290-3-2-.21 290-3-2-.21(2)(a)4. 290-3-2-.21 Renewal Requirements: Continuation or Reinstatement. (1) General Requirements for the Continuance of a Valid Renewable Certificate. (a) To continue a certificate is to update it without allowing it to lapse by meeting requirements prior to September 1 of the year of its expiration and submitting the application no later than December 31 of the calendar year of the expiration of the certificate. (b) All Professional Educator Certificates and renewable Career and Technical Certificates when continued are valid for five years unless all requirements based on rules in effect prior to July 1, 1997, were met prior to September 1, 1997, and the application submission date was by October 31, 1997. (c) All educational experience, allowable credit, and allowable professional development applied toward the continuation of a certificate must be completed during the valid period of the current certificate but no later than August 31 of the calendar year of expiration of the certificate. (d) Certificates and licenses may not be continued prior to the calendar year of their expiration. (e) Requirements for the renewal of a Level II Speech-Language Pathology Assistant Certificate are in Rule 290-3-2-.15(5). (2) Requirements for the Continuance of a Valid Professional Educator Certificate. (a) A Professional Educator Certificate in areas other than instructional leader, practicing instructional leader, educational administrator, superintendent, principal, supervisor, superintendent-principal, and career and technical administrator may be continued with verification of one of the following: 1. Three full years of full-time satisfactory educational experience and one of the following: (i) Fifty clock hours of allowable professional development as described in Rule 290-3-2-.21(8). (ii) Three semester hours of allowable credit as described in Rule 290-3-2-.21(7). 2. Fifty clock hours of allowable professional development as described in Rule 290-3-2-.21(8) and three semester hours of allowable credit as described in Rule 290-3-2-.21(7). 3. Six semester hours of allowable credit as described in Rule 290-3-2-.21(7). 4. Certification from the National Board for Professional Teaching Standards (NBPTS) earned during the valid period of the Alabama Professional Educator Certificate currently held.

290-3-2-.21(2)(b) 290-3-2-.21(2)(c)2. (b) A Professional Educator Certificate for instructional leader, practicing instructional leader, educational administrator, superintendent, principal, supervisor, superintendent-principal, and career and technical administrator may be continued with verification of one of the following: 1. Three full years of full-time satisfactory educational experience and one of the following: (i) Fifty clock hours of allowable professional development as described in Rule 290-3-2-.21(8). (This option will be phased out beginning with certificates that expire June 30, 2010, and thereafter.) (ii) Five professional learning units of allowable professional development as described in Rule 290-3-2-.21(8). (This option will be phased in beginning with the 2008-2009 scholastic year.) (iii) Three semester hours of allowable credit as described in Rule 290-3-2-.21(7). 2. Fifty clock hours of allowable professional development as described in Rule 290-3-2-.21(8) and three semester hours of allowable credit as described in Rule 290-3-2-.21(7). (This option will be phased out beginning with certificates that expire June 30, 2010, and thereafter.) 3. Five professional learning units of allowable professional development as described in Rule 290-3-2-.21(8) and three semester hours of allowable credit as described in Rule 290-3-2-.21(7). (This option will be phased in beginning with the 2008-2009 scholastic year.) 4. Six semester hours of allowable credit as described in Rule 290-3-2-.21(7). (This option will be phased out beginning with certificates that expire June 30, 2010, and thereafter.) (c) Superintendents. For every scholastic year (July 1 to June 30) of employment as a superintendent during the valid period of the certificate to be renewed, superintendents must also complete 50 clock hours of allowable professional development or one professional learning unit (PLU) prior to September 1 after the end of the scholastic year. Additional information is in Rule 290-3-2-.21(8).These hours meet the requirement in Rule 290-3-2-.21(2)(b). (Three semester hours will equate to 50 clock hours of allowable professional development or one PLU.) Allowable credit, as described in Rule 290-3-2-.21(7), used to meet continuation requirements must be from a regionally accredited senior institution and meet one or both of the following criteria: 1. Sixth-year level credit earned in the area of instructional leadership or educational administration in a state-approved program. 2. Doctoral credit earned in the area of administration.

