Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don t discuss the status or substance of ongoing or threatened litigation. Don t be silent if inappropriate topics are discussed do formally object. IEEE P1564 Task Force Overview Status Title IEEE Guide for Voltage Sag Indices Scope This guide identifies appropriate voltage sag indices and characteristics as well as the methods for calculating them. Methods are provided for quantifying the severity of individual events (single-event characteristics), for quantifying the performance at a specific location (single-site indices), and for quantifying the performance of the whole system (system indices). Multiple methods are presented for each. The methods are appropriate for use in transmission, distribution, and utilization electric power systems. Purpose This document identifies and defines different characteristics and indices. It does not recommend the use of a specific set of indices, but instead recommends the method for calculating specific indices when such an index is used. The large variation in customers sensitive to voltage sags and power providers supplying them makes it impossible to prescribe a specific set of indices. Instead this document aims at assisting in the choice of index and ensuring reproducibility of the results after a certain index has been chosen. The user of this document may decide to calculate the value for just one index or for a number of different indices, depending on the application. Task Force Meeting in July 2012 Fifteen people attended the meeting in San Diego. Chair reported that the September 2011 ballot pool was considered stale by IEEE Standards in June 2012 and therefore was cancelled. Meeting Action Items 1. Secretary to produce minutes from meeting. 2. Chair to obtain reference for IEEE P1159.3 Annex D. 3. Chair to form a new ballot pool. 4. Chair to create ballot draft and upload it. 5. Chair to open first ballot. 9

Review of July 2012 Task Force Meeting Action Items 1. Secretary to produce minutes from meeting. Submitted by secretary in July 2012. Edited by chair and posted to web site in January 2013 2. Chair to obtain reference for IEEE P1159.3 Annex D. Reference provided by former co-chair in July 2012. 3. Chair to form a new ballot pool. Formed by chair in July 2012. IEEE Standards reviewed the pool in September 2012 and confirmed it was balanced. 4. Chair to create ballot draft and upload it. Chair made one more close read of IEEE P1564 in August 2012 and made some final edits that became the ballot draft (IEEE P1564/D18). Uploaded to IEEE P1564 in December 2012. Posted to web site in January 2013. 5. Chair to open first ballot. IEEE Standards opened the ballot on January 2, 2013. 10

Recent IEEE P1564 Draft Updates Draft 16 submitted to IEEE Standards for its pre-ballot mandatory editorial coordination (MEC) in November 2011. Feedback was returned from IEEE Standards in December 2011 Draft 17 incorporated the suggestions from IEEE Standards and editorial editing by chair and was distributed to task force in July 2012. Draft 18 incorporated additional editorial changes recommended from task force members and was submitted for ballot to IEEE Standards in December 2012. 11

IEEE P1564/D8 Ballot Status Open Date: January 2, 2013 Close Date: February 2, 2013 Voter Total Size: 108 Current Response Rate 34 votes received 31% of the 108 total have voted 3 of the 108 total have abstained due to lack of expertise. At least 47 more people must return their ballots to meet the minimum required for a valid ballot. Personal reminder e-mails sent to task force members sent on January 14. A larger e-mail reminder will be sent on January 25. 12

Action Items Chair to post minutes from January 2013 meeting to web site. Chair to send e-mail reminder on January 25. Chair to review comments from first ballot and send them to task force members in February. Chair to organize a P1564 Task Force web meeting in March 2013 to review the comments and take action if necessary. Proposed Date: Thursday Morning, March 6 Second Ballot (if necessary) would be in April 2013 Next Steps: Perhaps the task force could host a panel session in 2014 13
