STATEMENT OF WORK (AMENDMENT 02) 1. Introduction The Metropolitan Washington Airports Authority (Airports Authority) intends to a contract to a qualified vendor to develop and deliver a Comprehensive IT Disaster Recovery Plan (DRP), as governed by the Airports Authority s Continuity of Operations Plan (COOP); a cloud based DRP management solution, and an IT Disaster Recovery Simulation Exercise. 2. Background The Office of Technology is responsible for the delivery of IT, Telecommunications, and Radio technology services and solutions across all business units of the Airports Authority and for maintaining the standards for all software and hardware utilized in the Airports Authority s technical environment. This includes lifecycle management and maintenance of servers, network infrastructure equipment, PC hardware platforms, operating systems, applications, business productivity software, and related peripherals. The responsibilities also include ensuring that all IT services and equipment are restored in the event of a disaster. The goal of this project is to develop and deliver elements associated with comprehensive Disaster Recovery Management to support the Airports Authority s responsibility to avoid and mitigate any problems associated with a disruption of operations. 3. Scope The Contractor shall provide all labor, design, materials, testing, implementation, documentation and support required to develop and deliver a comprehensive Disaster Recovery Management for the following Airports Authority Offices or Facilities: 1. Corporate Office Building (COB) 2. Primary Data Center 3. Reagan National Airport (DCA) 4. Dulles International Airport (IAD) 5. Dulles Toll Road (DTR) 6. Dulles Corridor Metrorail Project (DCMP) The physical addresses of Authority offices/facilities are located in Appendix 1of this Statement of Work. 4. Project Management 4.1.1. Project Management The Contractor shall provide a project plan to achieve the goals outlined in the Statement of Work (SOW). The Project plan must include the approach to execute this effort, the strategy for eliciting information, the description and method of developing the Business Impact Assessment; the general process that will be utilized, resource expectations from Airports Authority staff, in addition to duration estimates and reporting outputs. The plan shall include the master schedule for completion of all activities within scope. (Deliverable 01)
4.1.2. Status reporting / Progress meetings. The Contractor shall provide weekly status reports on the support provided and participate in weekly status meetings, either telephonically or in-person. (Deliverable 02) The Contractor s representative(s), including the Project Manager, On-site Supervisor, and/or any other personnel deemed appropriate shall attend all meetings as required by the COTR to perform inspections, discuss, coordinate and evaluate the status and performance of services under this contract. 5. Technical Requirements 5.1. Disaster Recovery Plan (DRP) 5.1.1. The Contractor shall provide a comprehensive DRP that documents the process and procedures necessary to recover and protect Airports Authority IT infrastructure in the event of a disaster. The Contractor shall provide a DRP with the current configuration of the Airports Authority IT infrastructure. (Deliverable 03) 5.1.2. The Contractor must work with the COTR to create and coordinate schedules for interviews, surveys, discussions, and analyses of the Airports Authority functional business areas. Airports Authority business areas are detailed in Appendix 2 of this Statement of Work. 5.1.3. Final DRP 5.1.3.1. The Final DRP shall include COTR approved final versions of all summary and detailed reports, presentations, templates, surveys and other artifacts to be used in the development and delivery of the DRP such as questionnaires, data flows and other information. 5.1.3.2. All resources used or created to perform this task will be considered the property of the Airports Authority. 5.2. DRP Hosting. Recommend a cloud based Disaster Recovery Plan Management solution loaded with the Airports Authority DRP data and configured for ongoing maintenance and execution (Deliverable 04) 5.2.1. Licensing. The license and maintenance for the DRP solution must be obtained for the Airports Authority which must be named as recipient and owner of the support agreement. 5.2.2. Training. Contractor shall train identified staff in the maintenance and updating of the DRP. 5.2.3. The Contractor must ensure Airports Authority staff has the knowledge, skills to effectively operate, administer, and maintain the DRP solution. 5.2.4. The Contractor must provide training and any available training materials. 5.2.5. The Contractor must provide User Training for up to thirty (30) Airports Authority staff with a combination of instructor-led, hands-on, and small group training. 5.3. Disaster Recovery Plan Testing and Training 5.4. Contractor shall advise and train identified staff on standard DRP testing strategies and recommend the training strategy best suited for Airports Authority. (Deliverable 05). Possible Optional Task: 5.4.1. Disaster Recovery Simulation Exercise 5.4.1.1. The Contractor shall work with the COTR to facilitate the testing and execution of a disaster recovery simulation.