290-3-2-.21(2)(d) 290-3-2-.21(4)(b) (d) Special provision for some retired teachers. An individual who retired from a teaching or instructional support position in an Alabama public school system and who had at least 25 full years of full-time satisfactory educational experience and a valid Alabama Professional Educator Certificate at the time of retirement may continue the Professional Educator Certificate by documenting at least 100 clock hours of allowable professional development in lieu of the options indicated in Rule 290-3-2-.21(2)(a) and (b). (3) Requirements for the Continuance of a Valid Career and Technical Type, Level, or Specialty Area Certificate. (a) A renewable Type, Level, or Specialty Area Career and Technical Certificates may be continued with verification of one of the following: 1. Three full years of full-time satisfactory teaching experience in career and technical education and one of the following: (i) Fifty clock hours of allowable professional development as described in Rule 290-3-2-.21(8). (ii) Three semester hours of allowable credit as described in Rule 290-3-2-.21(7) 2. Fifty clock hours of allowable professional development as described in Rule 290-3-2-.21(8) and three semester hours of allowable credit as described in Rule 290-3-2-.21(7). 3. Six semester hours of allowable credit as described in Rule 290-3-2-.21(7). (b) The continuation of a Career and Technical Certificate in health science requires verification of a valid license or certificate as a healthcare practitioner. (c) Cosmetology applicants must provide evidence of a valid Alabama Cosmetology Instructor license. (d) A Type II or III Career and Technical Certificate in technical education or health science issued on the basis of rules in effect prior to July 1, 1997, may be continued but not reinstated. (4) General Requirements for the Reinstatement of an Expired Professional Educator Certificate or a Career and Technical Level or Specialty Area Certificate. (a) To reinstate a lapsed certificate is to validate it by meeting requirements on or after September 1 of the year of its expiration. A lapsed certificate may be reinstated by meeting all current requirements in effect at the time the application is received in the Office. (b) Expired certificates may be reinstated, except those designated as not eligible for reinstatement in the current edition of the Subject and Personnel Codes of the Alabama State Department of Education and those Career and Technical Certificates designated herein as certificates that cannot be reinstated.

290-3-2-.21(4)(c) 290-3-2-.21(5)(c) (c) A Professional Educator Certificate or a renewable Career and Technical Level or Specialty Area Certificate may be reinstated with verification of one of the following: 1. Verification of nine semester hours of allowable credit, as described in Rule 290-3-2-.21(7), earned within five years prior to the beginning date of the reinstated certificate. A maximum of 50 clock hours of allowable professional development as described in Rule 290-3-2-.21(8), which equate to three semester hours, may be applied to this requirement. 2. If, within the ten years immediately preceding the submission date of the renewal application, the applicant verifies having met the continuation requirements prescribed in Rule 290-3-2-.21(2)(a) and (b) and Rule 290-3-2-.21(3)(a) previously listed for each of the two five-year periods. (d) Special provision for some retired teachers. An applicant who retired from a teaching or instructional support personnel position in an Alabama public school system and who had at least 25 full years of full-time satisfactory educational experience and a valid Alabama Professional Educator Certificate at the time of retirement may reinstate the Professional Educator Certificate by documenting at least 150 clock hours of allowable professional development, as described in Rule 290-3-2-.21(8) earned within five years prior to the beginning date of the reinstated Professional Educator Certificate in lieu of the option indicated in Rule 290-3-2-.21(4)(c)1. 4. If the Professional Educator Certificate has lapsed for more than six months from the date of expiration, the applicant must successfully complete the requirements of the Alabama Prospective Teacher Testing Program (APTTP). Additional information is in Rule 290-3-2-.01(4) and Rule 290-3-2-.01(31). (5) Requirements for the Reinstatement of an Expired Career and Technical Level or Specialty Area Certificate. (a) The reinstatement of a Career and Technical Certificate in health science requires verification of a valid license or certificate as a healthcare practitioner. (b) The reinstatement of a Career and Technical Certificate in technical education for cosmetology applicants requires evidence of a valid Alabama Cosmetology Instructor license. (c) Type I, II, or III Career and Technical Certificates in technical education or healthcare science and technology that lapse cannot be reinstated. In this case, an applicant who is seeking a current Career and Technical Certificate in technical education must meet the requirements for a Specialty Area 1, 2, 3, 4, or 5 Career and Technical Certificate in technical education. An applicant who is seeking a Career and Technical Certificate in health science must meet the requirements for a Specialty Area 1, 2, 3, 4, or 5 Career and Technical Certificate in health science.

