Getting Started The City of Miami s Building Department enforces codes and regulations established by the State of Florida and Miami-Dade County governing the construction, alteration, and maintenance of buildings and structures within the City of Miami for the protection of residents and property. The City of Miami strives to be a Service City every day by streamlining our internal processes; making it easier to register, pay, and receive city services. We have greatly enhanced our online permitting system, ibuild, to make city permit requests easier, faster, and available from your home or office computer at any time. 1. About ibuild ibuild is the City of Miami s Building Department online permitting system that allows you to submit permit requests, upload supporting documents and plans, check request status, communicate with City planners, and print approved permits. The Building Department is committed to greater operational efficiencies and transparency at every stage of the permitting process. 2. ibuild User Guide This guide explains how to create a new account, submit an application, upload supporting documents, and check the application status in an easy-to-read format utilizing brief descriptions and pictures of the ibuild software. 6. Understanding ibuild Roles The City of Miami allows Individuals, Businesses, Contractors, and Utility Companies to utilize ibuild for online permitting. Use the table below to find your role and the overview of how to get started online permitting in ibuild. I m registering as Individual or Business 1 Select Intake on ibuild portal. 1 Bring the following documentation to the City of Miami: 1. Company & Division Information 2. Proof of Registration 3. Tax Receipt # 4. State License(s) I m registering as a Contractor Contractors Company representatives must register in-person at the City of Miami. 5. Certificate of Insurance(s) 6. Qualifiers (e.g, specialty licenses) Other corporate documents may be required. 2 Select Start New Application. 2 Go to the City of Miami Administration Building: 444 SW 2 nd Avenue, 4 th Floor, Miami FL, 33130 Park in the Visitor s Pay for Parking Lot 17(credit cards and cash accepted) 3 Select Create Account. 3 Personal identification is required to enter Administration Building: State Issued Identification (e.g., Driver s License / Passport) 4 Complete required fields. 4 Visit Building Department to turn in documentation. 5 Activate account and begin new applications. 5 After visiting the Building Department and turning in appropriate forms, create account creation online. 8. Permitting Application Integration with ProjectDox The City of Miami has three permitting systems that are integrated with ProjectDox, a nationwide leader with over 150 jurisdictions utilizing the tool throughout North America. Within the City of Miami, each permitting system is owned by a specific department (e.g., Dept. of Resilience & Public Works, Building Department) responsible for a certain type of permitting. ProjectDox works in conjunction with the City of Miami s permitting applications to help automate the plan review process. These departments are referred to as disciplines within ProjectDox. 9. ibuild and Project Dox The City of Miami has brought together two systems, ibuild and ProjectDox, under one effective, streamlined program called eplan Review to make the online application process easier and more efficient for residents and businesses. In an effort to streamline how we deliver permitting services, here s our basic permitting application process: This guide focuses on navigating and submitting an online application through ibuild. ProjectDox is the next phase to the application process that allows the City of Miami to review your application, provide comments and feedback on necessary plan changes, and post the final application status. To learn more about ProjectDox, visit the last page of this guide for ProjectDox links and videos. City of Miami ibuild User Guide - 10 -

10. Plans Preparation Before you begin uploading your supporting plans and drawings into ProjectDox take a moment to make sure that your plans are ready for a thorough review. Plans uploaded into ProjectDox without the proper layout may delay your permit review and result in a returned application. If your plans are approved, the Building Department personnel applies the City of Miami seal (or stamp) to the upper-right corner of each page within the plan. Please ensure that you leave the upper-right corner blank (empty), as shown in the below sample. Blank space requirements by plan size: 1. 8.5 x 11 plan requires a 2x2 blank (empty) area / 11 x 17 plan requires a 3x3 blank (empty) area 24 x 36 plan requires a 4.5 x 4.5 (empty) area Naming Conventions: The City of Miami has established specific file naming conventions. Your application may be returned for correction and re-submittal if the proper naming conventions are not followed. https://beta.miamigov.com/services/standard-naming-convention-for-eplan If you have questions prior to upload, please send an email: eplanrbuilding@miamigov.com. Module I: ibuild Access & Log In 1. Recommended Internet Browser: ibuild & ProjectDox We suggest using Internet Explorer 11 or higher to ensure that ibuild and ProjectDox operates as intended. Since ibuild is fully web-based, you will not need to install additional software or components. ProjectDox does require a small installation for full functionality. To access ibuild, click https://apps.miamigov.com/ibuildportal 2. Install ProjectDox Components (Use IE Only) ProjectDox is tightly integrated with ibuild. Although it is web-based, it requires an installation of small components (add-on tools for your browser) to work properly. You should install the ProjectDox components before opening ProjectDox in your browser. Only users within Internet Explorer will see the Install ProjectDox Components link. To review and install the components, go to the OAS main page: https://miami-fl-us.avolvecloud.com/projectdox 3. Pop-Up Blocker ProjectDox uses pop-up windows (browser windows with no toolbars). If you log in, but no ProjectDox window appears, or a warning is received, it is likely that a pop-up blocker is preventing the main project window from opening. You need to allow ALL pop-ups for ProjectDox. You can do this in one of two ways: 1. Disable pop-up blockers entirely, or 2. Configure blocker to allow pop-ups for specified OAS site. To learn more about configuring Internet Explorer, please refer to the official IE Help online: https://support.microsoft.com/en-us/help/17479/windows-internet-explorer-11-changesecurity-privacy-settings. IE Help is available from your browser, press F1 on your keyboard. You can use the Help menu at the top of the browser to find pop-up blocker instructions. City of Miami ibuild User Guide - 12 -

