Bypass Detection cluster approach On-net SIM Box Off-net IN SIM Box Off-net OUT SIM Box target: allow a global and coordinated SimBox handling on a destination to improve efficiency (notably for off-net SimBoxes) prerequisite: obtain the agreement of all operators concerned and set clear conditions for the operation (duration, resources, technical implementation, organization, and contractual framework) implementation: short-term term after contract signature local mobile operator roles: - share data as soon as available (malicious SIM numbers) - deactivate SIM cards timely (deactivation duration is a key driver for the fraudsters business case) International Carriers role: - launch tests with the planned frequency - send out alerts with the required frequency to the teams in charge 15
benefits of the cluster approach On-net SIM Box Off-net IN SIM Box Off-net OUT SIM Box exhaustive quick - on-net net - off-net - international - implementation - alert - detection reliable - no false positives easy-to to-use : - Android-based - mail alerts 16

what is TBS-P solution? TBS-P (Tracking By-pass System Probe) is a detection system dedicated to SimBox detection within a suite developed by Orange Labs it is our in-house solution for @first bypass module its one-of of-its its-kind quality and efficiency stem from its agile client-server architecture: probes on the operator s side are based on standard Android Smartphones equipped with the adequate software TBS-P that s also up to 1,400 (unanswered) calls per day and per terminal and up to 5 terminals per client a very quick implementation (in a week when all required conditions are provided) reduced costs for the operator 18
TBS-P solution is both a flexible architecture and cutting-edge expertise select promising routes - detect sim boxes - activate countermeasures - alert quickly long distance Carrier(s) TDM or Voip network discount call Provider(s) VoIP call SIM box(es) media gateway selected direct route(s) IC NGN ISCs automatic SIM cancellation HLR MSC Called number Redirection Android spy smartphones 3G or WiFi CLI collection 19
TBS-P footprint Tunisia Jordan Morocco Egypt Mali Senegal Guinea Bissau Guinea Ivory Coast TBS-P is largely used today by around 10 Orange affiliates Niger Central African Republic Cameroon Democratic Republic of Congo Uganda Kenya daily monitoring results in an average 500 efficient calls per day and per terminal.
