Marine Institute Job Description Position Contract Service Group Location Temporary Systems Administrator Team Leader Temporary Specified Purpose contract for a duration of up to 3 years Ocean Science and Information Services (OSIS) Rinville, Oranmore, Co Galway Brief description of the Marine Institute: The Marine Institute is a non-commercial semi-state body, which was formally established by statute (Marine Institute Act, 1991) in October 1992. Under the Act, the Marine Institute was given the responsibility: to undertake, to co-ordinate, to promote and to assist in marine research and development and to provide such services related to marine research and development, that in the opinion of the Institute will promote economic development and create employment and protect the marine environment. The Marine Institute is the national agency responsible for marine research, technology, development and innovation (RTDI). The Marine Institute seeks to assess and realise the economic potential of Ireland s 990,000 km 2 marine resource; promote the sustainable development of marine industry through strategic funding programmes and scientific services; and safeguard the marine environment through research and environmental monitoring. The Institute works in conjunction with the Department of Agriculture, Food and Marine (DAFM) and a network of other Government Departments, semi-state agencies, national and international marine partners. The vision of the Marine Institute is a thriving maritime economy in harmony with the ecosystem and supported by the delivery of excellence in our services. In order to achieve this vision, the MI has six service areas; (1) Ocean Science and Information Services, (2) Marine Environment & Food Safety Services, (3) Fisheries Ecosystems Advisory Services, (4) Irish Maritime Development Office, (5) Policy, Innovation and Research Support Services, and (6) Corporate Services. A new Marine Institute five-year strategy is currently in preparation and will be launched in 2018. Ocean Wealth (HOOW) is Ireland s Integrated Maritime Plan (see www.ouroceanwealth.ie). HOOW sets out a roadmap for the Government s vision, high level goals and integrated actions to enable Ireland s marine potential to be realised. As part of the implementation of HOOW, the Government published in 2017 the National Marine Research & Innovation Strategy 2017-2021. Description of Ocean Science and Information Services (OSIS): The mission of OSIS is To provide scientific, operational and analytical support and services to strategic RTDI and statutory monitoring programmes (at national and international level) to promote and support the sustainable development of Ireland s marine resources Ocean Science and Information Services incorporates: Information Services & Development Advanced Mapping Services Marine Operations Oceanographic Services Information Services & Development (IS&D) Information Services & Development (IS&D) is responsible for the provision of information and communications technology and the central co-ordination of data activities. To do this IS&D is made up of three teams i.e. - IT Operations The IT Operations team manages the Institute s ICT infrastructure to support reliable and efficient Institute service delivery, including corporate and scientific operations with a focus on reliability, efficiency, and security. - Application Development The Application Development team manages Institute software services supporting corporate management and scientific data processing, analysis and information access. - Data Management The Data Management team provides scientific data management services and support to enable efficient and effective scientific data processes and ensuring good data governance. Summary of the Role: The Systems Administrator (SA) will be a senior member of the IT Operations team and working with the IT Systems and Operations Manager will be responsible for day to day operation and support of information technology services supporting Institute services including Fisheries Ecosystems Advisory Science, Marine Environment and Food Safety, and Oceanography and Information Services. In particular, the System Administrator will support, maintain and develop IT systems with a focus on data processes including scientific data processing and analysis, and information delivery to a range of stakeholders. The role will support data governance and security, data management and integration, and information delivery capabilities to allow responsive and effective scientific advice to be delivered quickly for a range of marine sectors, including fisheries, food safety and environmental management. Specifically, the role will work within the IT Operations team to support the ongoing maintenance of systems hardware and operating system software and related IT infrastructure to ensure its availability, maintenance and security. This enables the Institute s ability to collaborate and to manage and analyse scientific data and deliver resulting information to key stakeholders. The SA will resolve incidents and problems reported to and escalated by the IT Service Desk in line with Business Service Level Agreements. Together with the IT Systems and Operations Manager the Systems Administrator will provide technical solutions for the provisioning of new information service solutions and will be responsible for OSIS / JD Systems Administrator (Team Leader) July 2018 Page 2 of 5