4. Creating an ibuild Account To access the ibuild system, you must have a user account. Contractor and Utility Companies are required to register in person before logging on to ibuild. Once the registration is reviewed and approved, you can log on and add individuals to the corporate account. See the previous page for the required documents and address to the City of Miami s Administration Building. To learn more about ibuild roles and the basic path to online permitting, see the ibuild roles section on page 7. Individuals and Other businesses (e.g., Contractor, Homeowner, Developer, Permit Expediter) can create an account online. o o If you do not have an account, follow the steps below to create a new user account. If you have an existing account, click Log In. Step 1: On the main ibuild screen, click Intake, then New Application. The Log On box displays on your screen. Step 2: For a new account, click Register link located in the Account information screen as shown below: City of Miami ibuild User Guide - 13 -

Step 2: On the Account Information screen, enter all mandatory fields marked with asterisk (*). Check the box I m not a robot and go through the validation process. Finally, select Register to proceed. Note: For security reasons, the system uses the I m not a robot mechanism designed to tell computers and humans a part. Step 3: After creating an account, you will receive a notification confirming your registration via email. Step 4: To activate your account you will be required to click the link provided in the confirmation e-mail and change your system generated password. City of Miami ibuild User Guide - 14 -

5. Logging In to ibuild To use the ibuild application, you are required to have a user account. If you do not have an account, you may Create a New User Account online, otherwise go to steps to Log-In. Step1: On the ibuild system home page, click on Intake tab and select Start New Application. Step 2: A dialog box will appear, enter your username (username created during account creation) Step 3: Enter your Password Step 4: Select Log in Note: Select Forgot password? Module II: Navigating ibuild As an ibuild Application user, you will navigate between six tabs: Inquiries, Intake, Manage Applications, Permit, Inspections and Payments. 1. Inquiries Tab The Inquiries tab will allow you to search information regarding a plan or a permit. You can view Permit Inspections History and track inspector route. You can also generate a Global inquiry regarding a plan or a permit 2. Global Inquiry 1. Select Global Inquiry option from the Inquiries tab. City of Miami ibuild User Guide - 16 -

2. Enter appropriate search criteria from the dropdown and search to find relevant application. Click Search to proceed. 3. Select the application number for which the search is being made. 4. View details regarding the permit on the screen. City of Miami ibuild User Guide - 17 -

3. Intake Tab The Intake tab will allow you to start a new permit application. You can also start an Additional Plan application or resume a saved permit application. 4. Manage Applications Tab The Manage Applications tab will allow you to do a global inquiry of your permit application. It will allow you to Add/Update a contractor, request a Fire and Life Safety Expedited review, Add/Update threshold Inspector and Add/Update AOR/EOR on your permit application. 5. Permit Tab The Permit Applications tab will allow you to Pull a Permit, inquire a Permit, Complete a Permit, Extend a Permit, Print your Permit Card, or Request a Revision. 6. Inspections Tab The Inspections tab will allow you schedule an inspection, track inspector route and view history of inspections done for a permit. City of Miami ibuild User Guide - 19 -

Step 6: Payments Tab The Payments tab will allow you to pay any permit related fees or any inspections fees. City of Miami ibuild User Guide - 20 -

Module III: Online Application Submission To submit a permit application request, you must be registered with the City of Miami in the ibuild system. See pages 6-7 for step by step instructions. 1. New Permit Application Step 1: Select Start New Application Step 2: At disclaimer screen please read the information and select I Agree to proceed with the application. Note: If you select I Disagree the system will direct you back to the ibuild Home page. City of Miami ibuild User Guide - 21 -

Step 3: Search for Property on drop down menu. You can search for a property by using following selections: Property Address Owners Name Folio Number To Search for an address Enter Address to be searched in the textbox Click Magnifying glass or Click GIS Map to open map Step 4: Select address and Click Start New Application to start a new building permit application City of Miami ibuild User Guide - 22 -

