Competence Oulu 400 Competence Oulu 400 is a project, which aim is to fulfil city's 400 anniversary gift to citizens of Oulu 3-year project, 2005-2007 estimated investment by the city is 800 000 euros/year, total 2,4 million euros 3

Competence Oulu 400 competence Oulu 400 has five subtasks: 1.Open and free internet access to everyone living or visiting Oulu 2.Increasing the number computers and mobile devices for public use 3.Improving the IT skills of citizens 4.Creation of portal for city's web based services 5.A competition for the best mobile application 4

Advantages Local residents and visitors are able to use the Internet and its basic services free of charge within the area of coverage of the Citizens Network Residents are encouraged to use Information Society services Promoting democracy by improving access to services Increased contentment and well-being Creating new job and business opportunities Increasing Oulu s vitality 5

panoulu wireless network panoulu was founded in 2003 co-operation between City of Oulu, University of Oulu, Oulu Polytechnic and Oulun Puhelin Plc. the idea was to join separate wireless networks and create a larger (municipal) wireless network each individual user had to be member in one of the domains of the actors Authentication: user account and password was needed voucher system for visitors June 2005 authentication in panoulu network was removed and city announced development plans for panoulu 400 new AP s 6

Commercial company builds the expansion for the city or 3. a project organization run by the city builds it Price competition between companies or chase of professionals The wireless network is administrated and owned by the city 13

The expansion of wireless network is planned and carried out by group of existing co-operative actors City of Oulu, University of Oulu and Oulu Polytechnic will continue the development of panoulu network detailed expansion plans installations configuration and administration a price competition is arranged for AP s and network devices network connections the model number 4 has so far been considered as best choice for expansion work 14

Resources and actors benefits of the model the actors are already involved with activities in panoulu and they have proved their competence within technology the model is flexible Expansion can easily carried out in smaller pieces technological solutions our hands are not tight to certain solution image values the model represents local competence Modifications for research and development projects are possible 15

The role of private sector in expansion challenge expanding panoulu should be easy for private sector companies and small business providing simple solutions one call or one e-mail panoulu into your premises who will specify and build the product? business available target group: restaurants, bars, barber shops etc. we have to be ready to attach larger companies wlan s into panoulu flexibility in network structure (expansion capability) 16
