From the... NCPC annual report 2001 02 From the... Our vision, going into the millennium is Making Singapore Safe and Secure for All, complementing our mission of working in partnership with the Community and Police to prevent crime. The National Crime Prevention Council (NCPC) has worked in partnership with the community, business associations and the Police on crime prevention programmes for the past 21 years. Through the years, it has renewed itself and expanded its scope to include more sectors in Singapore. Besides running ongoing programmes such as exhibitions, talks, conferences, seminars and competitions, the Council has implemented a number of initiatives in the year under review. As part of its 20th Anniversary Celebrations, it has come up with a new corporate brochure and corporate leaflet, raised funds for crime prevention through a film premiere and a yearend crime prevention lucky draw. The year also saw the launch of the Crime Prevention Display Bus, a video for senior citizens, the Tamil CrimeWatch TV Programme, a Malay social drama on TV, and a crime prevention handbook for Taxi Drivers. In addition, the Council participated in the Security Asia 2001 Conference and Exhibition to gain regional exposure. Members were also sent on study visits overseas and educational visits to Home Team establishments and places such as amusement arcades and entertainment outlets to gain knowledge of their operating environment. The Council also expanded its scope. With the formation of 3 new sub-committees in early 2001, namely, the Security in Transport Committee, Information Technology Committee and the Publicity and Special Events Committee. In addition, the Public Advisory Panel on Licensing was formed in Nov 01. Although crime has decreased over the past 10 years, the Council will not rest on its laurels. It will continue to expand its scope and brainstorm new initiatives that will take it into 2002 and beyond. 4

NCPC annual report 2001 02 From the KEY ACHIEVEMENTS FOR 2001 Crime Statistics For the past 10 years, there had been an overall down trend in the number of the crimes committed, and the trend continued into the year 2001. In 2000, the total number of seizable offences recorded in 2001 was 28,645, a significant 11.6% decrease from the 32,412 cases recorded in 2000. The crime rate per 100,000 total population similarly fell from 807 cases in 2000 to 693 cases in 2001. Partnership with the Community In the year, the community had demonstrated a high level of participation in crime prevention. In 2001, 650 criminals involved in snatch theft, motor vehicle theft, robbery, housebreaking, outraging of modesty, murder and rape were apprehended as a result of public co-operation. This figure accounted for 50% of the arrests in these crimes, higher than the 41% recorded in 2000. This highlights the importance of public co-operation and participation in combating crime. Our Youth The Council, recognising that crime prevention should be inculcated from a young age, has continued to direct much of our efforts and resources towards our youth. Ongoing programmes include the use of the Safe & Secure That s Our Singapore textbook series in schools, the Crime Prevention Proficiency Badge Scheme for members of uniformed groups such as the NPCC, Scouts and Guides, youth competitions, talks and exhibitions etc. In addition, a song or rap competition was held for students last year. It is heartening to note that through the efforts of the Police, the Council, schools, parents and other stakeholders, fewer juveniles were arrested in 2001 1,298 compared to 1,598 in 2000, a decline of 18.8%. Ongoing Partnership The Council will continue to actively engage our industry and grassroots partners and the public through talks, exhibitions and joint conferences, among other activities. The slogan that has been chosen for the upcoming 2002 Festive Season Crime Prevention Campaign is Crime Prevention a Shared Responsibility, continuing with the theme of partnership from the slogan in 2001 Together We Can Prevent Crime. Together we can Prevent Crime - Crime Prevention Programmes YOUTH The NCPC believes that the importance of crime prevention must be inculcated from an early age. As such, many of the NCPC s efforts are targeted at the children and youth sectors. NCPC annual report 2001 02 Together we can Prevent Crime - Crime Prevention Programmes Crime Prevention Competition for Students The Crime Prevention Competition for students has been jointly organised by NCPC and Singapore Police Force (SPF) to promote crime prevention awareness amongst students since 1999. This year, a song or rap competition for students from Secondary Schools, Junior Colleges and ITEs was organised, with the finals held on 12 Sep 01. The theme of the competition was Together We Can Prevent Crime. The top 3 teams attended a 5-day crime prevention educational tour in Hong Kong in Dec 01. A children s art competition, also with the theme Together We Can Prevent Crime was held for primary school students in conjunction with the Festive Season Crime Prevention Campaign. Crime Prevention Proficiency Badge Scheme One of the NCPC s longest-running programmes is the Crime Prevention Proficiency Badge Scheme for uniform groups (i.e. Scouts, Girl Guides, and NPCC), which has been in place since 1982. The objective of this scheme is not only to 6