Step 5: You will be issued a Process number. Verify the job location details and click Next to proceed. City of Miami ibuild User Guide - 23 -

Step 6: Under Applicant Information, select one of the four options: Owner Builder Contractor Dry Run Architect/Engineer (40 Year Certification) Depending on the user and click Next. City of Miami ibuild User Guide - 24 -

Step 7: Complete Contact information tab by filling out below fields: Owner Information / Corporation o Complete Mailing Address o Enter Owner s email address (Mandatory) o Phone number Tenant / Lessee information, if any o Complete Mailing Address o Enter Owner s email address o Phone number Contractor information o License information o Licensee: First and Last Name o Licensed Company Address / City / State / Zip o Email / Phone After entering the forms information, click Next. Step 8: Select appropriate Job category type from the drop-down menu. Certain selections will trigger Job Sub category. Select Job Sub Category as applicable. After selections are made, Click Next to proceed. City of Miami ibuild User Guide - 26 -

Step 9: Select for proposed property type. The selections for the proposed property types are as follows: Residential - Detached Single Family / Duplex / Two family Commercial Click Next after making the selection. Step 10: Select appropriate work items related to the job that will be done according to the permit. City of Miami ibuild User Guide - 27 -

NOTE: The work item selection changes according to proposed property type selection and job category/sub-category selection. The upfront fees are calculated based on the selected work items. You may be required to have a special permit to complete a building permit application for certain work types. Step 11: Depending on your work type selection you may need to provide the permit number for a warrant and/or exception that was issued in associated with the proposed work. Select Yes or No to indicate if you have been issued a permit for the work items related to the project. If you select YES, you will be required to provide the special permit number associated with the address and/or folio number the building permit application is for. If you select NO, your application will be cancelled, and you will be given an option to apply for a special permit Note: The System requires you to enter the active warrant or exception special permit for this work item. Step 12: After selecting the work items, you may be required to enter appropriate information. Click Next to proceed. City of Miami ibuild User Guide - 29 -

Step 13: Enter estimated cost for new/addition and/or remodeling. There will be a minimum required cost of construction per sq. ft. per City of Miami requirements. Click Next to proceed. Step 14: If your permit needs to be legalized by the City of Miami, select Legalization option. Also, indicate if your work requires interior remodeling or exterior remodeling or both. Step 15: On the Data summary screen, you will be able to see all the information that was inputted as well as all the selections made. You can see all the progress of your application on right hand side. You can go to any section to make any changes to your application. A specific section can be edited by clicking on Edit button on the screen. Click Next to proceed. City of Miami ibuild User Guide - 31 -

Step 16: Select the Primary Point of Contact from the drop-down list for the application. Note: The Primary Point of Contact should be the person who will receive applicant upload task from the City of Miami Electronic Plans Review portal (ProjectDox) and will be expected to complete all task(s) for the life of a permit application. Indicate if you will be submitting drawings/documents electronically by selecting Yes or No option. If you choose not to upload files electronically, you will have an option to bring drawings and documents to the City for scanning and upload. Click Next to proceed. Step 17: Click Finish to complete the application located at the bottom right corner. City of Miami ibuild User Guide - 33 -

