Planning process The framework Where to locate new AP s? Resources and the role of the actors The challenge to private sector companies to provide panoulu access to customers How the deal with security issues? 11
Location of new AP s wireless internet is an additional service idea is that AP s are located in places where people might need internet connection, when they are not connected at work or at home by wired broadband connection outdoor and indoor coverage in selected areas city are will not be covered fully and thoroughly city centre, sport centres public offices and service centres, schools, closerange democracy offices, health centres the needs of mobile workers, research and development 12
Resources and actors expansion of wireless network will be funded by the city and there are several models how the expansion could be carried out: 1. wireless coverage is bought from commercial network operator Price competition between operators The wireless network is administrated by network operator and the city is a customer to network company 2. Commercial company builds the expansion for the city or 3. a project organization run by the city builds it Price competition between companies or chase of professionals The wireless network is administrated and owned by the city 13
Resources and actors 4. The expansion of wireless network is planned and carried out by group of existing co-operative actors City of Oulu, University of Oulu and Oulu Polytechnic will continue the development of panoulu network detailed expansion plans installations configuration and administration a price competition is arranged for AP s and network devices network connections the model number 4 has so far been considered as best choice for expansion work 14
Resources and actors benefits of the model the actors are already involved with activities in panoulu and they have proved their competence within technology the model is flexible Expansion can easily carried out in smaller pieces technological solutions our hands are not tight to certain solution image values the model represents local competence Modifications for research and development projects are possible 15
The role of private sector in expansion challenge expanding panoulu should be easy for private sector companies and small business providing simple solutions one call or one e-mail panoulu into your premises who will specify and build the product? business available target group: restaurants, bars, barber shops etc. we have to be ready to attach larger companies wlan s into panoulu flexibility in network structure (expansion capability) 16
Security issues Wireless networks have certain security threads Encryption: Network traffic is not encrypted what is the responsibility of the operator for example if somebody uses the network for criminal purposes? the plan is to collect and analyse the information of possible security threads make emergency action plans for the unwanted situations solving and preventing malpractices inform the users for the best practices on security issues Follow the development of legislation carefully 17
