Hence, financing for the bulk of activities of the project, such as mass card replacement are therefore still pending the finalization of the legal framework. The BEC has now recruited an international legal expert who is working with national legal experts to respond to comments made by the Bank's legal team and finalize the legal framework for the NID system. The Financing Agreement of the project was amended on March, 27, 2012 to finance some of the activities and this has therefore resulted in some project activities, notably hiring the international legal expert. The project has also had its first steering committee meeting on November 30, 2012. The participants of the meeting stressed the need to introduce verification services. The BEC has signed MOUs on identification verification services with the National Board of Page 1 of 5
Revenue (NBR) and the Bangladesh Bank (BB). The NBR, the BB BEC, and few other public as well as private service providers are keen to use the NID database for verification to facilitate access their services by citizens. The inception report is due by December 17, 2012. By end January 2013, the legal experts will present the background of the drafting exercise of the legal framework to BEC. The background of the drafting exercise would also be commented by the legal expert of the World Bank. Subsequently, the legal framework will be drafted by the legal experts of BEC for submission to the Ministry of Law, Justice and Parliamentary Affairs. It was agreed to carry out pilot tests for different procedures such as enhancement of data and replacement and distribution of new ID cards in order to decide on the most efficient approach and estimate human and technical resource requirements. The results of the pilot tests will provide information about timing and volume needs for new cards, the key parameter for procuring new card production capacity as envisaged by the project. It was noted that policy decisions regarding the timing of replacement of cards as well as the extent to which they would be utilized by other service providers needed to be made prior to finalizing decisions on procuring new card production capacity.