NCPC annual report 2001 02 Together we can Prevent Crime - Crime Prevention Programmes increase crime prevention knowledge and to raise crime prevention awareness in the participants, but also to translate the knowledge into practice, through a structured programme of learning and practical assignments. In the year 2001, almost 2,500 Scouts and Girl Guides with a similar number of NPCC cadets, participated in the scheme. COMMUNITY WORKING GROUPS The two community working groups formed under the Parents, Children & Youth Committee network with the community/grassroots organisations to leverage on, as well as empower them to carry out initiatives and programmes to reach out to the community to help prevent crime. Crime Prevention Exhibition A Crime Prevention Exhibition was held in conjunction with the Community Goodwill Dinner held on 9 and 10 Jun 01 near Eunos MRT Station. More than 2,000 guests attended the event. CrimeWatch TV Programme The Malay version of Crimewatch launched in Mar 01 continued into its 2nd year on Channel Suria, with an average viewership of 300,000 per episode. Crime Prevention Talks & Exhibitions Crime prevention talks were conducted in schools to raise the school children s security awareness and knowledge of the consequences of committing crimes and participating in secret society activities. The Tamil version of Crimewatch was launched on Vasantham Central on 1 Apr 01 and averaged a viewership of 200,000 per episode. The August episode of Tamil Crimewatch was also screened at the Sunday Pasar at Weld Road for foreign workers on 2 Sep 01, receiving very good response. 7

NCPC and SPF collaborated with the People s Association to hold a series of Senior Citizens Crime Prevention Chit-Chat Sessions, with the objective of educating the senior citizens in crime prevention measures to protect themselves. 80 such sessions were held in FY 2001/02 for over 3,000 senior citizens. Crime Prevention Education Video NCPC annual report 2001 02 Together we can Prevent Crime - Crime Prevention Programmes The Mar 02 episode of Crimewatch was also screened in conjunction with the Council s launch of the 3rd edition of the Taxi Driver s Handbook. Anak Metropolitan The 7-part Malay Social Drama series Anak Metropolitan was screened over Channel Suria from 3 Mar to 15 May 02, every Wednesday from 9.30 pm to 10.30 pm. This series broke a new record in the 5th week of its telecast by capturing 44.3% of the audience, making it the highest rated programme on Channel Suria for the year to date. Juvenile Delinquency Workshop The Community Working Group I organised a Juvenile Delinquency Workshop and Launch of the Anak Metropolitan Malay Social Drama TV programme with the Taman Bacaan Family Service Centre on 30 Mar 02 with more than 100 parents and youths of all races. A video entitled Live Your Golden Years With Crime Prevention was also commissioned by the NCPC to complement the brochures currently available. This video, available in four languages English, Mandarin, Malay and Tamil, was launched at a senior citizen lunch gathering jointly organised with the People s Association and the Police for senior citizens from the Bishan-Toa Payoh, Kreta-Ayer-Tanglin and East Coast GRCs on 15 Jul 01 at the Neptune Theatre. The video is used at the Chit-Chat Sessions as well as other activities for senior citizens to facilitate a sharing of experiences session amongst the senior citizens. SENIOR CITIZENS Crime Prevention Chit-Chat Sessions Senior citizens can be more vulnerable to crime as they tend to become less agile and alert with advancing years. The Council recognises the importance that the senior citizens are made aware of the various precautionary measures to avoid 8

NCPC annual report 2001 02 Together we can Prevent Crime - Crime Prevention Programmes Collaboration with Ministry of Community Development And Sports (MCDS) The Committee also put up a proposal on a project funded by the MCDS under their active seniors programme, entitled Enlighten Your Golden Years. Be A Community Safety and Security Ambassador. Under this project, Senior Citizen Crime Prevention Ambassadors work in partnership with the Police to educate their fellow senior citizens on crime prevention measures, for example through talks and other interactive sessions. The proposal has been accepted and the committee will start recruitment and training of these Senior Crime Prevention Ambassadors in Jun/Jul 02. The launch marked the start of a three-month advertising blitz, where messages were brought to the public through various mediums such as taxi advertisements, MRT-panel billboards, radio jingles, print advertisements in magazines, roadside banners and postcards. Festive Season Crime Prevention Campaign 2001 The year 2001/02 Festive Season Crime Prevention Campaign was launched with a 1-hour crime prevention variety show at the TV Theatre, Mediacorp Studios on 23 Nov 01. The show manifested the crime prevention messages through drama, music, comedy, games and interactive segments. 9

