Overview The statewide civil citation process is designed to provide an alternative to formal judicial handling for juveniles committing their first misdemeanor offense. The purpose of Civil Citation is two-fold. First, the process aims to prevent further delinquency. Second, the process ensures that the youth s offense is appropriately addressed without creating a criminal record. Eligible youth must admit to committing the offense and agree to participate in the civil citation process. The process includes both an assessment of the needs of each participating youth and the provision of services to address the youth s identified needs. All civil citation placements and charges are entered in the Prevention Web. The issuance of a civil citation is not considered a referral to DJJ, and data entered in the Prevention Web is not shared with outside agencies. When paperwork is received from the referring entity, the child s information must be entered in JJIS within 48 hours. To enter data in the system follow these steps: Logging in to Prevention Web Log in to JJIS Web using the icon on your desktop or in Citrix. For specific instructions on how to do this, refer to the user guide on JJIS Basic Navigation. Select Prevention Web in the System field. Once logged in, any civil citation programs assigned to you will appear in the Select a Program drop down on the left side of the screen. The program you are working in should be selected and appear as the Active Program in the upper left corner of the screen. All youth currently in the program will appear in the Youth Listing once a program is selected. Program Registration Wizard Youth Search Before beginning the registration process, look at the side bar to make sure the youth is NOT currently in your census. If the youth s name is not listed in the current placement census, select the radio button for Incomplete Admission Registrations. If the youth is not currently in your census and there is no incomplete registration for the youth, click Program Registration on the menu bar. You must perform a comprehensive search to see if a record for the youth already exists in JJIS. Conducting this search before entering a new youth ensures that duplicate youth are not entered into the system. After the user selects the Program Registration link, the system will automatically default to an Exact Match search and the user must search by the youth s Date of Birth first. No other search option will be enabled until a DOB search is completed. Enter the required information into the field and click the Find button. The system will return a list of youth meeting the search criteria. The list can be sorted by any field in the header by clicking on the field name, for example by county. After a DOB search is completed, if the youth is not found, all other Search By options will enable for selection. Select an Approximate Match search or an Exact Match search from the Search Type category. Approximate Match by Last Name, First Name is selected by default, or select another option from the Search By category to use as criteria for your search. Enter the required information into the proper fields, an Approximate Match search is recommended. If the Approximate Match is selected, you must enter in at least two characters of the youth s last and first name. This will pull up similar names, allowing you to verify the spelling, date of birth or county, ensuring that duplicate youth are not added to JJIS. If the Exact Match is selected, you must enter the complete and exact information for the Search By category selected. This is only recommended if you have a DJJ ID number for the youth. Click the Find button. The system will return a list of youth meeting the search criteria. The list can be sorted by any field in the header by clicking on the field name, for example by date of birth (DOB) or county. Prevention Web Civil Citation Program Registration Page 5 of 44

For all youth in the grid, you can see their indicator for history in Prevention, Civil Citation and Delinquency, as well as view face sheets for those areas for which you have permissions. 1) A RED YES means the youth has an active record. 2) A Black Yes means the youth has prior history, but is not currently active. 3) A Black No means the youth has no history with Prevention, Civil Citation or Delinquency, as applicable. 4) The sheet of paper icon is a link to the youth s Prevention, Civil Citation or Delinquency face sheet. NOTE: This is permissioned. If you have Prevention Web permissions only, you will not be able to access the delinquency face sheet. If you do not have permission to view prevention you will not be able to access the prevention face sheet. If Youth IS Found: If the youth is found in JJIS, you should always review the face sheet before selecting the youth. Once you have reviewed the face sheet, select the youth. Depending on the youth s status with the department, you may receive pop-up messages. These messages should always be read and understood. The above message means that the youth you have selected is currently enrolled in another civil citation program and is not eligible to be enrolled in your program. The above message means that the youth you have selected is currently enrolled in your program and cannot be selected. Check to make sure the correct youth was selected in the youth search process. The above message means that the youth you have selected has a record on the delinquency side of JJIS. This may mean the youth is ineligible for your program. You must review the youth s face sheet to ensure that any prior offenses were disposed as Prevention Web Civil Citation Program Registration Page 7 of 44

