INSPIRE The INSPIRE Directive (2007/02/EC) aims to create a spatial data infrastructure that will facilitate spatial data access across borders in harmonised way Detailed technical provisions are being laid down in daughter legislation on Metadata Harmonisation of spatial data sets and services Services for discovery, view, download etc. Data and Service sharing (policy) DG ENV, EEA and JRC (technical coordinator) 3

ISA Action 1.17 A Reusable INSPIRE Reference Platform Interoperability Openness Reuse Collaboration Building a collaborative platform for sharing reusable components for interoperability, helping INSPIRE implementation in a cross-border/- sector e-government context.
ARE3NA s Main Tasks Inventories Relevant policies (~120) and their platforms/portals (~ 200) Open source tools (~200) + MS resources (~1100 resources) + Draft generic workflow + new ARE3NA survey Identify gaps/missing components, e.g. Access control, INSPIRE Registry, VGI platform, INSPIRE and RDF Support existing (or initiate new) open source projects to address identified gaps Support reuse of components etc. through a platform Survey + JoinUp + work with other ISA Actions 6

Initial reactions R1: The users should be able to discover related assets. R2: The users should be able to discover interoperability assets and / or solutions that are defined as success stories R6: The federation should enable to add context information to interoperability assets. 9
Our comments Creating links between assets/components could support INSPIRE implementation INSPIRE is a case that touches on different assets Users may want To know which assets have been used or reused To know the context of that use or reuse a resource to support comments from users on their own assets and others assets (We used it for x in context y) 10
Two ideas to make reuse easier? Tagging assets relevant to: Domains Key legal acts/ Policy (development/areas) Initiatives/Projects (hence ARE3NA ) If such referencing of components becomes easy to use, people can build and share pathways of assets (from different sectors) and context, supporting an e-learning approach as a learning object by identifying collections /mapping relationships/scenarios sharing them, e.g. for INSPIRE implementation