Together we can Prevent Crime - Working Together With The Community NCPC annual report 2001 02 Together we can Prevent Crime - Working Together With The Community RESIDENTIAL SECURITY Neighbourhood Watch Zone (NWZ) Scheme The Security in Housing & Neighbourhoods Committee collaborated closely with SPF to implement the NWZ Scheme in both public and private residential estates. By the end of Mar 02, 569 of the Residents Committees / Neighbourhood Committees (RCs/ NCs) have adopted the scheme, compared to 546 as at the end of Mar 01. These NWZs have been useful in reaching out to the community and play an important role in bringing the community together in preventing and combating crime. Crime Prevention Display Bus The Crime Prevention Display Bus was launched at the Bishan East Family Day on 22 Jul 01 held next to Junction 8 shopping centre. The Guest-of-Honour was Mr Wong Kan Seng, Minister for Home Affairs and MP for Bishan-Toa Payoh GRC. This specially commissioned bus has exterior exhibition panels for crime prevention posters and an interior showcasing hardware and security gadgets. The bus serves as a mobile crime prevention exhibition at events held by grassroots, schools and other places. The posters on the bus panels can be customised to suit audiences of different ages and needs. With this, the NCPC and the SPF would be able to bring crime prevention to the door-step of the people, widening their outreach to the community. NWZ Competition and NWZ Day The annual NWZ competition, started 3 years ago in 1999, is organised to encourage RCs, NCs and RAs to be more active in their crime prevention efforts, house visits and NWZ initiatives, so as to improve the security of the community. The awards for the 2001 competition were given out at the 3rd NWZ Day held on 17 Mar 01 at the NTUC Downtown East by the Guest-Of- Honour, Assoc Prof Ho Peng Kee, Senior Minister of State for Home Affairs and Law. COMMERCIAL/ INDUSTRIAL Retail Security Conference 2002 NCPC, SPF and the Singapore Retailers Association (SRA) jointly organised the 3rd Retail Security Conference 2002 on 26 Mar 02 at the RELC Hotel. The Guest-of-Honour for the event was Assoc Prof Ho Peng Kee, Senior Minister of State for Home Affairs and Law. Besides the presentation of the Safe Shopping Award and the signing of the Security Charter by 7 retailers, there was a briefing on the latest retail crime trend by the Police and innovative security systems for retailers by a private security company. With the 7 new retailers who penned their support for the Security Charter, the total number of retailers who have pledged to observe the Charter currently stands at 31. 10

NCPC annual report 2001 02 Together we can Prevent Crime - Working Together With The Community Crime Prevention Committee (CPC) CPCs have been introduced in shopping centres and industrial complexes since 1982 and via this scheme, the tenants, shop owners and management can discuss various ways to enhance the security of the premise. To date, 127 CPCs with 986 members have been set up. CONSTRUCTION INDUSTRY Security Audits at Construction Sites The Singapore Construction Safety & Consultancy Pte Ltd (SC2), a subsidiary of the Singapore Contractors Association Limited (SCAL), works with SPF to carry out security audits at various work sites during the course of the year. A total of 7 audits were conducted in the year under review. Construction Safety Seminar The Committee worked with the Singapore Contractors Association Ltd (SCAL) on the Construction Safety Seminar held at the SCAL Building from 3-4 Oct 01. The seminar aimed to enhance the safety and security awareness of the construction industry. The SPF presented a paper on security at construction worksites and also participated in an exhibition set up in conjunction with the conference. HOTEL INDUSTRY Security Action Plan and Awards In 2001, 55 hotels submitted their security action plans to Singapore Hotel Association (SHA). These were forwarded to SPF and based on the action plans, security audits of the hotels were conducted. These audits also formed the basis for the qualification of hotels for the Hotel Security Award. Construction Posters A new set of education posters for employers of construction workers on the penalties for employing or harbouring of immigration offenders was produced and distributed in the year. Hotel Security Conference The 6th Hotel Security Conference, jointly organised by the SHA, the SPF and the NCPC was held on 30 Nov 01 at the Merchant Court Hotel. The Conference was 11