non-file, nolle prosse or were dismissed. A prior offense that was diverted or prosecuted may disqualify the youth from participation. In the event the youth has previously been afforded the opportunity to participate in civil citation and is being referred again, a warning will be displayed, along with a dialog box: To continue with this youth, click OK in the dialog box and then click Yes in the Prevention Web. You will then be able to complete the wizard for the selected youth, but you must justify the reason using the Override Reason dropdown selection box in Step 1 of the Registration Wizard. As Allowed By Law If Youth IS NOT found, you will see this message in the Youth Search: You will be able to add a new youth by clicking the Add a New Youth button. Whether you selected an existing youth or have selected Add a New Youth, you are ready to begin the registration wizard. As you will notice on the top left hand side of the screen, the registration wizard is separated into 6 individual steps. Each step will become active upon completion of the preceding step. You can always go to a previous step in the wizard but cannot move forward until all mandatory fields on the current step have been completed. As a best practice, all fields in JJIS should be completed. The red asterisk (* or **) symbols on selected data entry fields indicate information that is either required or recommended for entry before moving on to the next page of the Registration Wizard. If a data entry field has one red asterisk (*), this is a Mandatory field. The information is required and must be entered to save the page and move forward in the process. If a data entry field has two red asterisks (**), this is a Required field. The information is required for complete data entry but you will be able to continue the registration wizard. The missing data will be identified on the score card and you will be able to enter the data at a later time. If a data entry field has no red asterisks, the information is Recommended or Optional. The information should be entered to ensure good data but is not required to complete the process. Prevention Web requests the desired information for each field in Bold Black Print to the left of each field. Youth with existing histories in Prevention or Delinquency will have their existing data pre-populated in the fields. This data should be checked for accuracy and edited if necessary. Program Registration Wizard Step 1 Data fields on Step 1 consist of the following: Program: This field will self-populate with the program you are working with and for which a registration is being completed. Last Name: Enter in the youth s last name. First Name: Enter the youth first name. Middle Name: Enter the youth s Middle Name. Under the Middle Name field, you will notice a small check box next to the words No Middle Name Verified. If you have verified with the youth or the youth s guardian that Prevention Web Civil Citation Program Registration Page 10 of 44

they have no middle name, then place a check mark in this box by clicking your mouse in the empty box. A check mark will appear. Suffix: This field is available for the addition of suffixes such as Jr., III, etc. DOB: Enter the youth s date of birth in MM/DD/YYYY format. You can also select the date of birth by clicking on the small calendar icon next to the field and searching for the date by navigating through the provided calendar. Age: This field will self-populate with the youth s age once you have entered a date of birth in the preceding field. SSN: Enter the youth s Social Security Number if available. Data should be entered in this field only if known, do not enter a fictitious [bogus] SSN. Sex: Enter the youth gender by clicking in the box and selecting either male or female. Race: Enter the youth s race by clicking in the box and selecting the appropriate race. Ethnicity: Enter the youth s ethnicity by clicking in the box and selecting the appropriate ethnicity. If youth is not Haitian, Hispanic or Jamaican, then Non-Hispanic is the correct selection. Home County: Enter the youth s home county by clicking in the box and selecting the appropriate home county. Home county is where the youth lives, or for dependent youth, the county in which DCF holds jurisdiction over the youth s dependency case. Admit Date: enter the date that the youth was enrolled into the selected civil citation program in MM/DD/YYYY format. The date selected can be in the past, but not the future. You can also select the admit date by clicking on the small calendar icon next to the field and searching for the date by navigating through the provided calendar. Circuit: Enter in the Judicial Circuit of the charging agency by clicking in the box and selecting the appropriate circuit. Agency Referred By: This is the law enforcement or other agency that referred the youth to the department; selections are filtered based on the circuit selected. If you are completing the registration wizard for a youth previously referred to civil citation, you must justify the reason using the Override Reason dropdown selection box as shown below. This selection box is not visible for first time youth. Options available for selection are: Additional C.C. Directed by SAO Use this when the SAO has directed youth to civil citation above and beyond any other circumstances. Additional C.C. Prior No filed/dismissed Use this when youth was previously denied civil citation because of delinquent history that was dismissed or non filed. Additional C.C. Special exemption Use this when the youth has been given an exemption by SAO/Court for a 4th CC. Additional C.C. Other Do not use this reason when admitting youth. Returned to Restart Closed in error Use this when first Civil Citation was closed due to technical issues, for example, when program staff made an error and closed youth. Returned to Restart Failure not youth s fault Use this when parent/guardian refused to participate or for some other reason beyond the youth s control. Returned to Restart Other Use this when admitting a youth for any other reason than what is available. Second C.C. As Allowed By Law Use this one when youth has completed a civil citation program and is being given a second one. Third C.C. As Allowed By Law Use this one when youth has completed two civil citation programs and is being given a third one. Prevention Web Civil Citation Program Registration Page 13 of 44

