Overall Transition Status NPAC SMS Platform Build Outreach and Onboarding Industry Testing Data Migration and Go-Live Data center construction is complete Release A development is complete Release B development is nearly complete for planned functionality and Release A PIMs 94% of SP/SB/PTRS SPIDs are engaged in onboarding, 86% are complete 73% of ELEP entities have registered, 22% have completed service agreements Vendor testing has surfaced issues, which are requiring longer than planned timeframe to resolve Release A testing is in progress CMIP vendor testing: 5 systems certified and 7 conditionally certified Service provider testing: 26 mechanized systems complete and 2 are in progress Release B testing is in progress XML vendor systems in progress. Issues requiring remediation have been identified 12 Acceptance Test Plans (ATP) approved Finalizing parallel operations requirements LNPA-to-LNPA data migration testing is complete for all regions, pending final validation On Track At Risk Critical 7

Acceptance Testing Test Program Components Acceptance testing is a critical component of the overall Test Program to ensure a successful LNPA Transition Development Testing Independent Quality Assurance Vendor Testing* Mechanized User Testing* Internal Testing Performance Testing Internal Industry Test Cases External Testing Group/Round Robin Testing LTI GUI Testing Acceptance Testing NPAC/SMS* WDNC IVR Low-Tech Interface ELEP PAS Data Migration Billing Performance Integration Testing IVR, Reporting, Bulk Data Download Non-mechanized User Testing Business Continuity Disaster Recovery Security Acceptance Test Plans (ATPs) Part of iconectiv s quality assurance process that occurs prior to Solution Readiness Intended to provide functional test verification from an end user s perspective in preproduction Supplemental to the full requirements test certification completed in the Independent Test Approved by the NAPM LLC in coordination with the FCC The TOM is monitoring the execution of ATPs and will report on testing outcomes on future TOEP webcasts * The NPAC/SMS Acceptance Test Plan is comprised of mandatory vendor and mechanized user testing The industry defined Test Plan refers to the NPAC SMS/Individual Service Provider Certification and Regression Test Plan, which is currently used to certify new entrants and conduct regression testing of existing users 16

Acceptance Testing Acceptance test plans include detailed documentation of approach and test cases required to demonstrate solution readiness across the 12 functional areas The components of an ATP include: Pre-Requisites Define the minimum entry criteria for starting testing, including dependencies on external stakeholders needed to start testing Acceptance Test Cases Detailed test cases with expected outcomes for required and optional testing Test Execution List of stakeholders responsible to test and testing timeframes for the industry to optionally test Reporting Outline of reporting made available by iconectiv to communicate test outcomes Incident Management Description of process and resources leveraged for incident management Exit Criteria Description of criteria needed to determine test case completion 17

Group and Round Robin Testing Group and Round Robin Testing activities are well-underway Progress to Date The LNPA Inter-Carrier Testing Subcommittee is hosting regular planning calls to discuss test case plans, facilitate partner matching and report on progress Detailed test case development is in progress and nearly complete Service Providers are in the process of identify testing partners TOM has released 2 data collection tools to facilitate the testing partner matching process to promote coverage across test cases and scenarios 17 Test SPIDs registered* 7 organizations 8 wireless, 7 wireline, 1 VOIP, and 1 non-carrier 3 with supporting Service Bureaus All CMIP * Based on reporting from December 8th 6 Test SPID Pairs defined* 5 Test SPIDs 3 organizations All wireless to wireless Testing started on 12/7 between 2 wireless test SPID pairs 18

NPAC Production Access Obtaining NPAC production access is a critical step in the onboarding process for all NPAC users TESTING Establish Connectivity to Test Bed Execute Tests User Outreach Non- Disclosure Agreement (NDA) Transition User Application (TUA) Regional User Agreement (RUA) NO TESTING NPAC Production Access REGISTRATION Types of NPAC Production Access User Groups Service Providers and Providers of Telecom Related Services (PTRS) Wireless Do Not Call (WDNC) Law Enforcement Agencies (LEA) and Public Safety Answering Points (PSAP) Access Type Customer Portal, LTI Portal, and IVR WDNC Portal ELEP Portal and/or IVR 22