290-3-2-.21(6) 290-3-2-.21(7)(e)2. (6) Renewal or Reissuance of Other Certificates. Information about the requirements for renewing or reissuing other types of certificates are in the rule for the specific type of certificate. (7) Allowable Credit. (a) Semester or quarter hours of college or university credit, earned and applied toward renewal, must be completed at a regionally accredited senior institution. Continuing education credit is not equivalent to college course credit. (b) Appropriate course content. The allowable credit must be earned in one of the following: 1. A state-approved teacher education program in the teaching field or area of instructional support for which the person holds a certificate. 2. A state-approved teacher education program in a different teaching field or area of instructional support. 3. A doctoral program in the teaching field or area of instructional support for which the person holds a certificate. (c) Appropriate level of coursework. Allowable credit must meet one of the following criteria: 1. Upper division or graduate level courses for the renewal of a Class B Professional Educator Certificate, a Type II or Type III Career and Technical Certificate, a Level 3 Career and Technical Certificate in technical education, a Specialty Area 3 Career and Technical Certificate in technical education or health science, or a Level 4 or Specialty Area 4 Career and Technical Certificate in technical education or health science. 2. Graduate level courses for the renewal of a Class A Professional Educator Certificate, a Class AA Professional Educator Certificate, a Level II Speech-Language Pathology Assistant Certificate, or a Level 5 or Specialty Area 5 Career and Technical Certificate in technical education or health science. (d) Deadline. Allowable credit in teaching field coursework, professional education coursework, or coursework applicable toward meeting requirements for additional certification must be earned prior to September 1 of the year the certificate becomes effective. (e) Grade requirements. Allowable credit must be earned with grade of: 1. C or above for a Class B Professional Educator Certificates, a Type II Career and Technical Certificate, a Type III Career and Technical Certificate, a Level 3 Career and Technical Certificate in technical education, a Specialty Area 3 Career and Technical Certificate in technical education or health science, or a Level 4 or Specialty Area 4 Career and Technical Certificate in technical education or health science. 2. B or above for a Class A Professional Educator Certificate, a Class AA Professional Educator Certificate, a Level II Speech-Language Pathology Assistant

Certificate, or a Level 5 or Specialty Area 5 Career and Technical Certificate in technical education or health science. 290-3-2-.21(8) 290-3-2-.21 History (8) Allowable Professional Development: Continuing Education Units (CEUs) and Professional Learning Units (PLUs). Professional development is defined in Rule 290-3-2-.01(28) (a) CEUs earned and applied toward renewal must meet all of the following requirements: 1. Based on the individual's professional growth needs as identified through performance evaluations, if employed. 2. Related to professional education with consideration given to the sponsoring organization, the professional qualifications of the presenter and the purposes, goals and evaluation of the activity. 3. Consistent with the Alabama Standards for Professional Development as described in Rule 290-4-3-.01(3). 4. Verified as prescribed on Form APP. 5. Earned prior to September 1 of the year for which the certificate s new valid period is to become effective. (b) Professional learning units (PLUs) for instructional leadership is defined in Rule 290-3-2-.01(29). 1. The PLU will take the place of the continuing education unit (CEU). 2. PLUs are anticipated to be available beginning with the 2008-2009 scholastic year. 3. PLUs shall be required for renewal of a Professional Educator Certificate for an instructional leader, practicing instructional leader, educational administrator, superintendent, principal, superintendent-principal, and career and technical administrator in accordance with the timetable established through the Alabama Continuum of Leadership Development as described in Rule 290-4-3-.01, Inservice Education and Professional Development for Instructional Leaders.
