Executive Summary About 2 in 5 (42% or 1,240,000) Singapore residents aged 10 years and above were broadband users. This represents a year-on-year increase of 30% from 2001. Home (53% user incidences) and Office / Workplaces (49%) were the most popular broadband access locations. The majority of broadband users (79%) spent a total of 10 hours or less per week in using broadband. This is equivalent to an average of over an hour of usage daily. The top two applications / services frequently used by broadband users were Email (94% of users) and online information retrieval / search (54% of users). Other frequently used applications and services included instant messaging (44% of users), online music (40% of users), online chat (38% of users), download / update of software applications (35% of users), online shopping (34% of users), Internet SMS (29% of users), online banking (26% of users) and play online games (21% of users). The majority of broadband users were willing to pay up to S$8 for broadband applications / services such as online video / video streaming, paid live webcast events, online games and children education content. Page 5 of 23

About 3 in 4 (76% or 3,200,000) of the total population in Singapore were mobile phone subscribers as of November 2002 1. This represents a year-on-year increase of 14% from November 2001. Of the mobile phone subscribers who were interviewed for the survey, 80% indicated that they were SMS users. Apart from using SMS, the top three other wireless applications and services most frequently used by mobile phone subscribers were downloading ring tones / icons (29%), participation in donations (17%), checking information (15%). About 1 in 8 (13% or over 200,000) working Singapore residents were telecommuters. Email (99%) was the most frequently used application / service used by telecommuters. This is followed by accessing the office Virtual Private Network (21%), video-conferencing (16%) and Internet telephone (13%). About 1 in 8 (13% or 390,000) Singapore residents indicated the need for wireless access to be installed at public places. Among this group, 76% indicated the need for wireless access at cafés and restaurants. This is followed by 74% in shopping malls, 69% in schools and 66% in commercial buildings. Among the group of Singapore residents who indicated the need for wireless access to be installed at public places, 55% preferred to pay for the usage based on connection time per hour. 33% preferred to pay based on a flat month rate, while 12% preferred to pay based on data volume. 1 Fore more information, please refer to www.ida.gov.sg under Infocomm Facts & Figures / Statistics / Statistics on Telecom Services. Introduction This report provides the salient findings from the Survey on Broadband and Wireless Users in Singapore 2002, which was commissioned to Precision Research Services by Infocomm Development Authority of Singapore (IDA). This survey is an update to the earlier survey conducted by IDA in November 2001, and aims to update information on the broadband market size in Singapore, as well as the demographic and usage profiles of these users. Survey Design Survey Methodology For the 2002 survey, the targeted respondents are Singapore residents 2. For meaningful responses, all respondents must be aged 10 and above. For year-on-year comparisons, appropriate results for the 2002 survey were compared with equivalent data collected over a similar period in the 2001 survey. A sample of 2,951 respondents were interviewed in October / November 2002 based on a random sample of households in Singapore, provided by Department of Statistics through IDA to Precision Research Services. To ensure continued randomness, only the individual who last celebrated his / her birthday in the household, was selected for interview 3. 2 Singapore residents refer to citizens and permanent residents of local residence. 3 A Random Probability Sampling Technique consisting of (1) Selection of Primary Sampling Unit (PSU) by zone, (2) Random Selection of Households from PSU (3) Random Selection of individual based on last celebrated birthday, was adopted. Page 7 of 23

The sampling error is estimated to be about +1.8% at 95% confidence level. Recalls were also made on 10% of the completed interviews as part of the due diligence checks to ensure that the actual interviews had been conducted. Sample Distribution To a large extent, the ultimate sample was representative of its target population in terms of the major demographic and socio-economic characteristics as indicated below. Broadband Usage in Singapore Definition of Broadband User In this report, a broadband user is defined as one who accessed the Internet via any one or more of the following types of connection 4. Table 3. Types of Connection defined as Broadband Tools i ii Asymmetrical Digital Subscriber Line (ADSL) Cable Modem (e.g. Starhub Cable Vision) iii Leased Line/ ATM Link iv Integrated Services Digital Network (ISDN) v Local Area Network (LAN) vi Wireless (LAN) Incidence of Broadband Users in Singapore It was estimated that there was about 2 in 5 (42%) Singapore residents aged 10 years and over who were broadband users. The total number of broadband users in Singapore was estimated to be around 1,240,000 5 Singapore residents aged 10 years and above. This represents a year-onyear increase of 30% from 950,000 broadband users in 2001. The incidence of broadband users was pervasive among segments of Singapore residents who are in the age group of 30 to 49 years. It was also 4 Therefore, a person who accessed the Internet only via dial-up modem with access speed not exceeding 56 kbps is not classified as a broadband user under the above definition. 5 Actual: 1,239,800 Page 10 of 23

pervasive among the PMEBs 6, students and people with education levels of O certification and above. Profiles of Broadband Users The profile of broadband users resembled, to a large extent, the profile of overall Singapore residents aged 10 years and above in terms of the major demographic, socio-economic attributes (see Table 4). Table 4. Profiles of Broadband Users Male 60% Public Housing.. 76% Female.. 40% Private Housing. 24% 10-19 years 22% Working... 67% 20-29 years 25% Housewife.. 4% 30-49 years 49% Student.... 27% 50 years and over 4% Others.. 2% Chinese. 74% Malay.. 18% Indian.. 7% Others. 1% Broadband Usage By Location The highest incidences of broadband usage were found in homes and offices. Specifically, among broadband users, over half (53% or approximately 660,000 Singapore residents aged 10 years and above) used it at homes. Close to half of broadband users use it in offices/ workplace (49% or approximately 610,000 Singapore residents aged 10 6 Professional, Manager, Executive and Businessman Page 11 of 23
