Status of RPS Regulations 4
Recent Enhancements Generator Registration Generation Entry Type Update GATS was changed for NJ to allow only meter readings to be the accepted generation entry type GATS stopped creating RECs based on the estimates for all systems certified in NJ as of December 1, 2012 NJ Non-Compliant Systems GATS will not apply the NJ certification number to system that are flagged as non-compliant until 12 months after the interconnection date Generator Update Screen Additional validations to prevent initial meter reads to be entered for a period where generation has been processed Generation Entry Screen Formatting was updated based on subscriber feedback 5
Recent Enhancements Transfer Process GATS will save the last five account you transferred to at the top of the Accounts list Batch Transfers: Multiple pages of RECs can be viewed and selected 6
Recent Enhancements Reports Public Reports were rewritten in.net to allow for enhanced capabilities Voluntary Market Report: provides information based on RECs retired for the Voluntary Markets Solar Weighted Average Price Report: Updated to include data based on the reporting year is a State is selected and to exclude transfers to an EDC for reporting purposes Inter-Registry Transfers RECS can now be exported to NC-RETS or MIRECS Aggregator Interface RECs can be transferred to another account holder via the interface Third Party Reporters TPR notification section now displays the last day of the month that TPR s can enter generation 7
Future Enhancements Generation Entry Updates to allow reporting from multiple meters Solar Thermal data entry in either Btu or kwh Remove Production Estimates for NJ certified systems Streamlined look and feel for Solar Homeowners and Small Commercial Subscribers Improved Performance on large reports Updates to the Aggregator and Third Party Interfaces 8
Validation Process Generator Registration Application submitted Automated Validation checks System size, Online date, Interconnection date and State Certification. If they match, they are then reviewed manually by the Admin. If items do not match State data, they are placed in Needs Info status and an email is sent to the Account holder advising what is needed. Manual Review by Admins System ownership is checked against State Data to see if a Schedule A is required. Submitted documents are checked for accuracy. Systems needing additional verification are placed into Needs Info status and emailed with requirements needed. System Characteristics are added if available and final check of application before approval. Approval System is approved and email is sent to Account holder confirming. 9
Validation Process Generation Entry Subscriber enters generation Subscriber gets warning of high generation when entering data. System will still allow entry to be saved unless advised to contact the GATS Admin. If the GATS Admin needs to enter your data, a picture of your meter will be required. Analysis Does generation exceed the production estimate? GATS Administrators analyze production history. Reporting dates are considered in analysis of high generation. An email is sent to the subscriber asking for data validation. Typically a current picture of the solar meter is an accepted validation. Has there been an update to your system size or change in tilt/orientation? A System Change Form and an update should be entered directly into GATS. Ready for processing If a picture is received and validated prior to certificate creation, then we will confirm and process generation. If no correspondence is had with the subscriber, the generation is held until validation is received and accepted. 10