Civil Citation Charges: Each youth referred to a Civil Citation program will have a law violation allegation filed against them. This section of Step 1 requires that the allegation (Charge) is entered into the Prevention Web Registration Wizard. Criminal charges eligible for referral to a Civil Citation program are misdemeanor offenses only. First, select the Add New Charge button circled in the screenshot below: This will enable the remaining fields and you will be required to complete each field before moving on to Step 2. Statute Number: In order to search for a statute number, you must first click on the ellipse located to the right of the field as seen below. This will activate the search feature and allow you to enter the statute number provided on the youth referral information by bringing up the search screen below: You can select between Statute Search, FCIC Number or Statute Number and Sub Section by selecting the corresponding radio button next to the option. After entering the information into the field, selecting Find brings results you can choose from. Clicking on Select next to the desired violation will add that charge to the youth s record. If you are unable to find the desired violation after searching, or a statute/fcic number is unavailable, you can select the Help button on the search page which will allow you to search for the appropriate violation s statute by key word as seen below. After typing the keyword in the search field and selecting the Display button you can now use the provided statute number to aid in your search. Offense Date: Enter the offense date in MM/DD/YYYY format. You can also select the offense date by clicking on the small calendar icon next to the field and searching for the date by navigating through the provided calendar. Offense Time: Enter the time of the offense in HH:MM format. AM or PM must also be selected. Offense on School Property: This is an offense that occurs on school grounds, on a school bus, at a school bus stop or at a school sanctioned event (football game, etc). Select the radio button next to Yes if the offense occurred at school, or No if the offense occurred outside of school. If Yes is selected, you will need to identify Circuit and School where incident occurred. School Circuit: If the offense did occur on school property, then the information field for school circuit will be activated. If activated, this becomes a required field and you will not be able to move to the next page without entering the requested information. Enter the circuit by clicking in the box and selecting the appropriate school circuit. School Location of Offense: If the offense did occur on school property, then the information field for school location of offense will be activated. If activated, this becomes a required field and you will not be able to move to the next page without entering the requested information. Enter the School by clicking in the box and selecting the appropriate school. Domestic Violence: Select the Yes or No radio buttons to enter if the law violation was related to Domestic Violence. Firearm Seized/Involved: Select the Yes or No radio buttons to enter if a firearm was involved or seized during the law violation. Prevention Web Civil Citation Program Registration Page 17 of 44

The charge information is now saved by selecting the Store Charge button at the bottom of the page. If you select a charge other than a misdemeanor, JJIS displays an error message and requires you to select and store another charge. Once stored, the charge information is listed as seen below: Prevention Web Civil Citation Program Registration Page 18 of 44

You also have the option to edit the charge by selecting Edit, add a New Charge by selecting the corresponding button or add another count of the same charge by selecting the Duplicate Current Charge button. Once completed, select the Save and Next button on the bottom of the page to move on to the next step of the Registration Wizard. Once you have selected Save and Next on Step 1, if registration cannot be completed at that time, you can exit the wizard at any step. Later, you can return to the registration wizard by selecting the program, and then the radio button next to Incomplete Admission Registrations. This will bring up a list of youth with incomplete registrations for your program. Note: As best practice, youth registrations should not stay in an incomplete status for more than 24 hours. Click on the youth s name to make them active, and then click on Program Registration. The wizard will open to the next step to be completed. Program Registration Wizard - Step 2 of 6: Youth Info Once Step 1 has been successfully saved, a JJIS DJJID number is auto generated. Notice that the wizard has now added the next step on the Wizard Guide to the top left of the page. Each subsequent step completed will highlight another selectable step in the Wizard Guide. The Youth Info step of the wizard is used to collect physical and demographic information on the youth being entered into the selected program. Data Fields for Step 2 consist of the following: Height: Enter the youth height in feet and inches if available. Weight: Enter the youth weight in pounds if available. Hair Color: Enter the youth hair color if available by clicking in the box and selecting the appropriate choice provided. Eye Color: Enter the youth eye color if available by clicking in the box and selecting the appropriate choice provided. Prevention Web Civil Citation Program Registration Page 20 of 44

