Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and associated transmission infrastructure as per format RCON-I-M. Further Stage-I Connectivity grantee is required to secure the Stage-II Connectivity for physical connectivity with the ISTS grid within 24 months. The Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their fees shall be forfeited. The new substation/location, if needed, shall be planned in consultation with CEA, MNRE and other stakeholders. Further, the proposed alternative locations for connectivity are yet to be discussed and shall be firmed up, if needed, in consultation with CEA and other stakeholders. Implementation of new substations and other infrastructure shall be undertaken only after grant of Stage-II Connectivity and fulfillment of all terms and conditions by the applicants including submission of BG. Further, grant of Stage-I/Stage-II Connectivity shall not entitle an applicant to inter-change any power with the grid unless it obtains LTA/MTOA/STOA for power transfer requirements, in case of LTA, it may require further transmission system strengthening. Therefore, the applicants are advised to apply for the LTA to enable power transfer to its beneficiaries on long 2

Also as per the prevailing Transmission Planning Criteria of CEA, N-1 contingency criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid. LTA applications a) LTA applications in Tirunelveli Area, Tamil Nadu Following LTA application have been received by CTU with injection at Tirunelveli with NR & ER as target regions: Sl. Further, as per the Transmission Planning Criteria para-16.2 the N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra-STS grid i.e. the line connecting the farm to the grid and the step-up transformers at the grid station. Accordingly, system studies have been carried out considering 2x500 MVA transformers at Tuticorin-II PS for the LTA application of M/s Betam Wind Energy Private Limited for 250.2 MW with target region as NR. From the system studies, it is observed that line loadings are generally in order with the existing/under construction transmission system for evacuation/transfer of power of 250.2 MW. Study results are enclosed as Exhibit-Ia & Ib. In case of outage of the Transformer at Tuticorin-II GIS, suitable mechanism including SPS for backing down the corresponding generation on prorata basis of wind generators may be incorporated by the applicants at their own cost in consultation with POSOCO and SRPC. Accordingly, LTA to M/s Betam Wind Energy Private Limited may be granted with existing transmission system and 2x500MVA transformer at Tuticorin-II GIS. 3

Further, system studies has been carried out for the LTA application of M/s Sprng Renewable Energy Private Limited for 300 MW with target region as NR. From the system studies, it is observed that line loadings are generally in order with the existing/under construction transmission system for evacuation/transfer of power as per transmission planning criteria. Study results are enclosed as Exhibit-Ia & Ib. In view of the above, it is proposed that LTA may be granted to M/s Sprng Renewable Energy Private Limited for 300 MW LTA with the existing/under construction transmission system. The LTA grantees are required to the sign the Long Term Access Agreement within 30 days from the date of intimation of Grant of LTA and shall furnish the applicable Construction phase Bank Guarantee (CBG), no extension shall be granted on any ground and in case of failure to sign the Agreement and / or to furnish the CBG, Grant of LTA shall be revoked without any prior notice.
