Mind the gap ICT markets are shaped by standards de facto, industry, fora, SDOs European strength in collaborative R&D European R&D in ICT must lead to standards activity Developing new products, new services, new markets Driving, not disseminating The gap between research projects and standardisation Standardisation can take time Funding shortfall Different objectives between R&D project and standards committee Population differences Too much choice? ETSI a global standards body ETSI was established 1988 as a European standardisation body and retains European responsibilities. ETSI s Members are global players & standards are adopted worldwide Over 20% of ETSI s ~700 members have no established operations in Europe Many of the other 80% are headquartered outside Europe Global success stories like GSM, 3G, DECT, DVB, TETRA Bridging the Gap ETSI 2007 7

ISG mechanism Industry Specification Group (ISG) a Consortium under the ETSI umbrella Can specifically address the needs of a forum or consortium Ideal for Pre-Standardization Bringing research results into Standards ISG can evolve into a full ETSI Technical Body Is fast and easy to set up Minimum 4 ETSI members necessary, approved by Director General Flexible and adaptive An ISG has its own operating rules (including voting rules) ISGs use the ETSI IPR policy The ETSI Secretariat will provide basic support free of charge Specifications from an ISG are official ETSI deliverables Permanently in ETSI publications catalogue Bridging the Gap ETSI 2007 10

Centre for Testing and Interoperability Conformance test specifications for UMTS, IPv6, HiperMAN, WiMAX, GSM, DECT, TETRA, ISDN, VoIP Example 1: Compatibility between road tolling systems - the European Commission supported ETSI s work on test specifications for Dedicated Short Range Communications Testing (DSRC). Example 2: Continuous Air interface Long and Medium range (CALM) for communications between a vehicle and the roadside. CTI advises ETSI Intelligent Transport Systems Task Group on the use of tools and standardisation methodologies. Test specifications used by manufacturers as a basis for internal development testing, goal is conformance testing for interoperability. Interoperability testing is another activity ETSI Plugtests service provides a neutral venue to Debug implementations, meet partners & competitors without risk of disclosure Bridging the Gap ETSI 2007 11
