherwise leave it turned on. 4. In Control Panel -> Date and Time, select the appropriate time zone, click Apply, and then set the clock to the correct date and time. This is important to your ERO. 5. In Control Panel -> System, change the Computer Name to the IRS Asset Tag bar-code number and the Workgroup name to VOLGROUP, unless directed otherwise by state, district or local AARP Tax-Aide technology leaders. 6. OPTIONAL - Windows Updates are very stale. Disconnect your USB mouse (to avoid restart hangs) and connect to the Internet with a high-speed connection. Windows XP Service Pack 3 is a huge update. With a broadband connection to the Internet, it is feasible to install it online using Windows Update. Alternatively, if you do not have continuous access to a broadband Internet connection or if you are updating several computers, you may want to download the service pack installer once, put it on a flash drive, and run it from there on your several machines, before running online Windows Update. If so, you can download this file: WindowsXP-KB936929-SP3-x86-ENU.exe from this web page: http://www.microsoft.com/downloads/details.aspx?familyid=5b33b5a8-5e76-401f-be08-1e1555d4f3d4&displaylang=en For Internet Explorer 7, you can download this file: IE7-WindowsXP-x86-enu.exe from this web page: http://www.microsoft.com/downloads/details.aspx?familyid=9ae91ebe-3385-447c- 8a30-081805b2f90b&DisplayLang=en Run online Windows Update, twice selecting the Express option and then the Custom option once more. This process will take a long time about 3 hours! DO ACCEPT Windows XP Service Pack 3. DO ACCEPT the upgrade to Internet Explorer 7. On the third pass, accept the critical security update to IE7 and the optional hardware updates for the Ethernet adapter, the modem, the display, and National Technology Committee 11/04/2008 Page 2 of 5

the pointing device. Do not select the hardware updates for the PM device or the very strange last one from Windbond Electronics. 7. In Control Panel -> Power Options, Hibernate is not enabled. Do not enable it, despite what may have been taught in years past. 8. In Control Panel -> Folder Options a. General Tab, Tasks, select Show Common Tasks in Folders b. View Tab, Advanced Settings i. UNCHECK Automatically search for network folders and printers ii. UNCHECK Hide extensions for known file types iii. Verify that Use simple file sharing is NOT checked 9. In My Computer -> right click on Local Disk C: and select Properties. On the Hardware tab, select the first entry of type Disk drives and click on Properties. In the Properties window, click on the Policies tab and UNCHECK the box that says Enable write caching on the disk. Click OK, OK. 10. OPTIONAL - Adobe Reader 7.0.0 is loaded, but is down-level. Install 8.1.2 from your state level AARP Tax-Aide Resource CD and it will replace version 7. If you don t have it on a CD, you can download this file: AdbeRdr812_en_US.exe from this web page: http://www.adobe.com/products/acrobat/readstep2_allversions.html Do not install Adobe Reader 9.0.0, as it does not allow saving older filled-in IRS forms. Turn off Adobe Reader automatic updates: a. Launch the program b. On the Help menu, select Check for Updates c. Select Preferences d. Uncheck the box Automatically check for Adobe Updates e. Click OK f. Close the program 11. OPTIONAL If this computer will ever be exposed to viruses, follow the intent of the somewhat out of date instructions on page 17 of Pub 4473, the IRS Equipment Loan Program Welcome Package, to update the virus definitions used by Semantic Anti-virus. Be sure to download the file that ends in -i32.exe and not the file that ends in v5i32.exe. The following is an updated version of those instructions: a. Access the Symantec website at www.symantec.com b. Select Downloads c. Under Business select Virus Definitions & Security Updates d. Select Download Virus Definitions (Intelligent Updater only) National Technology Committee 11/04/2008 Page 3 of 5

e. Under Download Virus Definitions select Norton Anti Virus for Windows 2000/XP/VISTA f. Select the file below the second File name heading, the file that ends in -i32.exe and not the file that ends in v5i32.exe. g. A File Download message box will appear; select Save h. Type in C:\Temp\ before the file name and click Save i. Once the file download is complete, double click on My Computer j. Double click on the C Drive k. Double click on C:\temp the file downloaded above will be present l. Double click on the filename and answer Run to the security warning m. Answer Yes when asked if you want to update your virus definition files n. Once the process completes, a message box will appear confirming the update. Click OK to close the message. 12. TaxWise 2007 is installed, but is not registered; there are no states installed. You could set it up and register it and install your state s program for 2007, set your Tax Form Defaults and print packets, etc. Alternatively, you could uninstall TW2007 and TW2007 Workstation and delete UTS07 and reinstall the preconfigured 2007 federal and state programs from your state s AARP Tax-Aide Resource CD. 13. Things you will want to install for training use from your state s TaxWise 2008 clone CD or state level AARP Tax-Aide Resource CD: a. TaxWise 2007 (version 22.10 with the last version of your state program and paper filing defaults) Including the Site References documents for TY2007 that you have made available from within TaxWise b. Copy your Printer Drivers folder to the Desktop c. Install appropriate printer driver(s) for your district d. Later, TaxWise 2008 version 23.00 (federal only) for one of your EFINs after you have added it to your state s clone CD. 14. Things you may want to install, depending on the use of this machine, from your state level AARP Tax-Aide Resource CD or from the software vendors websites: a. OpenOffice.org 3.0.0 free version of Office b. CutePDF writer and its Converter c. FastStone - screen shot capture d. CDcheck - test the CDs you burn for others e. 15. Things you will want to install from your District TaxWise 2008 clone CD (after you create it): a. TaxWise 2008 fully configured for your state and district - Including the Site References documents for TY2008 that you have made available from within TaxWise b. Set the unique starting DCN for this machine from your district-level DCN control document that you placed on your District clone CD NOTE: After each session of installing stuff, take the time to defragment the C: drive. This is worthwhile to do in that it will make the computer run faster in normal usage. National Technology Committee 11/04/2008 Page 5 of 5
