About us... Main field of activity of the Training, Promotion and Information Directorate (TPID) is organizing the training and information activities which contain standards relevant to accreditation in line with internal and external requests. Also, TPID has an active role in evaluating the trainers, maintaining activities with training and promotion purpose such as meetings, seminars and conventions, conducting needs assessments about the assessor/ technical expert pool and carrying out necessary activities, performance evaluations of assessors/technical experts, preparing publications on accreditation and relevant standards and delivering them to interested parties and evaluating and answering the applications for acquiring information. Trainings
1-TS EN ISO / IEC 17020 Standard Training: TURKAK uses TS EN ISO/IEC 17020:2012 Conformity Assessment - Requirements for the operation of various types of bodies performing inspection used for the accreditation of all inspection bodies worldwide as the basis for the assessment of the accreditation of inspection bodies. In general, during the TS EN ISO/ IEC 17020:2012 Standard Training, information on how the conditions of the standard are applied, how the articles of the standard can be interpreted, what kind of a policy are the inspection bodies to follow during the accreditation process is provided. 2-TS EN ISO / IEC 17024 Standard Training: This training is a training where how the Personnel Certification Bodies willing to be accredited are supposed to work in accordance with the conditions of TS EN ISO/IEC 17024 Standard and TURKAK s the policies and principles on Accreditation of Personnel Certification Bodies are explained. Bodies which applied/are about to apply for TURKAK accreditation according to the conditions of TS EN ISO/IEC 17024 Standard, are recommended to participate in our training program. 3-TS EN ISO / IEC 17065 Standard Training: TURKAK uses TS EN ISO/IEC 17065:2012 Conformity Assessment - Requirements for bodies certifying products, processes and services standard used for the accreditation of all product certification bodies worldwide as the basis for the assessment of the accreditation of product certification bodies. In general, during the TS EN ISO/IEC 17065:2012 Standard Training, information on how the conditions of the standard are applied, how the articles of the standard can be interpreted, what kind of a policy are the product certification bodies to follow during the accreditation process is provided. 4-TS EN ISO/IEC 17043 Standard Training: TS EN ISO/IEC 17043 Standard used as the base document by Turkish Accreditation Agency (TURKAK) for the accreditation of proficiency testing provider bodies is an international standard which includes general conditions for the competence of proficiency testing and inter-laboratory comparison providers.
Articles of TS EN ISO/IEC 17043 standard define the general conditions about the quality management system and technical competence of proficiency testing providers. Purpose of this 3-day training is to provide an accurate perspective to the participants about interpreting the standard. 5-TS EN ISO / IEC 17025 Standard Training: TS EN ISO/IEC 17025 Standard used as the base document by Turkish Accreditation Agency (TURKAK) for the accreditation of testing and calibration laboratories is an international standard which includes general conditions for the competence of testing and calibration laboratories. Articles of TS EN ISO/IEC 17025 define the general conditions about the quality management system and technical competence of a laboratory. Purpose of this 3-day training is to provide an accurate perspective to the participants about interpreting the standard. 6-TS EN ISO / IEC 17025 Internal Auditor Training: Pursuant to the internal auditor article of the TS EN ISO/IEC 17025 standard, accredited bodies must operate an internal audit mechanism which meets the conditions of the standard. This training will provide a suitable setting for interpreting the relevant articles of the standard to fit its purpose and evaluating the issue with different perspectives and examples for an effective internal audit. 7-TS EN ISO / IEC 17021 Standard Training: The 2-day TS EN ISO/IEC 17021 training provides an in-depth information on the standard. It focuses on the requirements to be sought in certification bodies. The aim is to provide information to the participants on impartiality, competence, audit, reporting and certification process. 8-TS ISO / TS 22003 Standard Training: The 2-day TS ISO/TS 22003 training provides in-depth information on technical specification. In the bodies which perform food safety management system certification activities; in addition to TS EN ISO/IEC 17021 standard, there is also focus on the requirements to be sought.
