Exhibit A to Third Amendment Q-Free America, Inc. Leading the Way Technical Details Business Rule modifications: 2 axles - process using rear images, UH will only send rear images for vehicle class 2 3 axles - use front images to process the transaction. If front image could not be used for processing, process using rear images 4 axles and above - use front images. EIP processing, detailed business rules: 2 axle vehicles - business as usual 3 axle vehicles o if front images are auto-readable, transaction will be auto-read (ALPR or VSR) o if front images are readable but not high enough confidence to auto-read, send to MIR (AIP will determine which Queue the transaction will go to per existing business rules i.e. Jurisdiction, Reg etc.). o If front images are not usable (no OCR or signature), use rear images for processing. If rear images are auto-readable based on confidence score the transaction will be auto-read. if not, will be sent to MIR with all images (front and rear). o If both front and rear images are not usable (no OCR or signature), transaction will be sent to MIR Find Plate Queue with all images (front and rear). 4+ axle vehicles o if front images are auto-readable, transaction will be auto-read (ALPR or VSR) o if front images are readable but not high enough confidence to auto-read, send to MIR (AIP will determine which Queue the transaction will go to per existing business rules i.e. Jurisdiction, Reg etc.) - if transaction is then routed to FindPlate or Unread present all images in MIR o If front images are not usable (no OCR or signature), transaction will be sent to MIR Super User Queue with all the images. User will review all images and code off the transaction if it's a 18 wheeler else provide an answer using best images prioritizing front over rear. o If both front and rear images are not usable (no OCR or signature), transaction will be sent to MIR Find Plate Queue with all the images MDX Enhanced Image Processor (EIP) System Prime Contract No. MDX-14-03 Page 2
Exhibit A to Third Amendment Q-Free America, Inc. Leading the Way o In Find Plate, SuperUser, SuperUser Backlog, Misread and possibly Unread Queue, an alert/message will be displayed to User when creating an ROI using rear image for 4+ axle vehicle. This is more of a defensive technique to remind user to exercise caution when processing truck trailer transactions. If a 3+ axle transaction has only rear images, it will be treated same as the transaction that has no usable front images. If the images are auto-readable (confidence >= auto-read threshold) but can't be auto-read due to other conditions such as first seen, signature confirmation etc., EIP will keep business as usual i.e. send MIR the ROI of the image that was used for processing. For 3 axles, it will be front image or rear in case front image is not readable. For 4+ axle vehicles, it will be a front image. In MIR the system will display the following alert message when a user attempts to process a 4+ axle transaction using rear image. Are you sure you want to use Rear image to process this 4+ axle transaction? MDX Enhanced Image Processor (EIP) System Prime Contract No. MDX-14-03 Page 3
