1. Definitions and Acronyms Accreditation Accreditation is the qualification process through which AEMO and Registered Participants gain assurance that Metering Service Providers wishing to operate in the NEM, have the ability through adequate systems and procedures to comply with their obligations. Accreditation checklists The accreditation checklists are questions applicant Metering Service Providers will be required to complete as part of the accreditation qualification process. The questions provide verification of what is required of a Metering Services Provider through demonstration of systems, processes and/or procedures to satisfy each question for review by an independent reviewer. Metering Service Provider Metering Service Provider (MSP) is the general term applied to any Service Provider currently providing or applying to AEMO to provide metering services in the NEM. The term Metering Service Provider covers the metering services offered by Metering Providers (Meter Provision) or Metering Data Providers. Registration Registration is the status granted by AEMO to a Metering Service Provider at the completion of the accreditation process. 2. Interpretation In this document: a) Words that are shown in italics have the meaning specified in the Rules or, if they are not specified in the Rules, they have the meaning specified in clause 1 of this procedure; b) A reference to a provision in the Rules is taken to be a reference to that provision as renumbered from time to time; c) Words in the singular include the plural and words in the plural include the singular; and d) If there is any inconsistency between this document and the Rules, the Rules will prevail to the extent of that inconsistency. 3. Introduction 3.1.1 Clause 7.4 of the Rules states that a Metering Provider is a person who is accredited as having the qualifications specified in accordance with clause S7.4.1 (b) of the Rules and registered with AEMO in that capacity. 3.1.2 Clause 7.6 of the Rules states that a Metering Data Provider is a person who is accredited as having the qualifications specified in accordance with clause S7.6.1 (c) of the Rules and registered with AEMO in that capacity. 3.1.3 Metering Service Providers, (Meter Data Providers and Metering Providers), are required to be accredited by and registered with AEMO to operate in the National Electricity Market (NEM). 3.1.4 Under the Rules, AEMO must include the requirements for accreditation of Metering Providers and Metering Data Providers within the qualification process that enables registration and accreditation of Metering Service Providers to be achieved. 3.1.5 AEMO has established a qualification and registration process for Metering Service Providers wishing to operate in the NEM. The qualification process relates to all metering installation types and is set out in the following AEMO documents: a) Metering Service Provider Registration Procedure (Part 1) which describes the procedure AEMO follows for the registration and deregistration of Metering Service Providers; b) Metering Service Provider Application Form (Part 2) which describes the information AEMO requires to process an application for registration; c) Metering Service Provider Accreditation Review Checklists, which are separate accreditation checklists that AEMO uses in the review of applications. There is a specific accreditation checklist for each category of accreditation. These documents can be found on AEMO s web site: http://www.aemo.com.au 4. Objective 4.1.1 The purpose of this document is to define the Registration and process for Metering Service Providers wishing to operate or currently operating in the NEM. 5. Registration Process 5.1.1 The process AEMO will follow in the registration of a Metering Service Provider is detailed in Figure 3-1 below. Forming part of the registration process is the qualification process established by AEMO as required by clause S7.4.1 (b) and clause S7.6.1 (b) of the Rules. Pre-Accreditation reviews / meetings Applicant requests discussion and has initial review(s) with AEMO on proposed service provision. Application Applicant Metering Service Provider completes application form for relevant metering installation category. Qualification Applicant Metering Service Provider successfully completes accreditation process for the relevant metering installation category. This involves the review by AEMO and an independent auditor of responses to assessment questions, supporting evidence and on site verification process. Refer to Metering Service Provider Accreditation Procedure document. Registration AEMO registers Metering Service Provider for relevant metering installation category. Figure 3-1 Overview of Registration Process 5.1.2 A description of the key aspects of each step includes: a) Pre-Accreditation Interviews i. AEMO has discussion with application business management concerning the following issues 1) Timeframe expectations to achieve accreditation and registration 2) Quality Assurance credentials February 2012 Document MT_MP820 Page 7
b) Application 3) IT system development and capital investment 4) Financial and Business Objectives i. The Metering Service Provider is required to complete the Application Form set out in Metering Service Provider Application Form (Part 2). In completing this form the categories of registration being sought by the Metering Service Provider must be nominated together with certain other information required by AEMO to process the application. c) Qualification i. The accreditation process requires applicant Metering Service Providers to complete an accreditation checklist for the nominated category of metering installation. AEMO, in conjunction with an AEMO appointed independent reviewer, will conduct an initial assessment of the accreditation checklists and arrange for the completion of limited on-site risk based reviews to be completed by the independent reviewer. Further details of the accreditation process are set out in the AEMO document Metering Service Provider Accreditation Procedure, document number ME_MA1683. This document is available on the AEMO website. Accreditation for the nominated category of metering service will be granted following successful completion of the qualification process for that service. AEMO may consider reports received from field audits of metering installations, from security audits, and any other material, to test the validity of an applicant s answers to the accreditation checklists assisting AEMO s decision surrounding the accreditation of an applicant. d) Metering Service Provider Registration i. AEMO will provide advice of registration as a Metering Service Provider to the Applicant, and add the Metering Service Provider s details to the AEMO website for the category of service application. 6. Deregistration of a Metering Service Provider 6.1.1 Deregistration of a Metering Service Provider may take place under a number of circumstances which includes: a) Voluntary deregistration by the Metering Service Provider; b) Metering Service Provider remaining in material breach of the Rules for more than 7 days; c) Unethical behaviour; or d) Being unable to meet the capability requirements set out in the Rules, Procedures under the Rules, or relevant service level procedures. 6.1.2 Reference should be made to the Service Provider Compliance Assessment and Deregistration Procedure AEMO document No. EMS_MP001, regarding the specific detail in respect of the deregistration process. 6.1.3 A decision by AEMO to deregister a Metering Service Provider is a reviewable decision under the Rules. 7.
