Climate Resilient Green Economy (CRGE): Vision CRGE strategy to protect the country from the adverse effects of climate change and to build a green economy Vision: middle income and carbon neutral country by 2025 Business As Usual (BAU Scenario): GHGs emissions from 150 million tons of CO2e in 2010 to 400 million tons of CO2e in 2030 Unsustainable natural resource use: Unsustainable growth (depleting natural capital)

Pillars of the Green Economy Improved crop and livestock production efficiency for reduced emissions Protecting and re-establishing forests (REDD+) Expanding electricity generation from renewable sources (clean) for domestic and regional markets Leapfrogging to modern and energy-efficient technologies in industry and transport sectors, and buildings

Significance of REDD+ in Ethiopia Forestry has 50% GHGs Abatement (REDD+) Forest sector currently emits 37% of the national emissions (deforestation and forest degradation) Forestry in 5 million ha of forest and 2 million ha of woodland alone represents around 50% of the total domestic abatement potential (or 130 Mt CO2e) and,

Phases of REDD+ and Timeframe in Ethiopia

Milestones in REDD+ Process in Ethiopia 1. REDD+ process started in 2008; EPA letter of intent to participate and R-PIN submitted to FCPF 2.R-PIN approved in 2009 (Ethiopia became REDD+ participant country) 3. R-PP developed in 2010-2011 and approved in March 2011 by FCPF 4. Meanwhile, REDD+ organized as one of the four pillars of the green economy strategy of CRGE 5. Ethiopia Grant Agreement Signed for R-PP implementation in October 2012 6. REDD+ Partnership Agreement with Norway signed in August 2013 7. REDD+ Readiness Phase Officially Launched in January 2013

What is REDD+ Readiness Phase? Building capacity in REDD+ Countries to develop the technical and policy infrastructure needed for effective implementation of REDD+ at the national level.

Activities in NationalREDD+ Readiness 1. Organize and Consult: 1a. Establishing the National REDD+ Management Structure 1b. Capacity building, Consultation and Participation of stakeholders 2. Developing the National REDD+ Strategy: 2a. Assessment of Land Use, Drivers, Forest Policy and Governance 2b. REDD Strategy Options (learning from piloting) 2c. REDD Implementation Framework (guidance on benefit sharing, clarity on carbon rights or responsibilities for managing credits, or create national registries- legal and institutional reforms) 2d. Social and Environmental Impacts (SESA and ESMF) 3. Develop Reference Scenario /Reference Emissions Levels/ Reference Levels: 4. Design Measurement, Reporting and Verification System: 4a. Emissions and Removals 4b. Other Benefits and Impacts 5. Design a Program Monitoring and Evaluation Framework

Status: Mobilizing Financial Resources Readiness Budget available (13.6 million USD) FCPF (World Bank) 3.6 million USD Norway 5 million USD DFID (UK) 5 million USD Additional resources mobilized: Oromia Emission Reduction Program Design (3 million for program design and up to 50 million USD for ER purchase) Norway pledged more (REDD+ Partnership Agreement) to be released through the CRGE Facility based on performance

Status: Capacity Building and REDD+ Management 1. Organize and Consult: 1a. The National REDD+ Management Structure at federal level completed (including REDD+ Secretariat) 1b. Capacity building, Consultation and Participation of stakeholders: awareness to more than 1000 people Published materials: booklet and T-shirts, Website (MoA) ToT for regional REDD+ focal persons and senior experts Participation in international REDD+ events

Status: REDD+ Strategy 1. Developing the National REDD+ Strategy: Two major consultancies to be launched in June/July and invitation made, and SESA/ESMF shortlisting of firms A study on institutional and legal frameworks for REDD+ implementation launched this week These studies provide inputs to national REDD+ strategy Forest definition going on REDD+ Strategy Task Force established Preliminary REDD+ Strategy in the CRGE

Status: REDD+ Strategy 2.Institutional measure: Keystone action: Political commitment of GoE: Ministry of Environment and Forest Organization at lower levels still remains unanswered and the implications for capacity building

Status: REL/MRV 3. Develop Reference Scenario /Reference Emissions Levels/ Reference Levels: 4. Design Measurement, Reporting and Verification System: 4a. Emissions and Removals REDD+ RL/MRV Road map developed (NICFI) RELs/ MRV Task Force established International MRV Specialist hired NFI launched: REDD+ compliant MRV system and RL implementation largely to be supported by FAOinternational expertise REL/MRV Project proposal finalized (3 years); agreement to be made

Status: Readiness M&E Framework 5. Design a Program Monitoring and Evaluation Framework Consultant to workout the M&E framework in consultation with M&E Expert and REDD+ Secretariat (coming onboard) R-PP as source of information for Readiness actions To be completed in June 2014

Next Steps: 4 th Quarter Annual work plan for 2014/2015 FY Preparation of Annual Report for 2013/14 FY Planning for Additional Finance going on and Signing Agreement b/n WB and GoE Planning, guidance and discussion meetings with management bodies A team to work on investment portfolio for Norway s next contributions/payments Regional REDD+ awareness Exposure visit and national REDD tour

Oromia REDD+ Pilot Program Oromia Jurisdictional REDD+ Program (1.7 million ha forest resource, institutions and REDD experience) in March 2013 Aim: sell carbon by protecting forests under OFWE s concession National stakeholders discussed over this program in May 2013 Receiving global attention Now in design phase (4 technical studies to be launched in May) Generates up to 40 million tons of CO2e until 2020; and up to 260 million tons of CO2e until 2035 Lessons will feed the national REDD+ Strategy National Stakeholders awareness; design to be completed in 18 months, Norway pledged to buy generated carbon credits (50 million USD) National Coordinator for REDD+ Pilots Staff recruited for Oromia REDD+ Coordination unit
