Minutes of the Technical Advisory Board for Mechanical Environments of the Confederation for European Environmental Engineering Societies Held on 15 th February 2007, Technical University of OOSTENDE, Belgium Present at the Meeting of the Technical Advisory Board for Mechanical Environments (TABME) were; Dr Ulrich Braunmiller Mr Ton Geise Mr Ueli Grossen Mr Goran Jansson Mr Markku Juntunen Mr. Mr Thomas Trost GUS PLOT SSEE SEES KOTEL SEE (Chairman) SEES Matters Arising Apologies were received from Dave Corben (Plot) and Dr Karl Zieghan (GUS). A list of TABME members, including corresponding members, was circulated. As usual this list is attached to the minutes as Attachment No 1. CEEES Website TABME Content The reminded the group that much of the information previously discussed was now on the website. However, some further information reminded. Systematisation of Measurement Methodologies STANAG 4370. The chairman reported that the last meeting of NATO Stanag 4370 had to finalised the text of version 3 prior to submission to NATO for circulation. The group were reminded that the NATO ratification process can take around 2 years. It was previously mentioned that the group responsible had recommend the Stanag be designated as releasable on the internet. [chairman s note; the Allied Publications, associated with STANAG 4370 Issue 3 are now on the NATO web site as AECTP100 to AECTP500] Mil Std 810G It was previously reported that various working groups that will generate the new version were currently been formed. A story board of the intended document had been formulated an a series of pages were on limited circulation. Def Stan 00-35. The chairman reported that the latest version of Def Stan 00-35 version 4 was now available at the UK Defence standard website; dstan.mod.uk. IEC TC104. A number of meetings of various sub groups of IEC TC104 was planned for the end of March 2007 to be held at Balingen in. These meetings included the two working groups generating environmental definitions and two of the three maintenance teams. It was intended by both the two working groups generating environmental definitions to use this meeting to issue a number of documents for national committee comment. [chairman s note; both climatic and mechanical technical reports are now under circulation for comment.] DIN 30786/7/8/9. Ulrich had previously reported that he had taken over as chair of this work. The two mechanical documents (30786 & 7) are complete. The latter document was had been passed for consideration to CEN TC261. Ulrich reported on the work on the two climatic documents (30788 & 9) which was currently as underway. He said that there was increased interest in this aspect as equipment was been container shipped to China and back assembled into consumer goods CEN TC 261 SC5 WG15 Test Methods & Test Schedules. Ulrich reported that the DIN Std, offered as a PAS to this group, had now been circulated for comments. The comments had been reviewed but changes Page 1 of 3

had not yet been implemented. The next meeting to undertake this task was scheduled for 10 th May at BSI in the UK. The DIN had also been offered to ISO 122 as a parallel activity for inclusion in ISO 13335. It was further reported that a Japanese proposal had been received which contained a different spectra to that developed by the SRETS study. It seems likely that the standard would not include the SRETS spectra. However, in Ulrichs view the Japanese proposal was not significantly different to SRETS and had similar logic behind it. ISO 4180/1/2. Test Schedules. These are under review in ISO in parallel with CEN. Commonality between the two is looking unlikely. Two proposals have been tabled one for CEN and one for the ISO. UN Orange Book. No information was available at this meeting. ISO TC 108. A draft document recently circulated by this group (ISO/DIS 21289) on shock and vibration analysis, was discussed. It was observed that portions of this document were similar to the DIN std discussed earlier and supplied to ISO & CEN as a PAS document. Overview At a previous meeting the group had generated an overview of European and International work currently underway relating to transportation stresses. That overview was included as an attachment in the minutes of the last meeting. This meeting reviewed and updated the chart. The updated version is include here as attachment No 2. [Chairman s note: It is intended to review this chart on a regular basis.] Technical Papers - Working Practices Copies of the methodologies paper were discussed. Following some discussion it was agreed that the a final draft would be put on the website. Topics for Future Consideration The members of the TABME had previously identified a number of potential future topics for future consideration; Basic techniques for data collection / analysis. FDS / MRS - Potential variations between different methods. Test tailoring How do other people do it? Lean testing and / or virtual testing Life estimation and Extension During the discussion Markku suggested data collection (both process and equipment), virtual testing and tailoring. Within these Markku suggested that knowledge of failure modes was needed. Thomas Trost expanded this list to data assessment including co-ordinating different data sources, making better use of data and the re-use of data. Goran included the collection of large amounts of data and the creation of test severities from data. Ueli suggested test tailoring within existing standards. Ulrich raised the need for life prediction that is how long will equipment remain in service. Ton introduced the issue of the environmental degradation of lead free solder Any Other Business There was no other business.
