The IPA Adriatic Cross-border Cooperation Programme is the result of joint programming work carried out by the relevant participating countries and is part of the cooperation process in the Adriatic area. Many factors make cooperation in the Adriatic area important today, particularly from a political and economic point of view: Geographic and cultural proximity which make possible the intensification of multilateral relationships among Adriatic coastal regions to support local processes of harmonious growth, sustainable development and unity among peoples. Political stability of the area. Following the Balkan wars, the area is now moving towards progressive integration both vertical (within European and International institutions) and horizontal through the creation of a free trade area. Among 104 projects, 11 projects were funded with the innovative Targeted call on EUSAIR launched in 2016. This is the result of the strong will of the Managing Authority as the first tangible implementation of the EUSAIR Action Plan, which represents a particularly relevant Strategy adopted by the European Commission for the Adriatic-Ionian region. The significant added value of the call for proposals concerns the capitalization of the results of 38 projects previously financed by the Adriatic IPA CBC Programme, through the sharing, optimization and transfer of the outputs produced, with the aim of strengthening cross-border cooperation by combining the priorities of the Adriatic IPA CBC Programme with the four pillars of EUSAIR through feasibility studies and sharing of best practices. The common theme of the IPA Adriatic CBC Programme and the Eusair Strategy is sustainability. Sustainability is also the common thread between the S3 Strategy of the Abruzzo Region and the fundamental principles of the Pescara Charter recently approved by the Regional Council of Abruzzo. Abruzzo Region S3 Abruzzo ERDF Programme was approved in august 2015, so already in October Abruzzo Region tried to present the RIS3 Strategy based on a desk analysis and statistic evidence: that document got 192 remarks from the Commission and the main point was:..your Strategy is more a research than a on going process so Abruzzo Region staff decided to rewrite the document, starting from the governance: was officially stated that the Strategy would have been shared together with the stakeholders, meaning the real actors of the local development, and in the meanwhile the Programme was stopped. From January 2016 Abruzzo Region staff started selecting about 500 SME's and about 10 large enterprises from the region, using some shared criteria such as: SME's participating to Horizon 2020 or to the 7 th Framework Program or at least to our ERDF 2007-13 Program, SMEs having patents registered in the last 2 years; SMEs investing in research more than the regional average, and so on. Studying this statistic sample Abruzzo Region staff realized that the more innovative enterprise of the region could have been divided in 5 main areas (Technological Dominion), 3 already known and operating and the last 2 still to be rediscovered: Automotive; ICT/Space; Health Care, Agri-food and Fashion/design. Than Abruzzo Region completed the process, with the entrepreneurial discovery, in order to know directly from the selected stakeholder the main medium term investment prospective: during the following 8 month we manage about 25 focus groups (5 per each dominion), and than just reported what learnt in our new Smart Specialization Strategy; for instance Automotive sector proposed 3 main strategic strand: hybrid (or full electric power train), vehicle lightening (especially for the last mile commercial delivery) and design for disassembling ( cradle to cradle engineering). Presented to the Commission in September, the Strategy was approved in a couple of months. We do believe that added value is in the method achieved: every call for proposal founded by EU will follow this way and all the main resources of the 2014-20 programming period are oriented towards the 5 technological sector, supporting the private investment foreseen The IPA Adriatic CBC Programme is co-funded by European Union, Instrument for Pre-Accession Assistance (IPA) 15
