Linked Open Data in Legal Scholarship The Case of the DoGi - Dottrina Giuridica Database Open Research Data and Open Science Ginevra Peruginelli (ITTIG-CNR), Andrea Marchetti (IIT-CNR) CNR, 31 maggio 2016, Roma

Overview Legal information and linked open data Legal doctrine: a definition The ITTIG s DoGi database The Linked Data DoGi Project

Legal information... Legal information, heterogeneous and distributed resources: Legislation Case law Legal doctrine Strong need of interconnection among the diverse typologies of sources to ensure effective understanding and sharing of legal data.

and Linked Open Data Legislation: urn:lex; ELI (European Legislative Identifier) urn:lex:it:stato:legge:2003-09-21;456 urn:lex:eu:council:directive:2010-03-09;2010-19-ue Case law: ECLI (European Case Law Identifier); CELEX ECLI:NL:HR:2008:BC858 Legal doctrine: SICI, BICI, ELDI (European Legal Doctrine Identifier) Semantic legal resources: Legal thesauri: EuroVoc, TESEO... Legal ontologies: Legal Knowledge Interchange Format, Core Legal Ontology...

Legal doctrine: a definition Theoretical, interpretative elaboration of legislation and case law Interconnection (linked) legislation, case law, legal doctrine

DoGi - Dottrina Giuridica database by ITTIG-CNR Starting date: 1970 (analytics prepared in 1970-73 are to be considered as experimental) Corpus of analytics: Currently about 250 Italian journals indexed. Actually the database refers to more than 400 journals Analytics of: Scientific contribution, summaries of cases, commentaries to statutes, conference papers, book review Database size: 409.330 documents Updating: bimonthly for abstracts; fortnightly for TOCs Annual increase: about 13.000 DoGi documents Public promoters: National Research Council, Library of the Chamber of Deputies

Bibliographic references Classication codes Legislative and jurisprudential references Ab /In str te act/ m so ad m i m ar io

DoGi and data cloud DoGi on the border among: - Public information (Government Data/ PSI) - Collections of primary sources (ex. Legislation, Case law) - Legal scholarship - Libraries - Publishers - Sharing resources (legal vocabularies)

DoGi: challenges and future directions Creation of a data model for the Dogi data set Interoperability with other LOD dataset and with national and international thesauri/classification schemes DoGi like SSRN repository for Italian legal outputs and evolution from a bibliographic database to a citational database.

Linked Data Dogi

Linked Data DoGi Challenge: continue to provide the existing platform of DoGi, based on relational data, and enrich it with Linked Open Data. Requirements: 1. Maintain the current relational data or the data input process* 2. Publish an additional RDF version of data 3. Manage bimonthly update 4. Keep both versions up to date

Data Mapping Relational data (tables: coloumns and rows) has to be converted to RDF (triples: subject, predicate and object). We choose the D2RQ Platform: - existing relational data are preserved - new RDF data are generated on the fly from relational one

Navigate Dogi - the Main Entities Source Of Law A law or a specific section of a law Classification Scheme codes, specifically developed within DoGi, for classifying academic legal articles Agent Agents (i.e., persons or organizations) responsible of the authorship of an academic article Articles (~80000) bibo:cites SourceOfLaw dc:creator dc:contributor Agents dcterms:subject Classification

Data Linking Linking data is a major aspect for Linked Data. Some Linked Data sets have been selected: VIAF (authors) BPR (journals) DBpedia (authors and ministry) Sources of Law (juridical and normative) is the major and distinctive aspect of DoGi.

Querying the Data Set A web portal will be soon available on-line with the following features: SPARQL endpoint for querying the dataset dataset dump download consultation of RDF data through: traditional methods (HTML pages) visualizations

Visualizations In literature, the visualization and exploration of Linked Data set is a well-known issue. We are carring out experiments on DoGi data using Information Visualization techniques for visualizing: - hierarchies - temporal data -...