Religion: Enter the youth religion if available by clicking in the box and selecting the appropriate choice provided. Marital Status: Enter the youth marital status if available by clicking in the box and selecting the appropriate choice provided. Language Preference: Enter the youth language preference if available by clicking in the box and selecting the appropriate choice provided. Birth City: Enter the youth s birth city if available by clicking in the box and selecting the appropriate choice provided from a list of cities and towns in Florida. If the youth was born out of the state of Florida, you must select Out of State from the drop down menu. Birth City (if out of state): If the youth was born out of state, enter their birth city manually if available in the box provided. This box will only be available for editing if Out of State was selected as the Birth City in the previous field. Prevention Web Civil Citation Program Registration Page 21 of 44

Birth County: The Birth County will automatically populate once a Birth City has been selected if the city selected is in the State of Florida. If the youth was born out of state then no county will be used. Birth State: Enter the youth birth state if available by clicking in the box and selecting the appropriate choice provided. Florida is entered by default if a Florida city was selected as the Birth City. If youth was born out of state, enter that state here. Citizenship: Select whether or not the youth is a citizen of the United States or another country by selecting the corresponding radio button. USA is selected by default. Address Change Worksheet Address information for the youth is entered by selecting the link in blue which states Address Change Worksheet as seen below. The youth s address is a mandatory data field and you will not be able to move forward in the wizard unless an address is entered. Prevention Web Civil Citation Program Registration Page 22 of 44

Clicking on this link will bring you to a new screen where address and other information may be entered as seen below: You must first indicate if the youth is a foster care youth. It is populated as No by default. If it is verified that the youth is in foster care, select the Yes radio button. If you are unsure if the youth is in foster care, then leave the selection as No. New Physical Address: Is this a new address? Street Address: Enter the street number and name of where the youth lives. Build/Apt: Enter any specific Building or Apartment number where the youth may live if available. City: Enter the City where the youth lives by clicking in the box and selecting the appropriate choice. State: Enter the State where the youth lives by clicking in the box and selecting the appropriate choice. Zip: Enter the Zip Code where the youth lives. County: If the youth lives in the state of Florida, then the County will have self-populated when the city was selected. If Out of State was selected for the city, this field will be disabled. Selecting Non-US in the State field automatically enters Out of State for the county and enables entry for the Non-US Country and International Zip Fields. Home Phone Number: Enter the youth home phone number if available. End Date for old address: If you are changing an existing youth address, then enter the corresponding information; if this is a new youth, leave this field blank. Start Date for new address: Enter the date that the youth is being entered into the Prevention Web system (today s date). Prevention Web Civil Citation Program Registration Page 24 of 44

Once this information has been entered, then the Verify Address button will become activated as seen below: You must verify the address before moving on to the next step. Once Verify Address is selected, Prevention Web will check the address against the US Postal Service s address information on file as seen below: By selecting accept, you verify that this is the address desired for the youth. If the address was not recognized by the USPS then you will receive an error message as seen below: Prevention Web Civil Citation Program Registration Page 25 of 44

You can use the address as written by selecting Cancel or modify the address by selecting OK. The youth Mailing Address can be entered manually, or by checking the box next to Same as Physical. This will populate the mailing address fields with the physical address entered earlier as seen below. Prevention Web Civil Citation Program Registration Page 26 of 44

