The Summit is the joint endeavor of a multi-stakeholder partnership involving civil society, governments, international organizations, industry, academia and independent experts, coordinated by the ICCSS and Targi Kielce, a major European exhibition and congress company. The side event will present the practical experience in developing the national and regional cooperation to enhancer chemical safety and security based on the recent experience in the development of the cooperation in Africa in the areas of chemical safety and security. Explanatory Memorandum Global efforts in chemical disarmament and non-proliferation have registered unprecedented achievements in the annals of WMD arms control. These efforts have been led by the OPCW, the treaty organization for the Chemical Weapons Convention, which received the Nobel Peace Prize in 2013 for its historic contributions to global peace and security. The foundation of OPCW s success has been inclusive participatory policymaking, a tradition of adopting all decisions by consensus of the States Parties, and transparent results-based management. These traditions have been imbedded in the International Centre for Chemical Safety and Security (ICCSS), which is today a leader in global efforts to enhance safety and security in chemical production, storage, use, transport and waste disposal. Founded and led by former senior OPCW officials, the Centre is making rapid progress by catalyzing cooperation across a broad range of stakeholders in government, industry, academia and civil society with inclusive participatory program development, and by avoiding divisive political concepts and language in its approach to the issues of the kind that hinders progress in nuclear and bio safety and security. The Global Chemical Safety and Security Summit and accompanying Fair is the first global multistakeholder event dedicated to addressing chemical safety and security solutions in the supply chain of raw materials, production, infrastructure, transportation and use of chemicals in all areas of chemical activities, and to promoting development of a global chemical safety and security culture. That global process started in November 2012 with an international meeting on chemical safety and security co-organized by OPCW and ICCSS in Tarnow, Poland when participants from 56 countries and over 20 international organizations discussed a Tarnow Declaration on chemical safety and security, inter alia. This was followed by the OPCW s Third Review Conference in April 2013, which provided consensus support for efforts to promote global chemical safety and security culture. The Global Partnership against WMD Proliferation has provided a broad international policy framework for the Chemical Security Sub-Working Group, which offers strategic advice and coordinates cooperation among providers of expertise and resources. The Warsaw Conference on chemical and ecological safety and security, held in May 2014, then proposed that ICCSS and its national and international partners organize a global chemical safety and security event. The Summit will bring together stakeholders from all areas of chemical activity: government policy makers, national and international regulatory bodies, chemical industry associations and private companies, laboratories, international organizations, academia, NGOs, independent experts and information specialists. The Summit will be the first global non-political event to address chemical and ecological safety and security and prevent misuse of toxic chemicals in the entire chain of chemical activity, including development, production, transportation, use, storage and disposal of chemicals. The Summit and the Fair aspire to be a tipping point for national and international efforts to develop a global chemical and ecological safety and security market through internationalization and operationalization of the best existing national and international best practices, capacity building, solutions and technologies. The Summit and the Fair will bring together stakeholders from all areas of chemical activity: government policy makers, national and international regulatory bodies, chemical industry associations and private companies, laboratories, international organizations, academia, NGOs, independent experts and information specialists.

Active promotion of the participants of the Congress and Exhibition in social media and the Internet KIELCE: picturesque and easily accessible city - 6 airports in 150 km radius, easy access from the venue to the near express road Expected Outcomes and Results The Summit aspires to become a permanent platform for structured multi-stakeholder dialogue and a feedback loop for government, industry and academia that can be staged on an annual or biannual basis. Its deliberations will be made available through a dedicated website for the Summit and maintained thereafter to allow interactive communication by the national and international chemical safety and security community. This activity will complement existing mechanisms for enhancing chemical safety and security and promoting CBRN security. The ICCSS is prepared to act as a focal point in this process, initially as coorganizer of the Summit and then as a partner in developing follow-on feedback and dialogue among governments, industry, academia and civil society. The Summit will create in Kielce a permanent exhibition platform for showcasing the development of state-of-the-art technologies and equipment for effective chemical safety and security solutions. It will also initiate the establishment of an International Chemical Safety and Security Association, which will include national and international chemical safety and security agencies as well as independent experts. The Summit will introduce, operationalize and internationalize new programs and activities in the areas of chemical safety and security, including inter alia: The first edition of a handbook on chemical safety and security, developed by international partners and coordinated by the International Centre on Chemical Safety and Security; The Local Responsibility in Chemical Safety and Security program to promote development of local chemical safety and security cultures; Platforms for local cooperation in responding to chemical hazards and providing assistance to Small and Medium Enterprises (SMEs); The Kenyan Program on chemical safety and security; An integrated program for chemical safety and security in Ukraine. Summit Proceedings A Program Committee has been set up to develop the Summit program and run the substantive activities. The committee is chaired by Ambassador Krzysztof Paturej, President of the ICCSS Board, and representatives of all Summit stakeholders will be invited to participate as committee members. Media Promotion and On-site Communication Activities ICCSS and Targi Kielce will undertake a vigorous campaign of joint activities to promote participation in the Global Summit and Fair and raise the profile of chemical safety and security as important elements of international security. The event will be promoted online in multiple languages and with targeted media outreach to key countries of interest in Africa, Asia, East and West Europe, the Middle East, and North America. On-site at the Summit and Fair there will be a full-service media centre and activities of participants will be chronicled with live webcasts, video interviews, podcasts and professional photography, which will be published and made available to participants via the ICCSS web and social media sites.

Budget The Summit will be financed through participant fees, exhibition space rentals, sponsor donations and voluntary contributions.
