National Register Data from all the DTOs are now automatically transferred to NIC Data Centre at Imphal on a daily basis and consolidated to form State Registers (SR) of Vehicles and Driving Licences. Data from the State Register is further shared with the National Register (NR) which is a central repository of data from all DTOs across the country. Various kinds of e services are provided from the NR
Before Implementation Difficulty in sharing of data among DTOs and other government agencies Difficulty in enforcement of Acts and Rules Non-uniformity in levying of taxes and fees Difficulty in monitoring of revenue collection Involvement of middlemen in getting services by citizens
After Implementation Acts and rules are better enforced Malpractices reduced to a great extent Easier detection and prevention of forgery and fruads. Requirement of middlemen filtered out Processes are streamlined Transactions are transparent Online sharing of data among DTOs across the country and with other government agencies. Better monitoring of revenue collection
Issues faced Shortage of Manpower for operation of computers at DTOs Unavailability of competent staff for system administration. Irregular power supply Tendency to revert to manual system Timely Customisation of SW Timely Vendor support for HW Law and order problem
Initiatives - Support Engagement of Technical personnel for handholding Help of FMS staff of NIC
Initiative for improvement power availability at DTO offices Co-ordination with power department Providing of generators through MoRTH Power line connection from adjoining offices where solar power is available
Customisation of Vahan Customization of Vahan handled at State level during the initial phase of implementation. Time between change request and delivery shortened to great extent.
Initiatives - Connectivity Providing of lease lines to DTOs Providing of Broadband connections (VPN) Providing of WiMax where ever possible Direct LAN extension from NIC centres where ever possible.
Connectivity Benefits Vahan server hosted at centralised location. DTO staff relieved of Server/Database maintenance chores. Enhanced data security Faster support to DTO staff on application issues. Less latency in data replication to NR
