Mutualink Overview Mutualink is a communication resource sharing platform that can serve as a foundation for the implementation of the National Response Framework (NRF) The NRF describes an all hazards, all disciplines response environment where all critical assets within and among communities utilize and share communication, and other resources to put forward the most efficient possible response Mutualink effectively enables this crucial national initiative

What is Mutualink? An innovative multimedia interoperable emergency communications sharing platform For public safety, emergency responder agencies, hospitals and critical infrastructure Proven, deployed and rapidly expanding Telephony Network Interface Controller T-NIC 260 Series Network Interface Controllers for Radio (R-NIC) 610 Series Standard Fixed Workstation (IWS) - 100 Series Smartphone Commander Ruggedized Mobile Workstation (IWS) - 150 Series Video Network Interface Controller V-NIC 240 Series

National Priorities All hazards, all disciplines framework for all communities, at all levels of government and critical infrastructure Uniform structure for emergency cooperation and communication for governmental and private sector Requires a coordinated and seamless emergency preparedness and response capability Builds on the National Incident Management System (NIMS) with its flexible, scalable and adaptable coordinating structures Chief local officials are assigned responsibility for ensuring implementation of the NRF emergency readiness and response requirements within their communities

Interoperable Communication & Resource Sharing Mutualink is an IP-based multimedia communication resource sharing platform that allows public safety agencies and critical community assets to communicate in a manner that is separate and apart from the general public Voice: LMR radios, VoIP push-to-talk, telephone, cellular & Nextel Video: live feeds from buildings, streets, cruisers, copters Text Messaging: more effective than voice for informational content File Sharing: blue prints, floor plans, photos, procedures PA System Interface: Broadcast Emergency Messages Dispatch Collaboration: off-the-air conferencing between dispatch centers

Political barriers to interoperability are eliminated because of a unique patented invitation based technology Each participant, and only that participant, has complete control over who is able to utilize their communication resources There are no centralized switches or servers, it is a peer based network Participants can join or exit incidents at will

Incident management and control designed for anyone from experienced emergency managers to administrative personnel Easy to use Graphical User Interface Easy to learn Designed for everyday use Simple to Install and Configure

Priced for wide-scale adoption and acceptance Each Network Participant pays for their equipment Multiple purchase options to eliminate capital barriers Flexibility allows for incremental additions and features at anytime

Public Safety & Critical Community Infrastructure Federal, State and Local Government Military Services Public Safety Agencies Schools, Universities and Bus Companies Hospitals and Ambulance Companies Airports, Transit and Ports Correctional Institutions Utilities, Public Works & Critical Infrastructure as identified in the NIPP Malls, Stadiums and Arenas Corporate & Private Sector Security Forces

Appendix Interoperability Work Station (IWS) IWS Screen Shot Radio Network Interface Controller (R-NIC) Video Network Interface Controller (V-NIC) Telephony Network Interface Controller (T-NIC) Public Address/Intercom Network Interface Controller (I-NIC) Security Features Network Requirements

Interoperability Workstation (IWS) The IWS is a standard x86 PC platform running Security Enhanced (SE) Linux The IWS is a multimedia communications endpoint, allowing the user to send/receive PTT voice, video, text messages, and data files An IWS also acts as an interop control point to direct various NICs when to join/leave incidents Portable IWSs can be moved to any location with network access, providing users with remote interop or backup dispatch capabilities

Interoperable Communication Resource Sharing at Work

Radio NIC (R-NIC) The R-NIC acts as a gateway to any conventional or trunked LMR system Ruggedized solid-state device; stand-alone or rack-mountable Various interface modes: Analog: Rx/Tx analog audio, Tx PTT, Rx COR/VOX Two Optional Hardware Configurations Network Interface Controllers for Radio (R-NIC) 610 Series Option 1 Digital: Rx/Tx analog audio, serial control interface 2 channel remote control capability Direct Current 2 or 4 wire interface Option 2 EIA Tone Remote 2 or 4 wire interface

Video NIC (V-NIC) The V-NIC acts as a gateway to any video source, video sink, or video distribution system (VDS) A V-NIC may be configured as either: An input device (sink): Looks like a monitor to a VDS; Received video feed is sent to any IWSs or output V-NICs in an incident An output device (source): Looks like a camera to a VDS; Transmitted video feed is taken from any input V-NIC in an incident Output video format is highly configurable to achieve the best balance of quality and bandwidth utilization Supports composite or S-video connections Video Network Interface Controller V-NIC 240 Series

Telephony NIC (T-NIC) Telephony Network Interface Controller T-NIC 260 Series The T-NIC acts as a gateway to a telephony network Interfaces available: Native VoIP: uses standard SIP and RTP to communicate with external VoIP PBXs, PSTN gateways, etc POTS: either station or trunk interfaces T1, PRI: in development Outcall capability: An authorized IWS user may call out to any telephony user and add them to an incident Incall capability: A user may call into the system and be added to an incident

Intercom/Public Address NIC (I-NIC) The I-NIC acts as a gateway to any Intercom or Public Address system Similar in function to an R-NIC with specialized interface circuitry Intercom/Public Address Network Interface Controller I-NIC 260 Series Usage scenario: A Public Safety dispatch center, mobile or portable 2-way radio or telephone can immediately broadcast urgent bulletins to all schools, malls, over the public address system.

Security Control communications between all Mutualink endpoints are encrypted and mutually authenticated using standards-based public-key cryptography All media communications (voice, video, files, messages) are encrypted using the highly-secure AES cipher, thereby preventing unauthorized access to any incident traffic Secure IPSEC tunnels may be used to place Mutualink endpoints behind existing firewalls Mutualink endpoints may be segregated from existing LANs by using any combination of: Separate physical LANs or virtual LANs (VLANs) IPSEC/GRE tunnels between various locations
