GENERAL 1.01 This Section provides for the interconnection (either on a lineside or trunk-side basis) between Company s switched network and a Wireless Service Provider s (WSP) public mobile radio telephone service. Wireless Access Service also provides access to and from the Company s central office switching equipment and the Company s Public Switched Telephone Network (PSTN) by WSPs in order to utilize conventional radio frequencies to provide and operate public dispatch or radio telephone service within a defined geographical area. 1.02 A WSP that owns or operates transmission facilities and wishes to interconnect with the Company must be authorized by Industry Canada to provide public mobile radio service in those areas where interconnection is requested and must also sign an interconnection agreement with the Company. 1.03 Where a WSP provides a competitive interexchange service, the terms, conditions, rates and charges specified in Section 630 shall apply. 1.04 Pursuant to the provisions of Telecom Decision CRTC 99-17, the rates and charges as contained in the Company s Section 920 Emergency Reporting and Alerting Systems will apply for routing of 9-1-1 dialed calls to emergency reporting bureaus and other agencies. 2. TERMS AND CONDITIONS APPLICABLE TO INTERCONNECTION WITH WSPs 2.01 Access to the Company s switched network is provided through the Company s designated central office. 2.02 The provision of interconnection services in this Section is subject to compliance by the WSP with all applicable authorization and equipment certification requirements and all relevant interconnection interface standards established by Industry Canada. 2.03 The Company does not make any representation that access interconnection services shall at all times be available in the quantities requested and at the locations specified by the WSP. The Company shall, however, devote its best reasonable efforts to make such interconnection services available on request, in accordance with the provisions of an interconnection agreement between the WSP and the Company and taking account of the Company s own requirements. TELEPHONE SYSTEM Page 2 T Transfer from page 1 2.04 Where it is necessary for the Company to install special equipment or to incur unusual or additional expense in order to meet a WSPs requirements, an additional charge may be assessed based upon the equipment to be installed or the expense to be incurred. 2.05 The WSP will also furnish or arrange to furnish to the Company, at no charge, any additional facilities or protective apparatus that may be required due to particular hazards at the interconnection locations. 2.06 Where equipment or facilities are provided by the WSP or its customers, the interface with the Company shall comply with industry accepted guidelines 2.07 Network Changes (a) The Company makes no representations that its equipment and facilities are adapted or will remain adapted for use in connection with WSP-provided equipment or facilities. (b) Where the Company s network does not meet the technical or operational service requirements of the WSPs system and network service (or any part thereof), the WSP shall supply, or obtain from the Company, additional service and equipment as required to meet such technical or operational service requirements. The WSP shall pay to the Company all of the company s charges for such additional labor, service and equipment in addition to all other charges the WSP is required to pay to the company pursuant to this Tariff Section. (c) The Company reserves the right to change in whole or in part, the design, function, operation or layout of its equipment or facilities as it considers necessary. The Company shall not be responsible to a WSP or its customers for any equipment or facilities which cease to be compatible with the Company s equipment or facilities or become inoperative because of such changes to the Company s equipment or facilities. (d) The Company will provide the WSP with advance notice of changes to the Company s equipment or facilities that may affect the WSPs interconnection with the Company in accordance with applicable CRTC requirements. 2.08 Network outages The Company does not guarantee uninterrupted working of its interconnection services, and shall not be liable to the WSP, its customers or to any other person, for any failure or delay in performance of any interconnection service provided pursuant to this Section, to the extent that such failure or delay is attributable to causes or results from events beyond the Company s reasonable control. Nothing in this paragraph shall extend the liability of the Company in the event of network outages or service problems. Issued: January 28, 2016 Effective: April 8, 2016 Authority: Tariff No.76

TELEPHONE SYSTEM Page 3 2.09 Protection The characteristics and methods of operation of any circuits, equipment or facilities of the WSP, when connected to the Company s circuits, equipment or facilities, shall not: (a) Interfere with or impair service over any facilities of the Company or any Telecommunications Providers with which the Company interchanges traffic; (b) Cause damage to the Company s facilities; (c) Impair the privacy of any communication carried over the Company s equipment or facilities; or (d) Create hazards to the Company s employees or to the public. 2.10 If such characteristics or methods of operation are not in accordance with Item 2.09 above, the Company will, where practicable, notify the WSP that temporary discontinuance of the use of any equipment or facilities may be required. When prior notice is not practicable, nothing contained within the Tariff shall be deemed to prelude the Company from temporarily discontinuing forthwith the availability to the WSP of any equipment or facility if such action is reasonable under the circumstances. In cases of such discontinuance, the WSP will be promptly notified and afforded the opportunity to correct the condition causing the temporary discontinuance. C 2.11 During any period of temporary discontinuance of service caused by a trouble or condition arising in the WSP s operations, equipment or facilities, no refund for interruption of service, as set forth in the Company s Terms, Section 80-14, shall be made. 2.12 The WSP shall be responsible for all charges due in respect of equipment, facilities and interconnection services provided by the Company pursuant to this Section. The WSP shall be the sole point of contact with the Company in respect of the equipment, facilities or services provided, including for the purpose of making trouble reports. 