ABOUT R20 REGIONS OF CLIMATE ACTION Inspired by the environmental history of California, R20 Regions of Climate Action was founded in 2011 by Governor Arnold Schwarzenegger, in cooperation with a number of leading Regions, the United Nations, Development Banks, Clean-Tech companies, Academia and a number of NGOs to support sub-national authorities around the world to develop green infrastructure projects.
R20 APPROACH R20 acts as a broker and liaison manager which connects the dots between policy-makers, technology providers and public-private investors to facilitate the identification, structuring, the bancability and the financing of low carbon and resilient infrastructure projects for their implementation through Public private partnership. R20 Today, Connecting over 500 states, provinces and other regional members & affiliates, in order to share best practices and technologies In doing so R20 and its partners are reducing investment risk for investors
R20 FEATURED SUCCESSES
R20 VALUE CHAIN Thanks to its first successes, R20, has developed a financial and technical ecosystem able to cover the whole value chain of green infrastructure project development, financing and implementation.
R20 works with networks of sub-national authorities to identify potential low carbon and resilient infrastructure projects. Launched in June 2016 with the support from Leo DiCaprio Foundation, this campaign has allowed R20 to identify over 450 infrastructure projects with official sub-national or national mandates.
Training & capacity building is an important aspect of project designing and structuring, which is why R20 conducts workshops, training programs and policy advisory services with local governments as well as with private and public sector partners. R20 is the only sub national governments network licensed to deliver training on SOURCE, an online software platform developed by the Sustainable Infrastructure Foundation (SIF), with the support of MDBs and DFIs, dedicated to assisting public sector users to prepare infrastructure projects. «Territories, Technology and Financing a Portfolio of Innovative Projects in the Green Economy» is a specialized Master s program created by R20, in partnership with Ecole Nationale Supérieure des Mines in Saint-Etienne (France), the National Polytechnic School of Oran (Algeria) and the Senghor University of Alexandria (Egypt).
R20 works with its corporate partners to establish a number of Pre- Investment Facilities and help project developers perform feasibility studies thus ensuring bankability of infrastructure projects. The Waste Pre Investment Facility, developed in partnership with EGIS, is a revolving Fund delivering Investment-Ready projects in Waste management A Renewable Energy & Energy Efficiency PIF is currently under development in partnership with BG Group and Alpiq, two Swiss leading company.
R20 promotes a number of innovative financial mechanisms to facilitate the development of the most promising projects. The Planet Pledge Fund and the Sub-national Climate Fund will provide and attract investment capital to fund project implementation. SnCF uses a blended financing model including soft money from Governments and Foundations for first loss junior tranche, a mezzanine from Development Banks and senior debt tranche from private finance institutions. The Planet Pledge Fund is an initiative stemming from a coalition of philanthropists who will pool their resources to create a $1 billion fund.
R20 is committed to Measure, Report and Verify (MRV) projects contribution to GHG emission reductions as well as their positive impacts towards sustainable development. R20 with Blue Orchard, is currently developing, in partnership with Gold Standard and Myclimate foundation a best in class MRV system
