EarthCube aims to create an integrated system to access, analyze and share information that is used by the entire geosciences community. Vote for OGC Sensor Observation Service 2.0 Hydrology Profile as Best Practice The OGC Members approved an electronic vote to recommend release of 14-004r1 OGC Sensor Observation Service 2.0 Hydrology Profile as an OGC Best Practice Document This document is intended to describe a best practice how the SOS 2.0 standard can be applied to server WaterML 2.0 encoded hydrological observations in an interoperable manner. OWS-10 CCI Hydro Model Interoperability Engineering Report The OGC members approved release of 14-048 OWS-10 CCI Hydro Model Interoperability Engineering Report as an OGC Engineering Report Abstract: This OGC document gives guidelines for enabling interoperability among different hydro data models and services. The demonstration specifically gives out best practices for supporting interoperability among the National Hydrographic Network (NHN) of Canada, the National Hydrographic Dataset Plus (NHD+) of United States, and the OGC HY_Features model developed and proposed by the World Meteorological Organization (WMO). The discussed version of OGC HY_Features was adopted as the mediation bridge model to exchange information among heterogeneous hydrological models. OWS-10 CCI Provenance Engineering Report The Technical Committee recommends that the OGC Plannng Committee approve release of [OGC 14-001] OWS-10 CCI Provenance ER as an OGC Engineering Report Abstract: It gives guidelines for capturing provenance information at dataset, feature and attribute level. It uses the W3C PROV standard in geospatial information that can come from different sources and processing steps. It also reviews ISO19115 lineage. The document was elaborated in OWS-10.

OWS-10 CCI VGI Engineering Report The OGC members approved release of [OGC 14-016] OWS-10 Cross Community Interoperability (CCI) VGI Engineering Report as an OGC Engineering Report Abstract: This OGC Engineering Report describes the approach on integrating Volunteered Geographic Information (VGI) into the OWS-10 Cross-Community Interoperability service architecture. It provides an overview of the data sources for VGI as well as related technology. The concept of using a Web Feature Service in combination with a Sensor Observation Service for handling human as sensors is illustrated from an interoperability perspective. The developed data model is presented and illustrated with examples from a VGI platform. D&I Document Approval Motion The OGC Members approve release of [OGC 14-002] OWS-10 Annotations Engineering Report as an OGC Public Engineering Report Abstract: This engineering report gives guidelines for dealing with geospatial annotations in OGC standards. The report proposes a generic data model and a set of mappings into different popular encodings. The approach is applicable to OWS context, GMLJP2 and any other OGC standards that require annotations. Urban Planning Charter and Domain Working Group Approval The OGC Members approved formation of an OGC Urban Planning Domain Working Group and approved the Urban Planning Domain Working Group Charter, to include public access to all the processes in the DWG, including open meetings, email and Wiki. Abstract: The mission of the Urban Planning DWG is to focus on system interoperability standards for data and related processing services for urban design, implementation, and maintenance. OWS-10 CCI Ontology Engineering Report The OGC members approved release of [14-049] OGC OWS-10 Cross Community Interoperability (CCI) Ontology Engineering Report as an OGC Engineering Report Abstract: This engineering report provides a general examination of ontologies in the context of OGC data modeling, handling, and organization. OWS-10 has started to define a consistent set of ontologies implementing solid theoretical foundations and semantics. The report the provides a definition of a core ontology for representing incident information used by Incident Management Systems (IMS) and mapping symbologies used in the emergency and disaster management domain with the goal to improve interoperability between different IMS symbology sets used across multi-level jurisdiction. Finally, the report addresses ontology mapping between hydrology feature models using SPARQL and OWL2. OWS-10 Virtual Global Gazetteer Engineering Report The OGC Members approved release of [14-029r3] OGC OWS-10 Virtual Global Gazetteer Engineering Report as an OGC Engineering Report

Abstract: The Virtual Global Gazetteer integrates two gazetteers a copy of the USGS gazetteer containing domestic names and a copy of the NGA gazetteer containing non-domestic names (hosted by Interactive Instruments) and provides the capability to link to additional local gazetteers and linked data information, allowing a user to retrieve extended information on locations selected from either of the initial gazetteers. The access to linked data information provided by these gazetteers was achieved by GeoSPARQL enabling these gazetteers using semantic mapping components. OWS-10 Cross Community Interoperability (CCI) Provenance Engineering Report The OGC Members approved release of [OGC 14-001] OWS-10 Cross Community Interoperability (CCI) Provenance Report as a public OGC Engineering Report Abstract: It gives guidelines for capturing provenance information at dataset, feature and attribute level. It uses the W3C PROV standard in geospatial information that can come from different sources and processing steps. It also reviews ISO19115 lineage. The document was elaborated in OWS-10. OWS-10 CCI VGI Engineering Report The Workflow DWG recommends that the OGC Technical Committee approve release of [OGC 14-016] OWS-10 Cross Community Interoperability (CCI) Volunteered Geographic Information (VGI) Engineering Report as a public OGC Engineering Report Abstract: This OGC Engineering Report describes the approach on integrating Volunteered Geographic Information (VGI) into the OWS-10 Cross-Community Interoperability service architecture. It provides an overview of the data sources for VGI as well as related technology. The concept of using a Web Feature Service in combination with a Sensor Observation Service for handling human as sensors is illustrated from an interoperability perspective. The developed data model is presented and illustrated with examples from a VGI platform. Dissolve Business Intelligence and Decision Support Domain Working Group The OGC Members approved dissolving the Business Intelligence and Decision Support (BIDS) DWG. Reason: The work of other OGC Domain Working Groups (DWGs), such as the Workflow DWG, has assumed the work activities of the BIDS DWG. MIME-type specification for Geography Markup Language (GML) The OGC Members approved starting an electronic vote to approve the revised MIME-type specification for GML, after it has been posted to the OGC Pending Documents list for 3 weeks, as an OGC Policy When approved, the document will be submitted to IETF for inclusion in the IANA register of MIME-types.