NCPC annual report 2001 02 Together we can Prevent Crime - Working Together With The Community attended by about 100 hotel general managers, chief security officers and police officers. The Conference provided a platform for the discussion of various issues and the presentation of crime statistics, as well as the sharing of learning pointers. The Hotel Security Awards were also presented during the Conference by the Guest-of-Honour, Assoc Prof Ho Peng Kee, Minister of State for Home Affairs and Law. Programme on Employee Awareness and Problem Prevention SHA conducted 4 sessions of the 6-hour programme on Employee Awareness and Problem Prevention, which is jointly endorsed by SHA and NCPC. Close to 150 hotel employees participated in the programme in the year under review. SECURITY IN TRANSPORT This new Committee was set up in 2001 to develop and implement specific and innovative crime prevention programmes for the transport sector, as well as to work in partnership with the public transport sector in crime prevention. The first project of this committee was the production of the 3rd edition of the Taxi Driver s Handbook, which was launched on 26 Mar 02. Copies of the Handbook were then distributed to all taxi drivers at Esso and Mobil stations. INFORMATION TECHNOLOGY The NCPC Information Technology sub-committee is also a new committee, formed in 2001 to work with related bodies such as the Parents Advisory Group on the Internet (PAGi) to plan and develop future initiatives in this area. At the same time, the sub-committee will look into how the NCPC can leverage on information technology to improve its processes and functions, as well as to aid in the collection of data for research purposes. OTHER ACTIVITIES Fundraising Movie Premiere The Charity Gala Premiere of Rush Hour 2 was held on 14 Jul 01 at GV Grand cinemas, Great World City. The event raised over $10,000 for crime prevention activities. The Guest-of-Honour for the event was Assoc Prof Ho Peng Kee, Minister of State for Home Affairs and Law. 12

NCPC annual report 2001 02 Together we can Prevent Crime - Working Together With The Community Crime Prevention Lucky Draw The Crime Prevention Lucky Draw was held in conjunction with the Council s 20th Anniversary Celebrations from Sep-Dec 01 to raise funds for crime prevention programmes. The grand draw was held on 21 Dec 01 at Parco Bugis Junction. Newspaper Supplement A newspaper supplement on the Council was produced in conjunction with the Council s 20th Anniversary Celebrations Dinner. Well-wishers and partners contributed to the cost of the 1-page supplement in the Straits Times. NCPC Corporate Brochure and Leaflet PUBLICITY & SPECIAL EVENTS 20th Anniversary Celebrations Dinner The NCPC 20th Anniversary Celebrations Dinner was held on 29 Jun 01 at the Marriott Hotel Ballroom. Past and present Council members, sponsors, and the Council s partners were at the dinner. The Guest-of-Honour for the event was Assoc Prof Chin Tet Yung, of Government Parliamentary Committee on Home Affairs and Law. The new NCPC corporate brochure was also launched at the Celebrations Dinner. This brochure reflects the softer, more peopleoriented approach that the Council is taking towards crime prevention education. A corporate leaflet was subsequently produced based on the same theme as the corporate brochure. Opening of Police Crime Prevention Display Room The Crime Prevention Display Room was moved from its previous premises in the old Police HQ at Pearl s Hill to Geylang NPC. The room was officially opened by NCPC and Commissioner of Police on 24 Jan 02. 13