9-TS EN ISO / IEC 17021 Part 2 Part 3 Training: The aim is to provide information to the participants on the competence requirements mentioned in the technical specifications listed below towards the implementation of the standard. TS EN ISO/IEC 17021 Part 2: Conformity assessment- Requirements for bodies providing audit and certification of management systems - Part 2: Competence requirements for auditing and certification of environmental management systems TS EN ISO/IEC 17021 Part 3: Conformity assessment- Requirements for bodies providing audit and certification of management systems - Part 3: Competence requirements for auditing and certification of quality management systems 10-IAF Mandatory Documents about TS EN ISO/IEC 17021 Training: The aim is to provide information to the participants on the IAF mandatory documents (MD) below regarding the implementation of the standard; MD 1 : Certification of Multiple Sites Based on Sampling MD 2 : Transfer of Accredited Certification of Management Systems MD 5 : Duration of Quality Management System and Environmental Management System Audits MD 7 : Sanctions to be Applied to Conformity Assessment Bodies MD 11: Application of TS EN ISO/IEC 17021 for Audits of Integrated Management Systems 11-TS EN ISO / IEC 27006 Training: The 2-day TS ISO/IEC 27006 training provides in-depth information on the standard. In the bodies which perform information security system certification activities; in addition to TS EN ISO/IEC 17021 standard, there is also focus on the requirements to be sought. 12-TS ISO 50003 Training: The 2-day TS ISO 50003 training provides in-depth information on the standard. In the bodies which perform energy management system certification activities; in addition to TS EN ISO/IEC 17021 standard, there is also focus on the requirements to be sought.
13-TS EN ISO 15189 Standard Training: TS EN ISO 15189 Medical Laboratories- Requirements for quality and competence Standard used as the base document by Turkish Accreditation Agency (TURKAK) for the accreditation of medical laboratories is an international standard which includes general conditions for the competence of medical laboratories. Articles of TS EN ISO 15189 standard define the general conditions about the quality management system and technical competence of a laboratory. Purpose of this 3-day training is to provide an accurate perspective to the participants about interpreting the standard. 14. Traceability of Measurements and Measurement Uncertainty (Testing Laboratories) Traceability of Measurements and Measurement Uncertainty Training is a training towards the measurement uncertainty components, determination, use and reporting with the aim to calculate the measurement uncertainty needed for determining the confidence level of the methods within the service scopes of testing laboratories which plan to be accredited or were accredited by using TS EN ISO/IEC 17025 standard. In addition, training includes basic level theoretical and practical information on the traceability of measurements at the national and international measurement standards. 15-Traceability of Measurements and Measurement Uncertainty (Calibration Laboratories) In the Traceability of Measurements and Measurement Uncertainty Training for calibration laboratories which is organized towards the determination, use and reporting of measurement uncertainty which is obligatory for calibration laboratories which plan to get accredited or are accredited to create and implement for the methods within the service scope pursuant to TS EN ISO/IEC 17025 - General Requirements for the Competence of Testing and Calibration Laboratories standard, there is also basic level theoretical and practical information on the traceability of measurements at the national and
international measurement standards. 16-Validation Training: It is important for the reliability of testing results that the appropriate method is selected and that it is demonstrated that the selected method meets specified conditions. According to ISO/IEC 17025 standard, before the laboratory applied the selected method in testings, it must affirm that it can apply standard methods and also validate the non-standard methods, methods designed/ developed in laboratory, standard methods used outside their intended scopes and the standard methods which were reinforced or amended with additions, in order to affirm that they are suitable for the intended use. Validation refers to verifying via examination that conditions required for a special purpose use are met and then obtaining an objective evidence. Method performance parameters should be determined and controlled with this purpose. The aim of this training is for the experts of the field of validation to transfer their knowledge to the participants. 17-Good Laboratory Practices Training (GLP): Good Laboratory Practice (GLP) is a quality assurance system which comprises the planning, conduct, monitoring, recording, archiving and reporting conditions and management procedures of health and environmental works apart from clinical studies. Pursuant to the Law No. 4457 on Organization and Functions of the Turkish Accreditation Agency and Regulation on Principles of Good Laboratory Practices, Harmonization of Testing Units, and Oversight of Good Laboratory Practices and Studies which was published on the Official Gazette No. 27516 of 09.03.2010, Turkish Accreditation Agency (TURKAK) has legal responsibility as the National Monitoring Authority. 18-TS ISO 14065 Standard Training: TS EN ISO 14065 Standard is the standard which explains the conditions required for the accreditation of Greenhouse Gas Verification Bodies. In this scope, this standard was created to explain the accreditation processes of Greenhouse Gas Emission Verification Bodies which will work in the scope of the Regulation (AVR) No. 600/2012 which was published in 2012 and prescribed in the European Directive No. 2003/87/EC and according to the national legislation developed by Turkey in the process of harmonization of this legislation and to determine the responsibilities and duties of both TURKAK and Verification Bodies within this developed legal framework. Depending on this standard, TURKAK provides training about the accreditation of the Verification Bodies which will perform the verification activities of Greenhouse Gas emissions at the businesses within the legal framework. In addition, TS EN ISO 14064 3, TS EN ISO 14066, EA 6/ 03 and IAF MD 6 documents are also referred during the training as standards and normative documents subject to training.
