Summary Our surveys of policy makers document an interest in the combination of funding, but not yet a strategic integration of this approach RIS3 strategies in SE Europe are still rather domestically oriented, although policy makers say that the level of institutional capacities makes it difficult to do things alone It is obvious and acknowledged that more international collaboration is needed to integrate SE Europe in an overall system of knowledge production and commercialisation but it is not predominantly integrated in the strategies yet, Public research and universities dominate the strategy processes but apparently do not relate well to the private secto expectations to leverage private funding are (too) low There are some positive signs with regard to H2020 project involvement Western European Research Organisations like Fraunhofer are interested in collaborations with high-quality partners from Eastern Europe Seite 13