3. Trunk-side Access 3.01 Trunk-side access refers to an arrangement using interconnection facilities to enable the interchange of traffic between the Company and the WSP using CCS7 signaling. TELEPHONE SYSTEM Page 4 Revision 0 3.02 Digital Access Service Channel Digital Access Service Channel provides the facilities from the WSP s point of interconnection to the Company s Central Office. The facilities used to provide the digital circuits from the WSP s point of interconnection to the Company s Central Office may be provided by the Company or by another Telecommunications Provider. Where the facilities used to provide Digital Access Service Channel are provided by the Company, the monthly rate, service charge and construction charge applicable for each Digital Access Channel as per Section 900-Digital Network Services, Item 3.04-Type 2 DNA service apply, in addition to the rates and charges identified below for Trunk-Side Termination service. 3.03 Trunk-Side Termination a) Trunk-Side Termination provides for the interconnection and routing of all traffic to telephone numbers within the Company s Local Calling Area where the Company interconnects with a WSP s point of interconnection for Wireless Access Service. For clarity, Trunk-Side Termination provides traffic routing for traffic from the Company s PSTN to a WSP s network and for traffic from a WSP s network to the Company s local PSTN. b) The monthly rates specified below apply for each activated DS-0 and varies according to the total number of activated DS-0s between the WSP switch and the Company s switch c) The order processing service charge specified below applies for each order for a group of DS-0s, not limited to the same DS-1 that are connected at the same location and ordered at the same time. The activation or change service charge specified below applies for each DS-0 activated or changed. CCS7 Signaling Interconnection (ie; CCS7 signaling on trunk-side interconnection) will provide WSPs using trunk-side interconnection with the ability to interconnect their own CCS7 signaling network with the Company s CCS7 signaling network in order to exchange ISUP (ie; ISDN User Part) signaling information necessary to support the completion of calls between the two networks. The digital access and network transport facilities to carry the CCS7 signal between the Company s switch and the WSP s signal transfer point (STP) or switch can be supplied by the WSP, or subscribed to from the Company. Where the facilities used to provide the digital access and network transport facilities to carry the CCS7 signal between the Company and WSP are provided by the Company, the monthly rate, service charge and construction charge applicable for each Digital Access Channel as per Section 900- Digital Network Services, Item 3.04-Type 1 DNA service apply, in addition to the rates and charges identified below for CCS7 Signaling Interconnection. The monthly rate specified below applies for each CCS7 port connection used to establish CCS7 Signaling Interconnection between a WSP s STP or switch and a Company switch. For purposes of establishing CCS7 Signaling Interconnection, a DS-0 Set means a group of DS-0s within the same DS-1 connected at the same location and ordered at the same time. When it is necessary for the Company to incur expenses in order to meet WSP requirements to add/change a signaling route after the initial set-up, the WSP shall pay additional charges based on estimated time and costs incurred to meet the WSP s request as well as the service charge specified below for a Change/Add Order. In addition, the service charge specified below applies for operations and translations associated with the provisioning of port connections to establish DS-0 channels for links between the WSP s STP or switch and the Company s switch. This charge applies to each WSP request for work to be completed at the same time and applies only once for all connections ordered at the same time. (g) CCS7 Signaling Interconnection Rates and Charges MONTHLY RATE, EA INITIAL CHANGE/ADD OPERATION AND PORT CONNECTION ORDER, EACH ORDER, EACH TRANSLATION FOR DS-0 SET DS-0 SET LINK $1,393.00 $1,021.45 $667.06 $3,266.50 4. 100 BLOCK ROUTING Block routing refers to an arrangement whereby the Company will verify that an incoming call is destined to a telephone number activated on behalf of a WSP, then route the call to the WSP s switch on a trunk-side basis, enabling the exchange of CCS7 signaling information. The WSP may request block routing on the basis of blocks of 100 numbers. For each consecutive group of 100 blocks for which 100 block trunkside routing is provided, the WSP shall pay to the Company the applicable service charge. PHONE NUMBERS RESERVED OR ASSIGNED The Company provides 7-digit telephone numbers with out pulsing in blocks of 100 from a non-dedicated NXX. Numbers may be activated immediately or reserved for activation at a later date. Telephone numbers will be reserved for a minimum of one month, and remain reserved until placed in service or released at the request of the WSP. TELEPHONE SYSTEM Page 7 5.01 The WSP is responsible for all charge levied in respect of all calls associated with any telephone number assigned and activated on behalf of that WSP. 5.02 The Company does not provide a directory listing in respect of telephone numbers reserved or activated on behalf of a WSP. The Company will arrange to have a telephone number assigned to a WSP listed in a LEC s directory upon request by a WSP on behalf of its end-customer. Any charges levied on the Company by the LEC providing the directory will be payable by the WSP to the Company. 5.03 Reserved Telephone Numbers The service charge specified below applies for each request to reserve any quantity of telephone numbers at one location at the same time. In addition, the monthly rate specified below applies for each telephone number reserved but no in service. LINE-SIDE ACCESS 6.01 Line-side access refers to an interconnection arrangement using facilities over which PSTN dial tone is delivered to enable the interchange of traffic between the Company and the WSP. 6.02 Line-Side Access Service Channel Line-side access is provided through derived digital DS-0 circuits. The facilities used to provide the digital circuits from the WSP s point of interconnection to the Company s Central Office may be provided by the Company or by another Telecommunications Provider. Where the facilities used to provide Digital Access Service Channel are provided by the Company, the monthly rate, service charge and construction charge applicable for each Digital Access Service Channel as per Section 900-Digital Network Services, Item 3.04- Type 2 DNA service apply, in addition to the rates and charges identified below for WSP Link and Wireless Service Network services. 6.02 WSP Link The monthly link rate specified below applies to each Line-Side Access Service Channel terminated at the Company s switch. Answer supervision and MF signaling are included.