The Start date for the Mailing Address must be entered before moving on. If a different address than the physical address has been entered, then the address will need to be verified by selecting Verify Address before moving on. Once the Mailing address has been entered, selecting save at the bottom of the screen will store all data and enable the Next button at the bottom of the screen. Selecting Next will bring you back to Step 2 Youth Info screen. You can now enter any additional information requested on the screen such as Alternate Phone Numbers and Employment Information for the youth, if available, then select Next>> to move on the Step 3. Step 3: Alerts & Alias Information Critical and Special Alerts are entered into JJIS to alert DJJ staff or providers statewide that a particular youth has special issues that need to be addressed immediately. The alert immediately identifies a youth s special needs or safety issues and provides relevant information regardless of the youth s stage in the DJJ process. If you are not aware of any Special Alerts or Alias information then this step may be skipped by selecting next at the bottom of the screen. Selecting New will activate the data fields in the Alerts section. Data fields in the Alerts section consist of the following: Alert Type: Click in the data field and select the appropriate Critical or Special Alert. For detailed information relating to proper use of Critical and Special Alerts refer to the user guide on JJIS Special and Critical Alerts. County: Select the appropriate county by clicking in the data field and making the appropriate selection. Begin Date: Enter the date that you became aware of the alert in MM/DD/YYYY format. You can also select the date by clicking on the small calendar icon next to the field and searching for the date by navigating through the provided calendar. Begin Time: Enter the time that you became aware of the alert in HH/MM format and selecting AM or PM. The current time or midnight can be used as a default time. End Date: Used to close out a selected alert and make it inactive. End Time: Enter the time that the alert became inactive. The current time or midnight can be used as a default time. End Reason: Select the reason that the alert is no longer active by clicking in the data field and making the appropriate selection. Closing alerts is permission-based. While you can close alerts on the registration wizard, you should not. Alerts should be closed using the Special Alerts and Alias module found under Modules at the top of the page. Note Description: Documentation substantiating the addition of the alert. today s date. When a note description is created or updated, JJIS marks the note description with the date and name of staff responsible. For the initial alert, you won t be able to select Add New Note but will be able to enter the note description. For subsequent notes to this alert, click Add New Note and enter alert note in the box. To add a new note for this alert, select Edit then Add New Note. Enter new note in Note Description box, and click Save. The new Note will populate above the previous note. Alias Information: If the youth uses another name or nickname then selecting New will activate the Alias Type data field. Click in the field and select the appropriate choice. Alias Name: Enter the name or nickname provided. Selecting save will save the Alias information. To edit current alias, click edit and make changes as required. Step 4: School Info At a minimum, information on circuit, name of school and grade must be entered. School Circuit: Click in the data field and select the appropriate school circuit. School Attending: Click in the data field and select the appropriate school. Selections available are filtered based on circuit selected. School Grade: Click in the data field and select the appropriate grade. Contact Person: If you have a contact person for the chosen school, you may enter the information here. Contact Phone: You may enter the phone number for the Contact Person here. Scheduled Hours: You may enter the youth s school hours here in HH:MM AM/PM format. Education Status: You can enter the youth s Education Status by clicking in the data field and making the appropriate selection. School Attendance: You can enter the youth s School Attendance history by clicking in the data field and making the appropriate selection. School Behavior: You can enter the youth s School Behavior history by clicking in the data field and making the appropriate selection. Special Classes: You can enter the youth s Special Classes status by making the appropriate selection from the provided list. Reading Level: You can enter the youth s Reading Level by clicking in the data field and making the appropriate selection. Once all required fields are completed, select Next to move on to the next step of the wizard. Step 5: Family Member Info Selecting New at the top left of the page will activate the data fields under Member Information. Member Information: Last Name: Enter family member s last name. First Name: Enter family member s first name. Middle Name: Enter family member s middle name if known, or check box for no Middle Name Verified if you have verified that there is no middle name. DOB: Enter the family member s date of birth in MM/DD/YYYY format. You can also select the date of birth by clicking on the small calendar icon next to the field and searching for the date by navigating through the provided calendar. Age: This field will self-populate with the family member s age once you have entered a date of birth in the preceding field. Relationship: Select the family member s relationship to the youth. Sex: This field will pre-populate based on the selection made in the Relationship field. Race: If known, enter the family member s race by clicking in the box and selecting the appropriate race. Ethnicity: If known, enter the family member s ethnicity by clicking in the box and selecting the appropriate ethnicity. Lives With Youth: Check this box if the family member lives with the youth. If family member does not live with the youth, DO NOT CHECK. Checking this box will populate the family member s physical and mailing address with the youth s home address entered earlier. Check the box for Guardian if this family member is the youth s guardian. If family member does not live with the youth, enter the physical address. Make sure you verify the address. If mailing address is different than physical address, uncheck the Same as Physical Address box, and enter the family member s mailing address. Make sure you verify the address. Select Save when finished entering the family member information. The family member will appear in the table. Select New at the top to enter another family member or select Next at the bottom to move to the final step of the Registration Wizard. OR Step 6: Score Card If required by the Civil Citation Program, a link to the Prevention Assessment Tool (Section (B):) is available on this page for those staff with training and permissions. You must select Score Card (Section (A): ) which will show any information you did not enter during the registration process. If the Score Card shows a different youth than the one with which you are working, click the refresh button to display the active youth. Review or print the Score Card, and then click Close. Once you have viewed the Score Card, the Complete button will be activated at the bottom of the page. Missing information is shown for each step, with Global Messages shown in red at the bottom of the score card. You can go back to enter any missing information, or click on the Complete button. If the wizard was created in error, the wizard can be deleted by selecting the Delete Registration button. Selecting the Complete button will finish the registration process and the youth will be enrolled in the selected program and be present on the Current Placement Census. If you are working on any Registration Wizard step 1 thru 6, and close out of the wizard prior to marking it complete the youth will show up on the Incomplete Admission Registration, under the selected program. In order to go back to where the Wizard left off, you click the youth name and make the youth active. Then you would go to program registration at the top of the screen.
