A strong voice through unity A united powerful group will greatly improve access to loans or bank overdrafts as for the lender it will reduce the perceived risk of default (a group/network/consortium/... of >270 companies is surely stronger than a single small enterprise!) The voice of many can be heard clearly above that of a single SME giving collective credibility to member SME s, when negotiating with the governments of individual member states and the EU for funding smespire can develop formal relationships with a diversity of domains on behalf of the member SME s. Implementation and Maintenance of the Framework Those business sectors most interested in implementing the INSPIRE Framework are the ones who provide experts to maintain and develop the Framework. As discussed in an earlier slide SmartGrid, a key opportunity sector for smespire is using Enterprise Architect to maintain the CIM. It is therefore essential that as requirements change, based on inputs from domains such as SmartGrid, that these changes are identified and incorporated. Experts from the smespire will have to assume responsibility for this process. Through collaboration with other standards bodies adoption of Best Practice, will assist in improving the Framework while decreasing the risk of the Framework losing currency in terms of value to an increasing number of stakeholders, which include spatially dependent domains such as those described earlier. Best Practice includes the use of appropriate technology, including UML modelling tools, which are based on the OMG standard and already used to maintain and implement many key industry standards. smespire through collaboration with the EU has the opportunity to give smespire members equity of access to technology and to develop a range of training programs to ensure that this capacity is met. It is imperative that knowledge sharing and training get underway to ensure that the pool of expertise expands to meet this growing demand.
