Introduction to Valenciano Project LIDAR Survey for Valenciano Dam Project GIS LIDAR Analysis supporting studies Coquí Guajón and LIDAR Conclusion Recommendations
Valenciano River Dam and Reservoir Project Puerto Rico Aqueduct and Sewer Authority (PRASA) project, To supply water to the island East Central region. Construction of a raw water storage reservoir, regional water treatment plant, storage tanks, pump stations, and transmission i lines. Will positively impact water supply to Juncos, Las Piedras, San Lorenzo, Gurabo, Humacao and Caguas Municipalities.
The project is located 3 to 5 KM south of the Great Northern Puerto Rico Fault Zone (GNPRFZ). Seismic Hazard Analysis to determine if there are any regional or local faults capable of producing ground shaking or surface rupture that would impact dam s integrity and to develop seismic parameters for dam design. To support Seismic Hazard Analysis was required an Airborne LIDAR Survey.
LIDAR Parameters Aircraft: Caravan LIDAR System: 3100 Altitude: 2500 feet Scan angle: 18 degrees Scan Frequency: 40 Hz Flight line Direction: East West High Resolution: 1 meter horizontal spot spacing with a 0.30 meter horizontal accuracy, vertical 18.3 cm (0.60 feet) at 95 % Confidence. Horizontal Datum: North American Datum of 1983, (NAD83) Vertical Datum: Mean Sea Level, (MSL) Projection: Puerto Rico and Virgin i Islands Lambert State Plane
Late 2007 CSA identifies the necessity to establish an uniform horizontal coordinate system for the Valenciano Project. The system must provide a common reference frame for : 1970 s and 1980 s land acquisition plans. LIDAR GIS Analysis avoided several field visits for Ground truthing photo interpretation GPS units are an essential tool for mapping, locating sample points, and field orientation in general but Satellite coverage can be difficult in areas where terrain or other obstacles block the satellite signal, such as in vehicles, canyons, tall buildings, or heavy trees
The Guajón is one of the largest coquí species in the Island, measuring approx. 1.7 The Guajón was listed as a threatened species on June 11, 1997 under the Endangered Species Act (62 FR 31757) of 1973 and the PR Wildlife Law, as amended. Critical Habitat was designated on October 23, 2007. The Ceiba Sur Unit is located north of the actual Valenciano Dam proposed area. Critical Habitat at this area includes 13.9 acres.
Coquí Guajón could be in every crevices and creeks of the area LIDAR Complement our fieldwork LIDAR post processed data solved GPS disadvantages and avoided numerous field trips to our project site characterized by dense forest coverage, inaccessible and featureless areas. GIS LIDAR analysis helped to delineate the area for the establishment of a Mitigation Plan for the Coquí Guajón. Helped to Identify areas that will be monitored for Coquí Guajón before, during, and after construction activities. Helped design the Artificial Guajonales and Helped design the Artificial Guajonales and Habitat for the species.
LIDAR post processed processed data in ARCGIS complemented and supported traditional land surveying, GPS and photogrammetry, t topographic dt data in this study. The topography provided by the LIDAR and ARCGIS proved to be an excellent tool for the evaluation of the biodiversity of flora and fauna as well as their habitats, helping biologists accurately identify CoquíGuajón hbitt habitats. Mitigation and protection efforts would have been under evaluated if not for the availability of the LIDAR and GIS Analysis technology for this project. The LIDAR helped us ensure that any,present or future action carried out for Valenciano Project by PRASA, does not jeopardize the survival of the Coquí Guajón, or destroy or adversely modify their designated critical habitat.
We demonstrate the feasibility of producing data suitable for surveying, engineering and environmental design and analysis using Light Detection and Ranging (LIDAR) and GIS technology. Developed methodology can be applied to others similar areas and cases p gy pp providing valuable information when making design, environmental management and development decisions.