CONTINUOUS LEARNING Educational Visits NCPC annual report 2001 02 Together we can Prevent Crime - Crime Prevention Programmes Security Asia 2001 The Council participated in Security Asia 2001, an international exhibition for organisations in the security-related business, which was held from 21-23 Nov 01 at the Singapore Expo. Besides bringing in the Crime Prevention Display Bus, the NCPC also had a booth where it displayed a set of 8 posters depicting its work and projects over the years. PUBLIC ADVISORY PANEL The Public Advisory Panel on Licensing (PAPL) was formed in Nov 01 under the auspices of NCPC to provide feedback on licensing conditions, policies and regulations, particularly where there are different interest groups with diverse views and to help shape public expectations and perceptions, particularly for controversial licensing conditions, policies and regulations that are in the long term interest of the public so that potential public outcry can be dampened and better managed. For a start, the Advisory Panel focused on children and youth related licences such as computer gaming centres and video arcades. The Panel went on field trips to gaming centres and arcades and also met up with the Films and Publications Department on 11 Mar 02. It held dialogues with 14 operators of Council members participated in 2 Home Team Connection visits to the CISCO Police Training School and the SCDF Civil Defence Heritage Gallery on 12 Oct 01 and 29 Dec 01 respectively. An educational visit was also held to establishments such as pubs, discos and other entertainment outlets on 30 Nov 01 for Council members and members of the Public Advisory Panel, to provide them with an understanding of the ground. Visit to the Malaysian Crime Prevention Foundation 4 Council members visited the Malaysian Crime Prevention Foundation (MCPF) at their invitation, and also attended the launch of their website from 7-8 Mar 02 in Kuala Lumpur, Malaysia. The NCPC delegation also paid a courtesy call on the of MCPF, YB Dato Sri Najib Tun Abdul Razak (Minister for Defence) on 8 Mar 02. CONCLUSION The Council will continue with its mission of working in partnership with the community and police to prevent crime, through constant self-renewal and expansion of its programmes. The NCPC Committees will continue to examine its roles and run programmes to prevent crime in their areas of scope and coverage. 14

NCPC annual report 2001 02 Auditor s Report A u d i t o r s r e p o r t To The Members Of National Crime Prevention Council We have audited the financial statements of the National Crime Prevention Council ( the Council ) for the financial year ended 31 March 2002, set out on pages 16 to 19. These financial statements are the responsibility of the Council. Our responsibility is to express an opinion on these financial statements based on our audit. Except as disclosed in the following paragraph, we conducted our audit in accordance with Singapore Standards on Auditing. Those standards require that we plan and perform our audit to obtain reasonable assurance whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by the Council, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. The Council derives a substantial portion of its income from voluntary donations. Because of the nature of these donations, the Council cannot provide adequate accounting controls over contributions prior to the initial entry in the accounting records. Accordingly, it was impracticable to extend our examination beyond the receipts recorded in the books of the Council. In our opinion, except for the effects of such adjustments, if any, as might have been determined to be necessary had we been able to extend our examination beyond the receipts recorded, the financial statements are properly drawn up in accordance with Statements of Accounting Standard and so as to give a true and fair view of the state of affairs of the Council at 31 March 2002, the income and expenditure of the Council and statement of changes in the Council s fund for the financial year ended on that date. GENERAL The Council is registered in Singapore under the Societies Act. The address of the Council s registered office is: Public Affairs Department Police Headquarters Level 4 New Phoenix Park Tower P 28 Irrawaddy Road Singapore 329560 The principal activities of the Council is to raise funds for the purpose of promoting crime awareness and prevention. 2. SIGNIFICANT ACCOUNTING POLICIES (a) Basis of preparation The financial statements are prepared in accordance with and comply with Singapore Statements of Accounting Standard. The financial Statements are prepared under the historical cost convention. The financial statements are expressed in Singapore dollars. (b) Income and expenditure Income and expenditure are taken up in the income and expenditure account on an accrual basis. 18

SIGNIFICANT ACCOUNTING POLICIES (continued) (c) Fixed assets and depreciation Fixed assets are stated at cost less accumulated depreciation. Depreciation is calculated on a straight-line basis to write off the cost of fixed assets over their expected useful lives. The estimated useful lives are as follows: Office equipment - 3 years Motor vehicle - 5 years (d) Financial risk management The Council s activities are not exposed to any foreign exchange risk and there is no significant concentration of credit risk. The Council maintains sufficient cash and bank balances for its requirements. The Council is exposed to interest rate risks arising from interest bearing assets. The Council monitors the interest rate closely to ensure that interest bearing assets are maintained at favourable rates. (e) Fair value The carrying amounts of the Council s financial assets and liabilities approximate to their fair value. 3. ESTABLISHMENT AND TAXATION The Council was approved as an institution of public character for a further period of 5 years with effect from 1 May 1997. No provision for taxation has been made as the society has been registered as a charity under the Charities Act (Cap 37). The receipts of the Council are exempt from tax under Section 13(1)(g) of the Income Tax Act ( Act ), provided that the Council has utilised eighty percent of its adjusted income for charitable purposes in Singapore in accordance with Section 13(3)(b) of the Act or obtained a waiver thereof from the Comptroller of Income Tax. 19
