1 The CEF Building blocks Building the Digital Single Market

IDENTIFY with eid The CEF building blocks can be reused in any European project to facilitate the delivery of digital public services across borders SIGN with esignature EXCHANGE with edelivery INVOICE with einvoicing TRANSLATE with etranslation 4

Definition of a CEF building block A collection of specifications, software and services structured in a service offering that serve general concerns of digital (public) services across borders and sectors 5

Research * shows that reuse of building block like solutions: REDUCES COSTS 20% to 40% cost savings By benefiting from common services and proven technology SHORTENS TIME TO MARKET 40% to 50% performance gains Value-add time Total lead time PROMOTES SIMPLIFICATION At all levels Including the allocation and mobility of human resources (expertise pools) 6 * Gartner Research: The Advantages, Economics and Value of Reuse

The CEF building blocks are already being used in many European initiatives, including European e-justice Portal Online Dispute Resolution European Data Portal Business Registers Delivering faster and more accessible digital public services in the domain of justice Solve disputes for online purchases in a simple, fast and affordable way Unlocking the full potential of the Open Data economy. Access company information from the national business registers Check the Success Stories on CEF Digital 7

The European e-justice Portal is a one-stop-shop for citizens, businesses and legal professionals across Europe CITIZENS can access legal information in their own language, or find a legal practitioner in another country. LEGAL PROFESSIONALS can consult registers and access legal databases and contact colleagues in other countries, eliminating the need to physically send information or requests. BUSINESSES can access a wealth of legal information in their own language and access legal means across borders. e-justice.europa.eu 8

The e-justice portal uses four CEF building blocks, enabling it to act as the hub to Member State judicial systems IDENTIFY with eid Commission eidas Node eidas Node Germany TRANSLATE with etranslation eidas Node eidas Node Etc. The CEF building blocks are funded by the Connecting Europe Facility CEF Regulation The Connecting Europe Facility (CEF) is a regulation that defines how the Commission can finance support for the establishment of trans-european networks to reinforce an interconnected Europe. TRANSPORT 26.25bn TELECOM (DG CNECT) CEF Digital Building blocks & Digital Service Infrastructures 970 M * CEF Telecom Guidelines The CEF Telecom guidelines cover the specific objectives and priorities as well as eligibility criteria for funding of broadband networks and Digital Service Infrastructures (DSIs). 10 ENERGY 5.85bn Broadband 170 M * - 100 M Juncker Package CEF Work Programmes Translates the CEF Telecom Guidelines in general objectives and actions planned on a yearly basis.

CEF is a funding instrument that will contribute to the completion of the European Digital Single Market 1 Justice, home affairs and citizens' rights Science and Technology Business Employment and Social Rights Funds Commission projects to digitise key sectors under the condition that they use CEF building blocks ejustice Portal ODR Open Data BRIS EESSI etc. IDENTIFY with eid SIGN with esignature EXCHANGE with edelivery INVOICE with einvoicing TRANSLATE with etranslation 2 Funds Member States to participate in the sectorial projects 11 Typically 'deployment' projects at national level (up to 75% of eligible cost) 3 Funds the use of building blocks in these sectors by the Commission and in the Member States