Certificates Granted After the Trainings After completion of the trainings open for general participation, training certificates are delivered to the participants. Certificates given to the participants are not certificates of success but only a statement that they participated in the standard/ guide document training mentioned at name of the training. Training Fees Fees of our trainings are announced in detail in the Training section on the TURKAK website. Participants are supposed to deposit the money by adding Value Added Tax (VAT) to the specified training fees. Where the organizations exempt from Value Added Tax (VAT) present documents which indicate their exemption, Value Added Tax (VAT) is not applied to the training fees. Applications
How to Register Training Applications? All of the trainings organized within Turkish Accreditation Agency are open for general participation. Any demanding party is allowed to participate in the trainings he/she deems appropriate. The way participants are required to follow for lodging an application for the trainings offered by Turkish Accreditation Agency (TURKAK) which are open for general participation is described below in detail.
How to Apply to be Assessor/Technical Expert? While determining the need for external experts (assessor/technical expert (A/ TE), relevant procedures and data obtained from technical analyses are taken into account. Depending on the results of the analysis, A/TE recruitment process is initiated by making announcements in the required fields of expertise.
Performance Monitoring
Evaluating the Performance of the Training and Trainers Following the completion of the trainings offered by Turkish Accreditation Agency, a Training Evaluation Form is distributed to the participants and their evaluations, opinions and recommendations for the training are obtained. Information acquired from the participants is recorded by Training, Promotion and Information Directorate and collected data is used for evaluating the performance of the training and the trainer. Evaluating the Performance of the Lead Assessor Respectability of the accreditation systems which accredit conformity assessment bodies (CAB) depends on the competence of the assessors assigned for this purpose. TURKAK has an effective role in monitoring the competence of the lead assessor which represents the assessment team before the assessed organization and whether he/she sustains this competence. Assessors in the A/TE pool, consolidated data from performance surveys, negative or positive statements about the candidate lead assessor are collected by TPID and the evaluation process of the candidate is initiated.
Promotion Activities
TURKAK Promotion Activities With the aim to increase the awareness on accreditation in our country, meetings are organized for private sector, public entities and universities for explaining the importance and benefits of accreditation for our country and fairs and conventions are participated at home and abroad. In line with the requests from the private sector or public entities, efforts are made for increasing the awareness on accreditation by providing technical information or publishing brochures, bulletins and articles in print media. TURKAK Organizations In addition to the trainings open for general participation organized by Turkish Accreditation Agency, it also takes part in organizations such as conventions, fairs and seminars. In addition to the meetings and conventions organized at the Ministry for European Union Affairs, formal in-house and external trainings, experience sharing meetings and training activities organized upon request have an important place in TURKAK organizations.
Assessor Experience Sharing Meetings: Assessor Experience Sharing Meetings are the invitation based meetings organized for sharing current information about the standards, procedures which are supposed to be implemented or already in force, ensuring that assessors and technical experts interpret the standards the same way, informing them on national and international procedures and conveying the expectations and requests of TURKAK to assessors and technical experts. Assessor Trainings: National and international respectability of the third party accreditation systems which accredit conformity assessment bodies depend on the competence of the assessors assigned for this purpose. Both permanent and parttime contracted assessors of TURKAK must have the qualifications to meet the requirements of TURKAK s quality system and possess appropriate training and experience required for the assessment. Therefore, assessor trainings are organized by inviting the persons in TURKAK Assessor/Technical Expert pool for informing them about latest developments on the relevant standards and procedures in force. Assessor Trainings continue for 3 5 days on average and are organized based on invitation. World Accreditation Day: It is very important that the accreditation activities become widespread for increasing the quality of produced products and services; developing the competitiveness at home and abroad; creating an environment of trust in the market via accreditation services; protecting the customers; and ensuring stability in the market. With the aim to make this conception popular and implement the quality awareness more effectively, June 9th was declared as the World Accreditation Day by International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC). During its fifth worldwide anniversary this year, World Accreditation Day was also celebrated by TURKAK with various organizations.