Step 18: Download paperwork from the confirmation page. Sign and Notarize the application and upload to ProjectDox. Make payments as applicable by clicking Click her to Pay Now. Note: An applicant will have 30 calendar days to complete an application by completing applicant upload task(s) and uploading relevant drawing and documents or by presenting a complete set of drawings and documents to the Building Department Permitting Coordinator for scanning. If the application is not completed on or before the required date your application record will be automatically expired. On the Confirmation Page, you will be able to download the application package by selecting Download Paperwork or pay upfront fees by selecting Pay Online Now. 2. How to start an application to submit an additional plan Note: An application for additional plans can be submitted only after the master permit is pulled. Step 1: Select Start Additional Plan Application in the Intake tab in ibuild system. Step 2: Enter Process number for which the additional application is to be done and click Search. Step 6: Select Work Items that require additional plans. Click Next to continue. Step 6: Enter appropriate job description details for the selected work item and select Next to proceed. Step 8: On the Data summary screen, you will be able to see all the information that was inputted as well as all the selections made. You can see all the progress of your application on right hand side. You can go to any section to make any changes to your application. Step 9: Select the Primary Point of Contact from the drop-down list for the application. Note: The Primary Point of Contact should be the person who will receive applicant upload task from the City of Miami Electronic Plans Review portal (ProjectDox) and will be expected to complete all task(s) for the life of a permit application. Indicate if you will be submitting drawings/non-drawings electronically by selecting Yes or No option. If you choose not to upload files electronically, you will have an option to bring drawings and documents to the City for scanning and upload. Click Next to proceed. Step 10: Click Finish to complete the application located at the bottom right corner. Step 11: Download paperwork from the confirmation page. 3. How to resume a permit application Step 1: Select Resume Application in the Intake tab in ibuild system. Step 2: Enter Process number for which the application is to be resumed. Module IV: Manage Applications Whether you would like to change the contractor for your application or add a contractor to your dry-run application the following steps will demonstrate how to add/update a contractor or a subcontractor to your application in ibuild system. Note: A user is required to be logged in and must have submitted a building permit application to perform this task. 1. Add / Update Contractor Step 1: Select Add/Update Contractor option from Manage Applications tab in ibuild Note: To pull a permit online, a contractor is required to be associated with a master permit as well as associated sub-permits. Once a permit has been pulled, you must visit the City of Miami Building Department to change the contractor. Step 3: In the Permit List section, Select Permit Type from the dropdown option for which a contractor is to be added or updated. Note: You have the ability to add/update contractor only for master permit and/or identified subpermits identified in the plans review process. Step 7: You will be provided with below paperwork to sign and notarize. Sign and notarize the application and upload the paperwork to ProjectDox. 2. Request a Fire and Life Safety Expedited Review To request a Fire and Life Safety Expedited Review online, the application must be for a commercial building permit and the application status must be In Review. The following steps will demonstrate how to request a Fire and Life Safety Expedited review online in ibuild system. Note: A user is required to be logged in and one cycle of review has been taken place to initiate this request. Step 1: Log in. Now, select Fire and Life Safety Expedited review option from Manage Applications tab in ibuild. Step 3: In the Contact Information section, select Requester Type to auto populate the contact information of the requester. Note: The system will prepopulate the information we have on record for the Owner should this selection be made. A user will be able to enter details if they select Permit Runner, or Project Manager. 4. Add /Update AOR / EOR As an applicant you will be able to add or update the Architect of Record or Engineer of Record at any time during the plans review process. It is important to note that this option will not be made available once a permit has been issued. To Add/Update the Architect of Record or Engineer of Record after a permit has been issued you will need to complete a Revision Request as detailed on pages 49-50. Step 1: Select Add/update AOR/EOR option from Manage Applications tab in ibuild. Module V: Manage Permits 1. Pull Permit(s) Online After all reviews have been completed and plans are approved, you will be able to pull the permit online. 2. Pulling Permit: Owner/Builder When you as an Owner/Builder trying to pull a permit, you are required visit the City of Miami Building Department to complete the required Owner/Builder test. If you successfully pass the Owner/Builder test, you will be allowed to pull your permit with following steps. Step 1: Select Pull Permit option from Permits tab in ibuild. Step 2: Search for your building permit application by providing appropriate Process Number in search bar and click Search. Step 3: If you have passed the Owner/Builder test, you will be prompted to validate yourself as Owner/Builder. Step 4: The system will search for your name and any associated applicant with the application. Select appropriate person as Owner/Builder and click Next to proceed. Step 5: The system will populate all the permits that can be pulled by the owner/builder. Select the permit you want to pull and click Next. Note: An owner/builder can pull a master permit. Step 6: The system will display the required permit fees that are required to be paid for the permit to be issued. Click Finish. Step 7: You will see a confirmation screen regarding pulling the permit. Click Download Paperwork to download the transaction statement. Note: All permit fees must be paid for the permit to be issued. It is important to note that a permit can be pulled but not issued. Permit Issuance requires payment of all permit fees. Step 8: After payment of the permit fees, you will receive an email to download your approved plans and documents from the City of Miami Electronic Plans Review system (ProjectDox.) 3. Pulling Permit: Contractor As a contractor you will be allowed to pull your permit online. The following steps below details how this can be accomplished: Note: If you are a contractor that have opted to be physically present for a permit to be pulled and issued you may visit the City of Miami Building Department. Any sub-permits can be pulled only after a master permit is issued. Step 1: Select Pull Permit option from Permits tab in ibuild. Step 3: Enter you License Number and click Search. This will auto populate your information Step 4: Select appropriate contractor from the list and click Next Step 5: Select a valid permit type to pull and click Next. How to Extend a Permit online Only active permits are allowed to be extended, and only one time. Step 1: To extend a permit, select Extend Permit option from Permits tab in ibuild. Select Requestor type from the dropdown to auto populate the fields and click Submit to complete the request. From ibuild, you can click the ProjectDox icon to open a new screen with the ProjectDox (OAS system) login. If you do not have an OAS account, you will be prompted to create one, after you have received a successful application submission and the application becomes a project in ProjectDox. 1.
