Minutes of meeting with LTA Customers held on 28.02.2017 Minutes of Meeting with LTA customers held on 28 th Feb, 2017 at POWERGRID, Gurgaon for utilization of capacity likely to be available on account of relinquishment of LTA granted with +800 kv Champa- Kurukshetra HVDC Pole-I (3000 MW) link as per the CERC directions in I.A. Nos. 30/2016 & 7/2017 in Petition No. 84/MP/2016 1. COO (CTU-Plg) welcomed the participants of the meeting and appraised about the directions issued by Hon ble CERC to undertake exercise for utilization of capacity likely to be available on account of relinquishment of LTA by some of the LTA customers granted with +800 kv Champa-Kurukshetra HVDC Pole-I (3000 MW) link as per the CERC directions in I.A. Nos. 30/2016 & 7/2017 in Petition No. 84/MP/2016. 2. CTU representative informed that with the commissioning of above Champa- Kurukshetra HVDC Pole-I (3000 MW), about 3800 MW ATC enhancement is expected between WR grid & NR grid. The LTAs of 2093 MW are remaining with the pole-i and balance ATC of 1707 MW (3800-2093) shall be available for upgradation due to relinquishment by different LTA Customers granted LTA earlier. 3. CTU requested the eligible LTA customers to convey their consent/denial for upgradation in terms of the undertaking circulated earlier along with the meeting notice. Following LTA customers submitted their undertakings towards upgradation of their LTA with +800 kv Champa-Kurukshetra HVDC Pole-I (3000 MW) link which were granted with Jabalpur-Orai 765kV D/c line and/or Champa Kurukshetra Pole - II (3000 MW) link Sl. Maruti Clean Coal & Power Ltd. 1x300 Commissioned Representative from KSK Mahanadi Power Company Ltd. was informed that upon upgradation, the LTA customer shall be liable for payment of applicable transmission charges as per CERC Regulations irrespective of the commissioning schedule of the generation units. Towards this the representative confirmed that they are aware of the liability for payment of transmission charges. On the same issue TRN representative informed that their 2 nd unit is likely to be commissioned in this month only and they do not foresee any issue for scheduling of power by the time LTA are likely to be operationalized. 5. Accordingly with the available ATC of 1707 MW the LTAs can be upgraded as per the priority of their application month. As per the priority the LTAs from Sl. No. 1 to 5 were agreed to be upgraded with the Champa-Kurukshetra HVDC Pole-I (3000 MW) link. 6. After upgradation of above LTAs, ATC of 76 MW only shall be available for upgradation. Under such circumstances, the part LTA of Sl. No. 6 of M/s. Maruti Clean Coal & Power Ltd. (MCCPL) to the extent of 76 MW can be upgraded. However representative of MCCPL enquired about their MTOA granted for 205 MW against the same PPA with the Champa-Kurukshetra HVDC Pole-I (3000 MW) link and also requested that efforts may be made to upgrade their entire LTA, however in case LTA for entire quantum could not be upgraded then their MTOA may be made operational. After detailed deliberations, it was decided that taking into consideration above upgraded LTAs & changed load-generation scenario, revised system studies shall be Page 2

With the revision in ATC, if the LTA of MCCPL for entire quantum can be accommodated then the same may be upgraded, however, in case the same is not feasible then MTOA of MCCPL shall be made operationalized. In such case, the ATC of 76 MW shall be utilized for upgradation of LTA of Sl. No. 7 of M/s. Dhariwal Infrastructure Ltd. (DIL) for 20 MW.
