State of Florida Department of Children and Families Rick Scott Governor Esther Jacobo Interim Secretary Florida Safe Families Network (FSFN) Q1 Activation Software Build November 8, 2013 - Known Issues and Workarounds for Child Protective Investigations, Case Management and Legal This document provides workarounds to known issues uncovered during FSFN testing. The FSFN Team is working to resolve these known issues within the next few software builds. When fixes for the issues have been successfully tested, they will be deployed to the field as a code release. The status of the fixes will be routinely shared and communicated to our FSFN users. Summary information for issues that may be encountered by workers only in Phase-One Implementation Sites: 1. The new Judicial Review will not be available for use. 2. The new Non-judicial Out of Home Case Plan is not currently working as designed and should not be used. 3. Child Investigation sub-type of Other is currently not working as designed, as the system is requiring that an FFA-Investigation is completed before the investigation can be approved for closure. This defect is expected to be corrected with the next scheduled FSFN build, in mid- to late-december. In the interim, workers receiving an investigation with a sub-type of Other have two options. The first is to complete the FFA-Investigation and submit for closure at the appropriate time. The second is to wait until this defect has been corrected in the December build before submitting the investigation for closure. Note that this latter option works only if the FFA-Investigation has not been launched. Decisions should be made on an individual, investigation-by-investigation basis, after consultation with the supervisor. 4. The new Court Involved Case Plan does not allow for a workflow without Parents/Legal Guardians (TPR and Deceased Parents). The new Case Plan worksheet requires one person to be identified in the "Parent/Legal Guardian(s)/Other Adult Household Members in Caregiving Role" group box. The group box must contain persons who are also Case Participants. Case Manager is not an appropriate person to add to the Case and then to this worksheet. See screen shots and description for workaround #1 below. 5. The new Child Initial Institutional Safety Assessment lists sections for the Date/Time Submitted for Supervisory Review and Date/Time Submitted for Second Party Review. Workers implementing the new safety methodology will be using the supervisor consultation, and therefore, these fields will remain empty. 6. When printing the new Investigation Participant profile template with and without reporter, the margins may be outside of the printing area. The printer margins can be changed manually, or the worker can print to PDF. 7. When a new Child Investigation is submitted for closure, the Approval dialogue box does not list all pieces of work required in order to submit for Approval. See screen shots and description for workaround #2 below. 8. The field name Service Type is incorrectly labeled Service Sub-Category in the new Non-Judicial In-Home Case Plan Template, Section II - Outcomes Evaluation. 9. The new Court Involved Case Plan Table of Contents does not refresh automatically. If the document is opened in Word 2003, the Table of Contents can be refreshed by opening and closing the Print Preview option. If opened in a later version of Word (2007 or 2010), the Table of Contents can be refreshed manually by right-clicking on the page number and selecting Update Field, and then Update entire table. The Safety Plan complete check box will remain selected after the worker answers no to Upon completing the Safety Plan, the Safety Plan page will become frozen and no longer editable. Do you wish to continue? <Yes> <No>. The worker can manually uncheck the complete check box. See screen shots and description for workaround #3 below. 11. JR Notice to Tribe Template gives error upon launching, but will open when worker clicks OK. See screen shots and description for workaround #4 below. 12. Workers are able to delete all diagnosed disabilities from the Disability Information Tab on the Medical Mental Health page and should not delete the last disability entered if the question, Has the child been clinically diagnosed as having a disability (ies)? is Yes. 13. Appeals/Fair Hearing is not populated as a meeting type in the Notification template. There is no workaround to populate the Meeting Type field in the Notification template. 14. Child Behavioral Health Assessment (CBHA) Task Due does not delete when the CBHA date is equal to the removal date. In the event that the task is completed on the date of removal, the supervisor can manually delete the task. 15. Case Note Search Criteria has duplicate values for Case Home Visit Other Parent. When the user is searching for case notes criteria, the type Case Home Visit Other Parent is listed twice. Selecting either will yield the correct result. Workaround 1 for the new Court Involved Case Plan does not allow for a workflow without Parents (TPR and Deceased Parents). 1. Identify the Mother, Father or any other appropriate person responsible for the child at the time of the original removal. 2. Create the Legal Document from Legal Documents page. 3. Prior to printing for Court, delete the reference to the participant identified if it is not appropriate. 4. When Case Plan originally launches with the mother, highlight the rows for the Mother and the 'blank' father. Page 3
5. Delete Rows for the Mother and the 'blank' father. Workaround 2 for Child Investigation Approval dialogue box does not list all pieces of work required in order to submit for Approval. When the worker attempts to approve an investigation, with no completed pieces of work, the webpage dialogue box only displays the Supervisor Consultation. The system should also require several other pieces of work. To view the other required pieces of work, follow the below steps: 1. Click the Supervisor Consultation hyperlink. 2. Complete all required fields, selecting No for Follow-Up Consultation Required. Page 4
3. Click Save. 4. Click Close. 5. Click the Approval hyperlink. 6. Click the Approve radio button. 7. Click Continue. 8. Click Save. 9. The remaining items that need to be completed will be displayed within the dialogue box as shown below. Page 5
Workaround 3 for when the Safety Plan complete checkbox remains selected after answering No to Upon completing the Safety Plan, the Safety Plan page will become frozen and no longer editable. Do you wish to continue? <Yes> <No> To de-select the complete checkbox after answering no to the question: 1. Select the Complete check box. 2. Complete check box is de-selected. Workaround 4 for JR Notice to Tribe Template gives error upon launching but will open. To view a JR Notice to Tribe Template: Page 6
1. From Desktop, click on case work - Forms - JR Notice to Tribe. 2. Select the appropriate case and case participant, and click on create button. 3. The JR Notice to Tribe page is displayed. 4. Click on the JR Notice to Tribe template link under Text. You will see this message. 5. Click OK. The JR Notice to Tribe Template will open immediately. Page 7
