Welcome Liberty Utilities Reliability Reporting Workshop March 15, 2017 1
Agenda Winter storms of 2017 System Overview Reliability Performance Plans for Reliability Improvements Questions 2
Winter Storms 2017 Started Jan 3 thru Feb Series of winter storms; worst recorded in decades Caused severe infrastructure damage, esp. downed power lines and broken poles due to falling trees 3
Historic Precipitation Levels 4
Winter Storms 2017 600+ outage reports (entire neighborhoods and areas) Multiple-day outages due to severe weather, avalanche dangers, closed roads, inaccessibility Some repairs required helicopter access 5
6
Service Territory Overview Purchased NV Energy s California service territory in 2011 1,476 square miles; 50,000 customers Two office locations: South Lake Tahoe and Tahoe Vista Pay $2.8 million in annual property taxes and franchise fees in 7 counties 87 employees (43 in NLT; 44 in SLT) Regulated by the California Public Utilities Commission (CPUC) 7
What s Important to You? (based on 2016 customer survey results) Annual Customer Satisfaction Survey by independent market research firm About 800 customers (both residential and commercial) surveyed representative of communities served 84% overall satisfaction Most of satisfaction was driven by reliability (89%) and safe service (88%) % complaining about service disruptions was less than half of what it was in 2015 Opportunities with better outage notification and paperless billing 8
Reliability Improvements Veg Mgmt Program about $2.5 million per year 650 Electric Line Rebuild Project (completed Phase I) 9
Brockway and Kings Beach Substations Notice of Proposed Construction filed with CPUC Decommission & Replace Brockway Substation Expand Kings Beach Substation Construction expected to begin in Spring 10

Power System Overview 15
Power Outage Causes Weather wind, snow, ice build up Trees Animals birds / squirrels Motor Vehicle Accidents Equipment Failure Loss of Source Power from NV Energy 16
Momentary or Sustained Outages Momentary outages that are less than or equal to 5 minutes in duration Tree branches contact a power line, burns the branch clear, and the circuit recloses automatically Sustained outages that are greater than 5 minutes in duration Tree falls through the power line and must be removed before re-energizing the line 17
Planned Outages and Major Events Planned Outage Outages where a customer or public official has made a request, or Liberty Utilities has provided notification These are excluded from reliability metrics Major Event Institute of Electrical and Electronic Engineers (IEEE) standard 1366-2012, a set of outages that exceed the historically expected outage duration (SAIDI) for at least one day 18
Measuring Reliability Every outages is analyzed to determine the following metrics: SAIDI = SAIFI = CAIDI = MAIFI = Total of Customer Interruption Durations Total number of customers served Total Number of Customers Interrupted Total number of customers served Total Customer Interruption Durations Total Number of Customer Interruptions Tot.No.of Customer Momentary Interruptions Total number of customers served 19

The preferred metric for this analysis is circuit level SAIDI in order to account for population discrepancies between urban and rural circuits. 24
Muller 1296 Circuit Services Woodfords, Sorensens, Markleeville Approximately 625 customers 1,090 poles 55 miles of O/H 17.5 miles of U/G 25
Plans for Improving Muller 1296 Pole replacements replacing over 150 poles Will continue through summer of 2017 11 phases of 15 poles each, last phase to be completed this summer near Grover Hot Springs 26
Topaz 1261 Circuit Services Coleville, Walker Approximately 750 customers 1,281 poles 69.1 miles O/H 7.7 miles U/G Radial source from Yerington, NV approx. 50 miles 27
Plans to Improve Topaz 1261 Replace aging poles throughout the circuit Over $504,000 invested Upgrade/Replace conductor that has low capacity, extensive splices, or damage from wire slapping Over $100,000 invested in 2016 Additional $100,000 budgeted in 2017 to continue this reconductor project 28
Working With NVE Muller 1296 and Topaz 1261 circuits slated to be reviewed Thorough inspections of all line equipment Review of circuit protection New substation to be built by end of 2018 in Smith Valley Stronger source into the Topaz area Shortens the radial source exposure 29
West Shore 7300 Circuit Part of Tahoe City Timberland Tahoe Pines Homewood Tahoma Meeks Bay Rubicon 4,500 customers along a 17 mile circuit backbone 30
Plans to Improve West Shore Installation of modern Viper Reclosers This will enhance sectionalizing Approximately $150,000 to be invested in 2017 Continue to upgrade re-conductor project in Rubicon and Meeks Bay, toward Homewood This will allow more restoration flexibility during contingencies Approximately $300,000 to be invested in 2017 31
