Introduction During the years 2006 and 2007 Kuwait Rapid Transit & Rail Road Systems Master Plans were developed. These master plans were prepared by INECO, Spain for the Ministry of Communications of Kuwait through Kuwait Overland Transport Union (KOTU). 2008, Kuwait Metro Rapid Transport Company (KMRT) was established by major local Kuwaiti transportation companies all of which are members of the KOTU. 2009, Under the BOT Law (Law nº7 of 2008), Kuwait Metro Rapid Transport Company has been appointed as the initiator to both infrastructure Projects.
Introduction The main objective of the study was to elaborate the RTS and RRS Master Plans starting from a complete analysis of background information and on previous studies, defining the main corridors with its technical characteristics, passenger and freight demands for RRS, infrastructure, rail systems and rolling stock functional definition as well as an estimate of investment, operational structure and maintenance costs.

The Partnerships Technical Bureau P.T.B Established under Decree No. (146) of the year 2008, (PTB) considers governmental projects and unsolicited proposals forwarded by the Higher Committee to identify potential developmental projects that can be implemented by establishing a partnership between both the relevant public entity and interested parties from the private sector in accordance with the provisions of Law No. 7 of 2008 to regulating all Public Private Partnerships (PPP) projects in the State of Kuwait
P.T.B Main General Role Conduct initial survey and studies for the objective of identifying potential developmental projects Study the projects and initiatives, report its opinion, evaluate economic and technical feasibility studies and provide proper recommendations for potential investment projects according to Articles of Law No. (7) of 2008.
