The IEA Greenhouse Gas R&D Programme Facilitating CCS research, development, demonstration and dissemination Mike Haines Project Manager IEA Greenhouse Gas R&D Programme Conference on CCS in a low carbon energy future The Hague 30 June 1 July 2008
Topics addressed IEAGHG Organisation Activities Parameters for enhanced co-operation on CCS Intellectual property issues
IEA Greenhouse Gas R&D Programme A collaborative research programme founded in 1991 Main role: Provide members with definitive information on the role that technology can play in reducing greenhouse gas emissions. IEA GHG Implementing Agreement (IA) - Participants contribute to a common fund to finance activities. Funding ~2 million US$/year.
20 19
IEA GHG Phases 1-4 First 4 phases completed in 2005. 5 th phase runs until 2011. Prepared >100 studies covering carbon capture and storage (CCS), other mitigation technologies, and alternative energy carriers. Established CCS as a mitigation option capable of major reductions in the emission of CO 2 to atmosphere.
Three main activities: IEA GHG Phase 5 Generate technology and market information Confidence building Information dissemination Aimed at answering: How do mitigation options compare? Can CCS be done safely and legally? What needs to be done to introduce CCS and be confident it will be successful?

Projects and enhanced co-operation Demonstrable benefits of shared RD&D High cost of independent action Low value of exclusive positions Access to wide range of technology Standards and regulations need joint action Identification of key RD&D needs Mechanisms for sharing and disseminating Clear roadmap of issues and requirements Forums for agreement of needs
Govt Research funding Enhancing co-operation Conferences Shared research Consortia Publication Networks Funding/finance insurance mechanisms Demonstration projects Best practices Legal framework Infrastructure Commercial projects Qualified staff
Intellectual property issues IEAGHG reports freely distributed to executive committee members Distributed free to persons from member countries or industrial sponsors on request Requests for reports from non-member countries at discretion of EXCO members but generally are made freely available to promote dissemination
Proceedings of network meetings restricted to participants. In demonstration project consortia IEAGHG advocates participant agreement to control release or sharing of information and results Protection of IP of individual participants in consortia or any other IEAGHG supported activity is ultimately individual responsibility of participant. (E.g capture solvents, capture processes, downhole logging)