the effective operation of the IT infrastructure including servers, storage area networks, tape backup facilities, wide area, local area and Wi-Fi networks, firewalls, desktop and laptop computers, associated operating systems, and automated distribution of system software and critical security patches. The role will require working closely with groups across the Institute, providing technical advice and support. The ideal candidate will be a strong communicator and will promote ICT-related technology, processes and practice to drive effective use of technology to support Institute services. Principal Tasks: Service Provisioning Participate in projects and advise on technical feasibility and security of solutions (including local, hybrid and cloud solutions). Configure system software in support of new services and projects. Provision IT services for staff, including new staff, moves, adds and changes. Engage with service providers to install and configure new IT infrastructure in response to increased capacity requirements and/or the provision of new services. Extend the Wide Area Network as required. Operations & Support: Perform routine system checks to verify availability of ICT services each day. Diagnose and resolve service problems efficiently and effectively in response to incidents reported to the IT Service Desk. Perform regular security monitoring to prevent intrusion of viruses, ransomware, spyware or malware. Perform daily and weekly backup operations to ensure systems and user data are backed up. Carry out routine IT service provisioning by creating, changing and deleting user accounts as required. Develop and implement a Service Level Agreement to include KPI s on IT service quality and delivery to support business requirements. Maintenance Apply critical service patches (e.g. security) promptly and upgrade administrative tools as necessary. Ensure the key elements of IT infrastructure are covered by vendor support and maintenance contracts. Conduct performance tests and add capacity to the IT infrastructure as needed (e.g. virtual and physical servers, SAN, network switches, etc.). Keep server room and regional office communication cabinets, cabling and equipment in good condition to support reliable connectivity between teams and availability of services. Ensure operational procedures and information required to deliver IT services are documented. Conduct and record results of disaster recovery, business continuity and intrusion detection tests. Work with the IT Systems and Operations Manager to ensure relevant IT policies, standards and procedures are updated regularly. Keep accurate records, with details of maintenance applied to the IT infrastructure. Ensure IT security audits are carried periodically and act promptly and close out issues raised in IT audits. Reporting Structure: The individual will report to the IT Systems and Operations Manager, and other IS&D managers as appropriate. OSIS / JD Systems Administrator (Team Leader) July 2018 Page 3 of 5

Contacts: The Systems Administrator will work within the Information Services & Development Section primarily within the IT Operations Team. Other contacts include the IS&D Section Manager, the wider IS&D team, the Director of OSIS and wider OSIS team, staff across the organisation, external contacts in partner agencies and Departments and research organisations. Essential: Education, Professional or Technical Qualifications, Knowledge, Skills, Aptitudes, Experience, and Training A degree in computer studies, Information Technology or a relevant area. A minimum of 3 years experience of delivering IT services and provisioning IT infrastructure. Administration of Windows Environments, including Windows Operating Systems, Active Directory, Microsoft Hyper-V, Exchange and ideally System Centre Configuration Manager, Operations Manager & Virtual Machine Manager. Backup, Restore and Disaster Recovery. Experience administering an effective backup and recovery, and disaster recovery policy supporting Business SLAs and Business Continuity plans. Systems administration experience, including LAN/WAN administration, SAN management and administration, Firewall Administration experience. Experience of current IT technologies e.g. Azure cloud systems. Strong IT Competence demonstrating a deep knowledge of information technology and emerging trends. A demonstrable focus on customer service. A demonstrable focus on service improvement. Good written and verbal communications skills. Experience of communicating with IT end-users such as providing status updates to IT teams and managers and of writing technical documentation is required. Desirable: A post-graduate qualification in computer studies, information technology or similar. Experience of structured IT service delivery practices e.g. ITIL. A clear understanding of the ICT sector including emerging technologies, best practices and security threats. Experience administering CommVault Backup & Recovery products. Experience administering Dell Compellent Storage Environments. Working knowledge of Cisco or Alcatel switching CLI. Experience leading technical projects. Demonstrates a proven ability in the management and development of people. Experience administering Juniper SRX Firewalls Working knowledge of Unix/Linux Special personal attributes required for the position: Ability to work effectively in a team to achieve common goals. Salary: Remuneration is in accordance with the Public Sector, Department of Finance approved Salary Scale for the Team Lead grade with a salary of 60,363 per annum. You will become a member of the Single Public Service Pension Scheme. Annual Leave: Annual leave entitlement for a Team Lead is 27 working days per annum pro-rated to reflect time worked. Annual leave entitlements are exclusive of Public Holidays. All leave must be approved in advance in line with Marine Institute leave policies, by your manager or their authorised representative. Duration of Contract: The successful candidate will be offered a specified purpose contract for a duration of up to 3 years. A 12 month probation period will apply to this position.
